About this file
This is a Statement of Work (SOW) for the Billings Area Server Refresh project for the Indian Health Service (IHS) in Billings, Montana. The Contractor shall procure and deliver new, genuine, manufacturer-authorized IT equipment including compute servers, network switching equipment, storage systems, optical and copper cabling, power components, and associated software licenses. The SOW permits brand-name or equivalent products provided they meet or exceed listed quantities, specifications, capacities, support levels, and interoperability requirements. The project requires three complete instances of Configuration 1 (minimum 50 TB usable storage with 4 compute servers) and three complete instances of Configuration 2 (minimum 30 TB usable storage with 3 compute servers). Configuration 1 includes 12 Aruba 8360-16Y2C switches with support, 12 compute servers (Supermicro UP 1U Hyper X14SBH-AP with 96-core processors, 512GB DDR5 ECC RAM, and NVMe storage), networking components, and NetApp AFF A20 all-flash storage arrays with NVMe SSDs. Configuration 2 contains similar components but with reduced quantities: 9 compute servers and proportionally smaller storage systems.
Delivery is required within 30 calendar days after contract award to the Billings Area Office in Billings, Montana, in a single coordinated shipment unless otherwise approved by the Government. All hardware must be new, genuine, non-end-of-life, and undamaged. Storage systems must be enterprise all-flash arrays using NVMe SSD media only; hybrid arrays, HDD-based arrays, nearline-SAS arrays, SATA SSD arrays, SAS SSD arrays, or systems with non-NVMe capacity tiers are not acceptable. Usable storage capacity is defined as provisionable capacity available for Government workloads after RAID protection, hot spare reserves, metadata, and manufacturer-required overhead, and shall not depend on compression, deduplication, or other data-reduction technologies. For any proposed equivalent storage system, the Contractor must provide manufacturer-published documentation demonstrating that the proposed system meets or exceeds usable capacity, enterprise NVMe all-flash architecture, redundancy, host connectivity, encryption, licensing, support, and performance capabilities, with performance documentation identifying workload profile, block size, read/write ratio, latency, IOPS, and throughput. The Contractor shall deliver equipment inventory lists with serial numbers, warranty documentation, manufacturer installation guides, licensing certificates, and basic system architecture overviews. No on-site installation, configuration, or technical support is included unless separately authorized. Substitutions after award are not permitted without written Government approval.

If any access becomes necessary, the Contractor shall comply with all applicable Government security, privacy, and access requirements prior to access being granted.
11. Section 508 and Accessibility
Applicable ICT deliverables, including software, web-based management interfaces, electronic documentation, and other electronic content provided under this contract, shall conform to the Revised Section 508 Standards and applicable WCAG 2.1 Level AA requirements. The Contractor shall provide applicable accessibility conformance documentation, such as a VPAT/Accessibility Conformance Report, upon request or as required by the solicitation.
12. Acceptance:
Government acceptance will occur after inspection and verification that all delivered hardware, software licenses, warranty/support entitlements, quantities, configurations, and documentation conform to the contract requirements. The Government will verify that items are new, genuine, manufacturer-authorized, non-EOL/non-EOS, undamaged, and properly documented. Nonconforming, missing, damaged, substituted, or incompatible items shall be corrected or replaced by the Contractor at no additional cost to the Government.
For storage systems, usable capacity shall mean provisionable storage capacity available for Government workloads after RAID/protection, hot spare/reserve, metadata, system, and manufacturer-required overhead. Usable capacity shall not include or depend upon compression, deduplication, compaction, thin provisioning, snapshots, clones, tiering, or other logical data-reduction or storage-efficiency technologies.
Storage systems shall be enterprise all-flash arrays using NVMe SSD media only.
Hybrid arrays, HDD-based arrays, nearline-SAS arrays, SATA SSD arrays, SAS SSD arrays, or systems using non-NVMe capacity tiers shall not be acceptable as equivalents.
For any proposed equivalent storage system, the Contractor shall provide manufacturer-published or manufacturer-authorized documentation demonstrating that the proposed system meets or exceeds the usable capacity, enterprise NVMe all-flash architecture, redundancy, host connectivity, encryption, licensing, support, and performance capability of the named reference configuration.
Performance documentation shall identify the workload profile, block size, read/write ratio, protocol, number and speed of active host ports, RAID/protection configuration, encryption status, latency, IOPS, throughput, and whether data reduction was enabled. Performance claims based solely on raw drive specifications, theoretical interface speeds, cache-only performance, controller marketing maximums, or data-reduction assumptions shall not satisfy this requirement.
13. Substitutions / Equivalent Products:
Proposed equivalent products must meet or exceed the listed specifications, usable capacities, enterprise NVMe all-flash storage architecture, performance capability, support levels, licensing requirements, security/encryption capabilities, redundancy requirements, and interoperability requirements.
Equivalent storage systems must be enterprise all-flash arrays using NVMe SSD media only. Hybrid arrays, HDD-based arrays, nearline-SAS arrays, SATA SSD arrays, SAS SSD arrays, or systems using non-NVMe capacity tiers shall not be acceptable as equivalents.
The Contractor shall provide sufficient manufacturer-published or manufacturer-authorized technical documentation for the Government to evaluate equivalency.
Equivalent storage systems shall not satisfy equivalency solely through raw capacity, logical/effective capacity, compression, deduplication, compaction, thin provisioning, snapshots, clones, tiering, cache-only performance, theoretical interface speeds, or other storage-efficiency claims.
Substitutions after award are not permitted unless reviewed and approved by the Government in writing.
14. Delivery Coordination:
The Contractor shall coordinate shipment and delivery with the Government point of contact prior to shipment. All items shall be properly packaged to prevent damage during transit. The Contractor shall provide shipment tracking information when available.
