About this file
This document is a Questions and Answers (Q&A) file for a Base Alarm Follow-on Solicitation under previous contract FA281621F0011, held by incumbent Signet Technologies. The solicitation involves continued operation and maintenance of alarm, access control, and closed-circuit television (CCTV) systems at a military facility. The primary systems in use are Monitor Dynamics SAFE for alarm and access control, and Genetec for the camera/CCTV platform, all operating on an on-premises basis with no cloud-supported systems. The contractor is responsible for maintaining an existing stock of parts on hand and replacing parts used under contract line item (CLIN) funding, with no requirement to provide funding for parts. All devices are already installed at the facility, and the contract will be awarded on SF 1449 with applicable FAR, DFARS, and DAFFARS clauses included.
Key requirements for prospective bidders include maintaining Cyber Maturity Model Certification (CMMC) compliance as a base network responsibility, with company employees required to hold secret clearance and complete required Computer-Based Training (CBT). A Genetec certification is required. The facility is classified as an alarmed facility with Sensitive Compartmented Information Facility (SCIF) references, though accreditation is irrelevant to the bid process. No site visit will be conducted due to security concerns, with the Performance Work Statement (PWS) deemed sufficient for quotation purposes. Plug numbers for CLINs X003 and X004 will be issued at contract award. The DD254 level and VAR relationship placement requirements remain to be determined (TBD). Notably, the PWS tasks have been refined to be specific to contract employee duties compared to the prior award.

2. Previous/Current Contractor: Signet technologies
3. What is the CMMC-level of compliance required? This is a base network responsibility;
the company is required to have a secret clearance. The company employees will be required to take CBTs to ensure protocol is adhered too.
4. Standalone surveillance system 2 location. What is the system manufacture and size?Each Guard shack has 2 axis dome cameras supported by once standalone DVR.
5. Does the government plan to issue a DD254? At what level? TBD
6. Must VAR relationships be in place at the Prime level, or can a teammate/ subcontractor possess those? TBD
7. Will the government issue a formal SF-1149, to include all FAR and DFARS clauses that must be accepted? No, contract award is on SF 1449. Contract will include applicable FAR, DFARS, and DAFFARS clauses.
8. Will the government provide plug numbers for CLINS X003 & X004? Issued at time of contract award.
9. There are multiple references to SCIFS, are these accredited? It is an alarmed facility;
accreditation is irrelevant to the bid process.
10. Are there any notable changes to the scope of work compared to the prior award? Yes, the tasks within the PWS are specific to the duties that the contract employees will perform under the PWS.
11. Are there any plans or drawings for us to see the landscape of the facility that shows where all devices need to be placed? This is not an install; all devices are already in place.
12. Will there be a site visit scheduled? There will not be a site visit due to security concerns, and it has been confirmed that information in the PWS is sufficient enough to provide a quote.
13. Whether the Genetec is Cloud or on premises system? We have no systems pertaining to the security of the base that are cloud supported
14. Could you please confirm the primary manufacturers or platforms currently in use for the alarm, access control, and CCTV systems covered under this requirement? Monitor Dynamics SAFE, and Genetec
15. Few concerns on the expected hardware regarding expectations to provide and have on hand? How are we to anticipate this and I haven't discovered any mentioning of materials? Also, unless I’m missing the details, I haven't found the manufacturer of the systems. I am requesting this information along with a part list. I saw Genetec certification required, requesting confirmation to whether the customer’s ACS and VSS is Genetec? There is already a stock of parts on hand, your job would be to maintain the parts for repairs and replace parts used under the CLIN funding in the contract.
The camera system rides the Genetec platform. The contractor is not responsible for providing funding for parts. All parts are covered under a contract line item
CLIN.
