About this file
This document outlines the detailed specifications for a federal herbicide application contract opportunity. The Bureau of Land Management Nevada Region is soliciting bids to treat approximately 1,353 acres outside of Elko, Nevada for various noxious weed species using a terrestrial tank mix of 2,4-D, metsulfuron methyl, surfactant and dye as well as an aquatic mix of 2,4-D, surfactant and dye. The performance period is estimated from June 3rd to July 31st and the selected contractor must be available during this window. Required equipment, certified crews for chemical handling and mixing, and eligible herbicide formulations are specified. Application rates, equipment calibration requirements, drift control responsibilities and special considerations for the terrain and vegetation across the treatment areas are also delineated.

1. Target Species: Scotch thistle, musk thistle, Canada thistle, hoary cress, perennial pepperweed, leafy spurge, Russian knapweed
Additional noxious weed species found within the designated contract boundary, and susceptible to chemical intended for use, will also be treated.
2. Treatment Area: 1353 acres including up to approximately 115 acres of streams/have the potential for water present and will require the use of both aquatic herbicide and adjuvant. Treatment areas vary in the amount of noxious weeds that are within the polygon. Actual weed treatments will be less than that of the treatment area itself.
3. Location of Work Site: Project area is located approximately 10 miles South of Elko, Nevada adjacent to the South Fork Humboldt River and Dixie Creek. The legal description of the treatment area is: T32N R54E, T33N R54E, T33N R55, and T32N R55E. See Attached Location Maps.
Access to Work Site: Public or private access roads damaged by the Contractor shall be restored, at the Contractor’s expense, to the same condition they were in at the commencement of work.
4. Approximate Performance Period: Period of performance is estimated and timing of treatments will need to be flexible in order to maximize the effects on target weed species. The anticipated treatment window for this project is June 3rd to July 31st and the Contractor must be available during that time period.
5. Requirements of Equipment to be supplied by the Contractor: Sufficient to meet specifications of the contract.
6. Loading Facilities: Use of any loading area on federal or private land, shall be arranged by and at the discretion and risk of the contractor.
7. Work Crew Requirements: Work crew for handling and mixing of chemical and loading equipment shall be furnished by the Contractor.
8. Requirements of Chemical to be supplied by the Contractor: Herbicide, surfactant, and dye shall be used and selected from the attached lists of Approved Herbicide Formulations and Approved Adjuvants for use on BLM land. Colorant/dye must be visible for 3 days after application.
9. Kind of Chemical: 2,4-D + Metsulfuron methyl + Surfactant + Dye AND Aquatic 2,4-D + Aquatic Surfactant + Dye
Contractor must provide a list of chemicals intended for use with their bid package.
10. Rate of Application:
· Terrestrial Tank Mix 2,4-D (Alligare 2,4-D or equivalent) 48 ounces/acre (1.425 lb. ae/acre) + Metsulfuron methyl (Escort, MSM60, or equivalent) at 1 ounces/acre (0.0375lb AI/acre) + Surfactant (Rate as specified on label and compatible with herbicide) + Dye.
· Aquatic Mix: Aquatically approved 2,4-D (Alligare 2,4-D or equivalent) at 48 ounces/acre (1.425 lb. ae/acre) + Aquatically approved surfactant (Rate as specified on label and compatible with herbicide) + Dye.
11. Remarks and Other Requirements: Apply the spray solution in properly maintained and calibrated equipment capable of delivering the desired volume. Controlling drift is the responsibility of the Applicator.
The South Fork treatment area consists two distinct areas: 1) a five mile stretch of the perennially flowing South Fork River Canyon and the steep slopes of the canyon walls on both side of the river and 2) the intermittent and perennial Dixie Creek drainages and roadsides leading to the creek. Terrain varies from flat 2% slopes in the riparian corridors to steep canyon sides with 15-45% slopes. Soils adjacent to the creek and River are a silty sand texture while the canyon sides are loamy. Elevation ranges from 5200 to 5500 Feet. Vegetation consists of riparian plant communities along the river and creek corridors, including dense stands of coyote willow, Wood’s rose, sedges, and rushes. Upland and slop vegetation consists of semi-dense stands of Wyoming sagebrush and rabbitbrush shrublands, mixed perennial bunchgrasses and native forbs, cheatgrass and invasive, annual forbs. Two track roads (both marked and unmarked) are spread throughout the entire treatment area. The riparian area may necessitate the use of boats to traverse and treat the weeds up to water’s edge. The steeper slopes may necessitate backpack spraying.
If water is present during the time of application, the buffers for non-aquatically formulated herbicides will be maintained at 10 feet for application by handgun and 25 feet for application with boom equipment. Spraying up to the water’s edge (within the buffer) will require use of aquatic herbicide formulation and surfactant.
