HERBICIDE APPLICATION

2024 Jiggs Herbicide Weed Treatment

1. Target Species: Scotch thistle, Russian Knapweed, Hoary Cress, Canada Thistle, Perennial Pepperweed

Russian knapweed, leafy spurge, and hoary cress are also known to occur on site; these species will be treated as plant phenology allows and within the designated contract area boundary. Additional noxious weed species found within the designated contract boundary, and susceptible to chemical intended for use, will also be treated.

2. Treatment Area: 5003 acres including up to approximately 182 acres of streams/have the potential for water present and will require the use of both aquatic herbicide and adjuvant. Treatment areas vary in the amount of noxious weeds that are within the polygon. Actual weed treatments will be less than that of the treatment area itself.

3. Location of Work Site: Project area is located approximately 10 miles from Jiggs, Nevada. The legal description of the treatment area is T31N, R55E; T30N, R54E; T30N, R55E; T30N, R56E; T30N, R57E; T29N, R54E; T29N, R55E; T29N, R56E; T28N, R53E; T28N, R54E; and T28N, R55E. See Attached Location Maps.

Access to Work Site: Public or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work. Approximately 310 acres are located within a Wilderness Study Area where cross-country motorized use is NOT allowed.

4. Approximate Performance Period: Period of performance is estimated, and timing of treatments will need to be flexible to maximize the effects on target weed species. The anticipated treatment window for this project is June 3rd to July 31st and the Contractor must be available during that time period.

5. Requirements of Equipment to be supplied by the Contractor: Sufficient to meet specifications of the contract.

6. Loading Facilities: Use of any loading area on federal or private land, shall be arranged by and at the discretion and risk of the contractor.

7. Work Crew Requirements: Work crew for handling and mixing of chemical and loading equipment shall be furnished by the Contractor.

8. Requirements of Chemical to be supplied by the Contractor: Herbicide, surfactant, and dye shall be used and selected from the attached lists of Approved Herbicide Formulations and Approved Adjuvants for use on BLM land. Colorant/dye must be visible for 3 days after application.

9. Kind of Chemical: Picloram + Metsulfuron methyl + Dye AND Aquatic 2,4-D + Aquatic Surfactant + Dye

Contractor must provide a list of chemicals intended for use with their bid package.

10. Rate of Application:

· Terrestrial Tank Mix: Picloram (Tordon 22k or equivalent) at 16 ounces/acre (0.25 lb. ae/acre) + Metsulfuron methyl (Escort, MSM60, or equivalent) at 1 ounces/acre (0.0375lb AI/acre) + Surfactant (Rate as specified on label and compatible with herbicide) + Dye.

· Aquatic Mix: Aquatically approved 2,4-D (Alligare 2,4-D or equivalent) at 64 ounces/acre (1.9 lb. ae/acre) + Aquatically approved surfactant (Rate as specified on label and compatible with herbicide) + Dye.

Quote must include both tank mixes. Only one terrestrial tank mix will be selected and funded, based on price and Government application needs.

11. Remarks and Other Requirements: Apply the spray solution in properly maintained and calibrated equipment capable of delivering the desired volume. Controlling drift is the responsibility of the Applicator.

The Red Springs treatment area consists of roughly 80 percent rolling hills, swallow draws, valley bottoms in the eastern portion and 20 percent steep hill slopes in the western portion. Terrain varies from flat 3% slopes in valley bottoms to steep hill sides with 15-35% slopes. Area consists of loamy soils that are moderately deep and well drained. Elevation ranges from 5500 to 6200 Feet. Vegetation consists of sparse patches of Utah Juniper and Wyoming Sagebrush, mixed perennial bunchgrasses and native forbs, annual invasive grasses and forbs in the Eastern portion. With more dense patches of Utah Juniper and Wyoming sagebrush in the western portion.

If water is present during the time of application, the buffers for non-aquatically formulated herbicides will be maintained at 10 feet for application by handgun and 25 feet for application with boom equipment. Spraying up to the water’s edge (within the buffer) will require use of aquatic formulated herbicide and surfactant.

A handful of BLM roads provide access to the southern portion of the treatment area. In the Northern portion 310 acres of weed treatments will occur inside the boundary of a Wilderness Study Area (WSA). As per WSA policy, no motorized use/equipment (i.e., truck, UTV/ATV) is permitted to travel cross country within the WSA boundary. Therefore, most work must be accomplished via non-motorized methods (i.e. backpack application or pack animals).

The use of pack animals for non-motorized application may be allowed with these additional stipulations:

· During the course of the contract only certified noxious weed free forage will be used for pack animals (i.e. horse and mule). It is the responsibility of the Contractor to procure certified weed free forage. Documentation of weed free certification will be provided to COR/PI for inspection prior to use. All forage material must be in compliance with Nevada Department of Agriculture (NDA) and North American Invasive Species Management Association (NAISMA) guidelines. Refer to following website for additional information: http://agri.nv.gov/Plant/Noxious_Weeds/Program_Noxious_Weed_Seed_Free_Certification_Program_Overview/

· Pack animals may have a wait period prior to use on public lands appropriate to pack animal being considered for use. The intent is to allow animals to digest and eliminate potentially viable weed seeds prior to use on public lands. This stipulation is to be implemented at the discretion of the Government.

· All pack animal related equipment (i.e. transport trailers and saddles) and the animals themselves (i.e. fur) must be free of plant parts and weed seeds prior to on-site arrival.

· Staging areas shall be approved by BLM COR/PI.
