About this file

This document is a Detailed Specifications file for a herbicide application project in the Sheep Creek area of Nevada. The Bureau of Land Management (BLM) seeks a contractor to treat 2,390 acres of land for noxious weeds, primarily targeting Scotch thistle, perennial pepperweed, hoary cress, and Russian knapweed. The treatment area is located approximately 25 miles north-northeast of Battle Mountain, spanning multiple township and range sections with challenging terrain including hills, mountain slopes, and drainages with elevations between 5,000 and 6,700 feet.

The project requires specialized herbicide application between June 2nd and July 18th, 2025, using specific chemical treatments: a terrestrial tank mix of 2,4-D and Chlorsulfuron, and a water's edge tank mix for areas near intermittent streams. The contractor must provide appropriately calibrated equipment, handle chemical mixing, and control drift while maintaining buffer zones around water sources. Application methods will include both boom equipment and backpack spraying, depending on terrain accessibility. The contractor must use approved herbicide formulations, surfactants, and include a visible dye that remains detectable for three days after application.

DETAILED SPECIFICATIONS

HERBICIDE APPLICATION

2025 Sheep Creek Herbicide Weed Treatment

1. Target Species: Scotch thistle, perennial pepperweed, hoary cress, Russian knapweed Additional noxious weed species found within the designated contract boundary, and susceptible to chemical intended for use, will also be treated.

2. Treatment Area: A total of 2390 acres including: 2312 acres of upland where no water will be present and therefore will require the terrestrial tank mix, and 78 acres that have the potential for water to be present and will require the use of the water’s edge tank mix. Treatment areas vary in the density of noxious weeds that are within the polygon. Actual weed treatments will be less than that of the treatment area itself.

3. Location of Work Site: Project area is located approximately 25 miles north-northeast of Battle Mountain, Nevada in the Sheep Creek Mountains. The legal description of the treatment area is: T37N R46E, T36N R45E, T35N R45E, T35N R46E, T34N R45E, T34N R46E, and T33N 46E. See Attached Location Maps.

Access to Work Site: Public or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work.

4. Approximate Performance Period: Period of performance is estimated and timing of treatments will need to be flexible in order to maximize the effects on target weed species. The anticipated treatment window for this project is June 2nd to July 18th and the Contractor must be available during that time period.

5. Requirements of Equipment to be supplied by the Contractor: Sufficient to meet specifications of the contract.

6. Loading Facilities: Use of any loading area on federal or private land, shall be arranged by and at the discretion and risk of the contractor.

7. Work Crew Requirements: Work crew for handling and mixing of chemical and loading equipment shall be furnished by the Contractor.

8. Requirements of Chemical to be supplied by the Contractor: Herbicide, surfactant, and dye shall be used and selected from the attached lists of Approved Herbicide Formulations and Approved Adjuvants for use on BLM land. Colorant/dye must be visible for 3 days after application.

9. Kind of Chemical: 2,4-D + Chlorsulfuron + non-ionic surfactant + dye AND up to water’s edge approved 2,4-D + up to water’s edge approved non-ionic surfactant+ dye

Contractor must provide a list of chemicals intended for use with their bid package.

10. Rate of Application:

· Terrestrial Tank Mix: 2,4-D at 32 ounces/acre (0.95 lb. ae/acre) + Chlorsulfuron at 1 ounces/acre (0.0375lb AI/acre) + non-ionic surfactant (Rate as specified on label and compatible with herbicide) + dye.

· Water’s edge tank mix: Up to water’s edge approved 2,4-D (Alligare 2,4-D or equivalent) at 64 ounces/acre (1.9 lb. ae/acre) + up to water’s edge approved non-ionic surfactant (Rate as specified on label and compatible with herbicide) + dye.

11. Remarks and Other Requirements: Apply the spray solution in properly maintained and calibrated equipment capable of delivering the desired volume. Controlling drift is the responsibility of the Applicator.

The Sheep Creek weed herbicide treatment area consists of hills, mountain slopes, fan remnants, and several drainages which hold intermittent flowing streams. Terrain is overall very hilly and steep, with mountain slopes ranging from 15-60%. Soil type is a clay loam that varies from shallow to moderately drained. Elevation ranges from 5000 to 6700 feet. Vegetation consists of sparse patches of Wyoming Sagebrush, mixed perennial bunchgrasses, and native forbs. Annual invasive grasses such as cheatgrass and several annual invasive mustards are the dominate vegetation for much of the project area. A single two track road runs through the middle of the project area but other than that access is limited. More remote and steep areas will necessitate backpack spraying. Several drainages which hold intermittent flowing streams are present throughout the project area. If water is present during the time of application, the buffers for non-aquatically formulated herbicides will be maintained at 10 feet for application by handgun and 25 feet for application with boom equipment. Spraying up to the water’s edge (within the buffer) will require use of aquatic formulated herbicide and surfactant.
