About this file
This document is a Bid Schedule and Offer Evaluation Information for a Fish Rearing Support contract for Bouldin Island. The solicitation requires qualified vendors to provide fish rearing support services including fish husbandry, aquaculture, and fisheries biology support. Two Contract Line Items (CLINs) are available: CLIN 0001 covers the Base Year of services on a Lump Sum basis, and CLIN 0002 covers Option Year 1, also on a Lump Sum basis. All pricing must include labor, travel, overhead, and any other costs necessary to complete the full Statement of Work, with no separate reimbursement authorized unless specifically approved by the Contracting Officer.
Quotes are due June 29, 2026 at 1:00 PM Central Time and must be submitted via email to Tanner_Frank@ios.doi.gov as separate PDF files including the completed SF-1449 form, Bid Schedule with pricing for all CLINs, and a Technical Submission. The evaluation uses a Best Value Tradeoff methodology with price as the primary factor, followed by assessment of Required Qualifications, Technical Approach, Relevant Experience, and Key Personnel Qualifications. Technical acceptability is evaluated on a Pass/Fail basis requiring demonstrated experience in fish rearing or similar environmental services, ability to perform all Performance Work Statement tasks, qualified personnel meeting PWS requirements, capability to perform services at the Bouldin Island site, and ability to meet the required period of performance and operational schedule. Vendor Information must include Company Name, SAM.gov UEI, valid email and phone number, and confirmation of Active SAM Registration and Small Business Status. Failure to provide required technical information or meet Pass/Fail criteria will result in removal from consideration.
