This is a Statement of Work for the Billings Area Office UPS Replacement project for the Indian Health Service (IHS). The contractor must procure, deliver, install, and commission a new modular uninterruptible power supply (UPS) system with a minimum usable capacity of 16kVA, capable of providing at least one hour of runtime at 60 percent of rated load (9.6kVA). The solution must include a compatible chassis, power modules, battery packs, rack mounting hardware, network management card, and all required accessories. An Eaton 9PXM system or equivalent is specified as the reference design. The contractor shall remove and properly recycle or dispose of the existing UPS equipment and batteries in accordance with applicable federal, state, and local environmental and safety requirements, providing disposal documentation to the Government.
All delivery, removal, installation, startup, and Government acceptance must be completed within 30 calendar days after award, unless a different schedule is negotiated and incorporated into the award. The contractor must coordinate all activities with the Government point of contact and limit power-impacting work to no more than two Government-approved maintenance windows of 20 minutes each to avoid disruption to the 24x7 operational facility. Deliverables include hardware units, removal and disposal services, installation and startup services, five-year on-site next-day response support with battery replacement coverage, preventive maintenance services with 7x24 coverage, and comprehensive documentation including equipment inventory, warranty confirmation, manufacturer runtime documentation, and disposal/recycling certificates. All warranty, support, and license entitlements must be assigned and registered to the Government and remain valid and manufacturer-authorized throughout the support period. Government acceptance occurs after verification that all equipment meets specifications, is properly installed and operational, existing equipment is removed, and all documentation is complete.
