Attachment 1-Salient Characteristics Brand Name or Equal Salient Characteristics Document 10031-10ELW Benthic Sampling Winch (Brand Name or Equal) OEM InterOcean System, LLC
1. General Description The U.S. Geological Survey, Woods Hole Coastal and Marine Science Center (WHCMSC) requires a portable, stand‑alone marine sampling winch capable of supporting the SEABOSS benthic sampling apparatus. Any offered product—brand name or equal—must meet or exceed all salient characteristics listed below.
2. Salient Characteristics (All must be met for “equal” products) Winch Performance & Structural Requirements
· Minimum load capacity: 3,500 lbs
· Fail‑safe brake: spring-applied, power-released system required
· Electric motor rated at approximately 10 HP
· Variable speed control: 0–100 ft/min, operator-adjustable
· Dynamic braking during deployment and recovery operations
· Emergency brake capability if power is lost Cable, Drum & Slip Ring Requirements
· Must store 750 meters of 0.450‑in polyurethane‑jacketed fiber optic cable (example: Falmat FM070611CP‑3)
· Minimum cable bend radius: 7 inches, including drum and block/a‑frame routing
· Drum interior access panel large enough for securing cable and installing/maintaining slip‑ring assembly
· Drum passage opening: minimum of 3 inches for tow‑cable and connector
· Drum axle must accommodate slip‑ring assembly and connection to tow cable
· Level wind must be adjustable for different cable diameters
· Slip ring assembly must include:
· One SM fiber‑optic pass‑through
· Four electrical pass‑through rings (10A, 1KV, 18 AWG)
· NEMA 4X rating required Controls & Operator Interface
· Single‑lever joystick control, both portable and fixed versions
· Operator console containing all winch-mounted controls
· Wired remote controller supporting direction, speed, and on/off; must be ergonomic and suitable for harsh deck environments
· Cable-out counter with zero reset capability
· Tension meter required Construction & Environmental Requirements
· Marine‑grade aluminum construction and engineered to withstand harsh shipboard use and road transport with full cable load
· All electrical enclosures must meet NEMA 4X environmental protection rating
· Must operate from multiple power inputs: 220 VAC, 480 VAC, or 208 VAC 3‑phase Size, Handling & Integration
· Maximum footprint not exceeding 5 ft × 5 ft
· Four minimum lift points for crane operations with full cable load
· Forklift‑compatible foundation, allowing lifting from front, rear, or sides
· Deck-bolt compatible foundation meeting UNOLS standards at 2‑ft bolt centers
· A‑frame routing block must support minimum 7‑inch bend radius
3. Brand Name or Equal Requirements (per FAR 52.211‑6) Offerors providing “equal” products must submit documentation demonstrating compliance with every salient characteristic, including:
· Technical literature, drawings, or data sheets
· Detailed descriptions of any differences or modifications
· Clear identification of model number and manufacturer Failure to demonstrate compliance with every salient characteristic will render the product technically unacceptable.
