About this file

This document is a Detailed Specifications file for a herbicide application project in Pine Valley, Nevada, issued by the Bureau of Land Management. The project involves treating 1,022 acres of land for noxious weed control, specifically targeting Scotch thistle, Canada thistle, and Hoary cress, with treatment areas located approximately 3 miles west and 10 miles south of Carlin, Nevada. The performance period is estimated from June 2nd to July 18th, with terrain ranging from 2-5% to 10-30% slope and elevations between 5,200 and 5,800 feet.

The contractor will be required to provide herbicide application services using specific chemical mixtures: a terrestrial tank mix of 2,4-D and Chlorsulfuron, and a water's edge tank mix with up to water's edge approved 2,4-D, both including non-ionic surfactant and dye. The application will cover predominantly upland and riparian areas, with careful consideration for water buffers and drift control. The contractor must supply all necessary equipment, work crew, and chemicals from the approved lists, and be prepared to navigate potentially challenging access conditions in a "checkerboard ownership" area with varied terrain and vegetation.

DETAILED SPECIFICATIONS

HERBICIDE APPLICATION

2025 Pine Valley Herbicide Weed Treatment

1. Target Species: Scotch thistle, Canada Thistle, Hoary Cress

Additional noxious weed species found within the designated contract boundary, and susceptible to chemical intended for use, will also be treated.

2. Treatment Area: A total of 1022 acres including: 887 acres of upland where no water will be present and therefore will require the terrestrial tank mix, and 135 acres that have the potential for water to be present and will require the use of the water’s edge tank mix. Treatment areas vary in the density of noxious weeds that are within the polygon. Actual weed treatments will be less than that of the treatment area itself.

3. Location of Work Site: Project areas are located approximately 3 miles West, and 10 miles South of Carlin, Nevada in Pine Valley. The Legal description for the treatment areas is: T33N R51E, T33N R52E, T32N R51E, T30N R53E, and T30N R52E. See Attached Location Maps.

Access to Work Site: Public or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work.

4. Approximate Performance Period: Period of performance is estimated, and timing of treatments will need to be flexible to maximize the effects on target weed species. The anticipated treatment window for this project is June 2nd to July 18th and the Contractor must be available during that time period.

5. Requirements of Equipment to be supplied by the Contractor: Sufficient to meet specifications of the contract.

6. Loading Facilities: Use of any loading area on federal or private land, shall be arranged by and at the discretion and risk of the contractor.

7. Work Crew Requirements: Work crew for handling and mixing of chemical and loading equipment shall be furnished by the Contractor.

8. Requirements of Chemical to be supplied by the Contractor: Herbicide, surfactant, and dye shall be used and selected from the attached lists of Approved Herbicide Formulations and Approved Adjuvants for use on BLM land. Colorant/dye must be visible for 3 days after application.

9. Kind of Chemical: 2,4-D + Chlorsulfuron + non-ionic surfactant + dye AND up to water’s edge approved 2,4-D + up to water’s edge approved non-ionic surfactant+ dye

Contractor must provide a list of chemicals intended for use with their bid package.

10. Rate of Application:

· Terrestrial Tank Mix: 2,4-D at 32 ounces/acre (0.95 lb. ae/acre) + Chlorsulfuron at 1 ounces/acre (0.0375lb AI/acre) + non-ionic surfactant (Rate as specified on label and compatible with herbicide) + dye.

· Water’s edge tank mix: Up to water’s edge approved 2,4-D (Alligare 2,4-D or equivalent) at 64 ounces/acre (1.9 lb. ae/acre) + up to water’s edge approved non-ionic surfactant (Rate as specified on label and compatible with herbicide) + dye.

11. Remarks and Other Requirements: Apply the spray solution in properly maintained and calibrated equipment capable of delivering the desired volume. Controlling drift is the responsibility of the Applicator.

The Pine Valley herbicide weed treatment areas consist predominately of upland and riparian application. To the best of the Government’s knowledge known access issues related to private landowner permissions or washed-out roads were avoided. However, the Government cannot guarantee additional issues may not arise due to previously undocumented or changing conditions (i.e. fire activity, previously unreported washouts, or overgrown roads) and access restrictions (i.e. locked gates), especially in the “checkerboard ownership” areas. Even if access is limited, contractor is expected to travel these areas for treatment. Terrain varies from relatively flat 2-5% slope to rolling hills ranging from 10-30% slope. Soils are loamy. Elevation ranges from 5200 to 5800 feet. Vegetation consists of dense patches of Wyoming sage. Mixed perennial bunchgrasses, native forbs, annual invasive grasses, and forbs are widespread throughout.

For areas where water is present during the time of application, the buffers for non-aquatically formulated herbicides will be maintained at 10 feet for application by handgun and 25 feet for application with boom equipment. Spraying up to the water’s edge (within the buffer) will require use of aquatic formulated herbicide and surfactant.
