About this file

This is a specification document for exterior wood protective coating to be applied to the Environmental Education Center. The Government requires a penetrating, waterborne oil-based wood protective coating suitable for exterior exposed wood surfaces including siding, soffits, trim, log posts, and other designated areas. The coating must provide protection against moisture and weather exposure while maintaining the natural appearance and characteristics of the wood and producing a finished appearance uniform with existing X-100 Natural Seal finished buildings at the site.

The basis-of-design product is X-100 Natural Seal Wood Protective Coating manufactured by American Building Restoration Products, Inc., with "or equal" products permitted if they provide comparable or greater protection, appearance, compatibility, application characteristics, and performance. Prior to full application, contractors must submit the manufacturer's product data sheet, application instructions, Safety Data Sheet (SDS), and supporting documentation for approval by the Contracting Officer's Representative (COR). The contractor must apply a representative test area at a COR-designated location for review and approval before proceeding with full application. Two coats of the approved coating shall be applied to all designated exterior wood surfaces, with all surfaces properly cleaned, prepared, and sufficiently dry before application in accordance with manufacturer's written requirements regarding surface condition, temperature, weather conditions, application method, coverage rate, drying time, and recoating. The contractor must protect adjacent surfaces and building components during application and correct any unacceptable areas identified by the COR at no additional cost to the Government. Completed work must exhibit a uniform appearance without runs, streaks, lap marks, missed areas, or other application defects.

EXTERIOR WOOD PROTECTIVE COATING

SPECIFICATION

1. PURPOSE

This specification establishes the minimum requirements for the exterior waterborne oil-based wood protective coating to be applied to the Environmental Education Center. The Government’s objective is to provide a durable protective finish that maintains a uniform appearance with other

Government buildings at the site and is compatible with existing maintenance practices and supplies currently maintained by the Government.

2. BASIS OF DESIGN

The basis-of-design product for this requirement is:

X-100 Natural Seal Wood Protective Coating

Manufacturer: American Building Restoration Products, Inc.

Or Equal

X-100 Natural Seal is identified as the basis-of-design because it is currently used on other

Government buildings at the site, provides the desired uniform appearance, and is consistent with wood-finishing products maintained by the Government for routine maintenance and touch-up work.

An equal product offered shall provide comparable or greater protection, appearance, compatibility, application characteristics, and performance for the exterior wood surfaces.

3. PRODUCT REQUIREMENTS

The protective coating shall:

• Be a penetrating wood protective coating suitable for exterior exposed wood surfaces.

• Be suitable for application to wood siding, soffits, trim, log posts, and other designated exterior wood surfaces.

• Provide protection against moisture and weather exposure while maintaining the natural appearance and characteristics of the wood.

• Produce a finished appearance and color that is uniform with the existing X-100 Natural

Seal finished buildings at the site.

• Be applied in accordance with the manufacturer's written surface preparation, application, drying, and recoating instructions.

4. SUBMITTALS

Prior to application, the Contractor shall submit the following to the COR:

• Manufacturer's Product Data Sheet and application instructions for the proposed coating.

• Manufacturer's Safety Data Sheet (SDS), as applicable.

• Product name, manufacturer, proposed color/finish, and supporting documentation demonstrating compliance with this specification when proposing an equal product.

The Contractor shall not begin full coating application until the proposed product and finish have been reviewed and accepted by the Government.

5. COLOR AND APPEARANCE

The finished exterior wood surfaces shall provide a consistent and uniform appearance with the other Government buildings maintained at the site using X-100 Natural Seal Wood Protective

Coating.

The final color scheme shall be selected and approved by the Contracting Officer’s

Representative (COR) prior to application. The Contractor shall not order or apply the final finish until the color scheme has been approved by the COR.

Prior to full application, the Contractor shall apply a representative test area at a location designated by the COR. The Government will review the test area for acceptable color, appearance, and compatibility with the surrounding buildings. Acceptance of the test area shall establish the appearance standard for the remaining work.

6. APPLICATION

The Contractor shall apply two (2) coats of the approved protective coating to all designated exterior wood surfaces unless otherwise directed by the manufacturer's written application requirements.

All surfaces shall be properly cleaned, prepared, and sufficiently dry before coating application.

The Contractor shall comply with the manufacturer's requirements concerning surface condition, temperature, weather conditions, application method, coverage rate, drying time, and recoating.

7. PROTECTION AND FINAL ACCEPTANCE

The Contractor shall protect all adjacent surfaces and building components during application.

Overspray, spills, stains, or coating deposited on surfaces not intended to receive the finish shall be immediately removed without damaging the affected surface.

Completed work shall exhibit a uniform appearance without excessive runs, streaks, lap marks, missed areas, or other application defects. Any unacceptable areas identified by the COR shall be corrected by the Contractor at no additional cost to the Government.
