About this file

This document is a Statement of Work (SOW) for the ALR-67(V)3 Test & Check (ATAC4) Hardware Upgrade Kits. The SOW states that the Commander, Fleet Readiness Centers (COMFRC) Aviation Rapid Action Team (ARAT) requires three (3) ATAC4 Obsolescence Mitigation Upgrade Kits to address obsolescence issues with the ATAC4 test stations, which were originally developed by Pioneering Decisive Solutions (PIDESO). PIDESO is identified as the sole provider with the technical knowledge and ability to rapidly source, assemble, and integrate the required hardware components into the upgrade kits. Delivery of the kits must be made within 180 days after contract award to the specified address. The kits have no special safety, security, or environmental requirements beyond weatherproof packaging. The related federal contract opportunity, Solicitation N68520-24-SIMACQ-F000000-0099, is a sole source acquisition from PIDESO for the ATAC-4 Obsolescence Mitigation Hardware Kits.

Statement of Work ALR-67(V)3 Test & Check (ATAC4) Hardware Upgrade Kits To produce quality airframes, engines, components and support equipment and provide service that meet the Naval Aviation Enterprise's aircraft ready-for-tasking goals with improved effectiveness and efficiency.

Commander, Fleet Readiness Centers (COMFRC) Mission

Requirement Background COMFRC’s Aviation Rapid Action Team (ARAT) provides engineering and logistics support for Naval Aviation Enterprise (NAE) platforms, weapon systems and support equipment with the goal of reducing cost and/or improving readiness. ARAT was asked by the F/A-18 and EA-18G Program Office (PMA-265) in 2016 to develop and field two (2) prototype test stations that could perform test and check of ALR-67(V)3 Radar Warning Receivers (RWR) system components. Prototype test stations, now known as ALR-67 Test & Check (ATAC4), were fielded in 2018 and have proven to be highly effective in reducing beyond capability of maintenance (BCM) cost for support squadrons. PMA-265 decided to formalize this test station but while doing so it was discovered that certain components within each station are suffering from obsolescence causing an immediate concern for its current and future availability across its planned life cycle. PMA-265 Electronic Warfare (EW) Fleet Support Team (FST) determined what modification would be required to modify the test stations and has reached back out to ARAT to implement the required modifications. ARAT originally contracted with Pioneering Decisive Solutions (PIDESO) to be the developer and integrator of the test stations known now as ATAC4. As such, PIDESO is the sole provider that has the technical knowledge and ability to rapidly source, assemble and integrate the material required to make up the desired ALR-67 Test & Check (ATAC4) Obsolescence Mitigation Kits. PIDESO has assembled the various hardware components required to modernize the ATAC4 test stations into one product (kit) to simplify the procurement.
