About this file

This document outlines specifications for stainless steel survey monuments to be procured through a Bureau of Land Management solicitation. The monuments consist of a 9/16 inch diameter 304 stainless steel rod with a chamfered point and welded triangular flange. A brass cap imprinted with cadastral markings and containing an alnico magnet is pressed over the rod top. Monuments must be 30 inches long, withstand 1500 pound shear and 500 pound tensile forces, and be free of defects. They are to be bundled in packages of ten and delivered by September 20, 2023 to the BLM in Anchorage, Alaska. The related solicitation is for stainless steel rod monuments to be provided to the Department of the Interior Bureau of Land Management under contract number 140L6323Q0033.

SURVEY MONUMENT SPECIFICATIONS

STAINLESS STEEL DRIVE ROD WITH FLANGE, AND BRASS CAP WITH MAGNET

General

These specifications are for a stainless steel rod with, a welded flange, and an attached “brass” cap with a magnet for permanently marking survey positions on the ground. The flange is utilized to help prevent unauthorized persons from removing the monument from the ground. A magnet in the monument is required in order that future surveyors can readily locate the monument with a common ferrous metal detector, should the monument become buried under fill.

Collectively, the assembled product is called a “survey monument”. These monuments are used by the government by shipping them from Anchorage throughout Alaska and then packing by the surveyor to the individual survey points, where the surveyor drives the survey monument, typically flush with the ground, with a plastic headed sledge hammer. Additional marks are added by the surveyor in the field to the “brass” cap to delineate the specific corner position the survey monument represents.

Specifications

“BRASS” CAP:

The monument brass cap shall be a silicon bronze, bronze alloy, conforming to:

CDA 651 or the equivalent.

The silicon bronze, bronze alloy shall have the following nominal chemical composition:

copper 92 to 98.5 silicon 0.8 to 4 zinc 0 to 4

Equivalency is based on the durability and corrosion resistant properties of the monument cap in the following environments: acids, bases (alkaline), salts, and dissimilar materials (reduced galvanic reaction).

The monument cap dimensions are shown in Drawing No. 1.

The monument cap shall have a Cadastral Survey inscription conforming to the orientation, layout, and spacing as depicted in Drawing No. 2. The inscription shall be balanced and centered. All letters and numbers shall be uniformly indented a minimum of 1/64 of an inch (not raised), with clean unbroken uniform lines, and be clear and legible. The height of the letters and numbers measured between the middle of the indentations of the letters and numbers shall be 1/8 inch.

The monument cap shall have a socket portion which is specially shaped to fit over the outside diameter of the stainless steel rod upper end. The cap shall be securely fastened by either:

A threaded monument cap inside the socket portion that threads onto the stainless steel rod and is held securely in place with a thread sealant, or

A monument cap that is force fitted over the stainless steel rod and is held securely in place by crimping the base of the monument cap to the stainless steel rod.

The monument cap top surface shall be smooth and have a medium gloss, polish-like finish with no visible pitting or other surface marks.

The U.S. Government does NOT have a cast for casting the monument cap nor does it have dies for forging the cap. It is the vendor’s responsibility to manufacture their own cast or die.

A sample similar type monument cap showing the quality of inscription, depth of indentation, and degree of polish acceptable under terms of this contract is available for inspection.

STAINLESS STEEL ROD:

The stainless steel rod shall be 9/16 inch nominal diameter alloy 304 stainless steel.

The rod shall be of such length that the finished assembled monument, including the monument cap, is 30 inches long plus or minus ¼ inch.

The rod shall be chamfered for at least 3/8 of an inch along the rod length on one end as shown in Drawing No. 1 creating a blunt point in order to aid the user in driving the assembled monument into the ground. The point shall not be so sharp that it cuts an ungloved hand.

MAGNET

The magnet shall be a ¼ inch diameter, 1 inch long Alnico 5 magnet or the equivalent.

The magnet shall be installed within the brass cap and held in place with epoxy or other equivalent adhesive.

FLANGE:

The rod shall have a triangular shaped piece of alloy 304 stainless steel plate with a nominal thickness of 1/8 inch. See Drawing No. 1 for dimensions. The corners shall be rounded and sharp burrs and other protrusions removed in order that an ungloved hand shall not be cut.

ASSEMBLY:

The stainless steel flange is bent (formed) approximately one-half way around the circumference of the stainless steel rod in order to increase the contact area between the stainless steel flange and the stainless steel rod. The flange ends should be approximately 180 degrees from each other after the central portion of the flange is formed around the rod. A tolerance of plus or minus 15 degrees is acceptable. A point of the triangle nearest to the chamfered end of the stainless steel rod shall be approximately 9 ¼ inches distant from the end (tip). See Drawing No. 1.

The stainless steel flange shall be TIG or MIG welded to the stainless steel rod for the full length of the flange, on each side of the stainless steel rod, resulting in 2 welds, each approximately 2 ½ inches long.

The joined rod and flange shall withstand a force of no less than 1500 pounds before separation.

The monument cap shall be pressed on to the top of the pipe with a firm fit and shall bottom inside the “brass” cap.

The “brass” cap final installation on the stainless steel rod shall withstand a force of no less than 500 pounds before separation of the brass cap from the stainless steel rod.

FINISH:

The finished monument must be free of grease and mechanical oil on the exterior surfaces. Monuments shall have no sharp burrs or slivers, capable of cutting an ungloved hand when routinely handled.

PACKAGING:

The monuments shall be bundled in packages of ten (10).

The monument bundles of ten shall arrive at their delivery location orderly and neatly packaged onto standard shipping pallet(s) using industry standard packaging and shipping procedures. Each individual container or skid, along with the survey monuments, shall not exceed 4 feet in length, width, or height.

The manufacturer, date, quantity, and contract number shall be marked on each pallet (container or skid).

DELIVERY:

The monuments shall be delivered no later than September 20, 2023 to the Bureau of Land Management, 4700 BLM Road, Anchorage, Alaska 99507.
