SPECIFIC TASKS

5. Specific Tasks:

5.1. Basic Services. The contractor shall provide services for the completion Paleontological surveys. Outputs from this survey shall be compatible to all required parameters of the Potential Fossil Yield Classification (PFYC).

5.2. Literature Review/File Search and BLM Records Review. The purpose of the records review is to identify any previously documented occurrences of Paleontological interests. Consult with the Contracting Officers Representative for potential future connections, expansion areas, and problem areas (ref Tasks B and C). A records review must be completed prior to beginning field work.

5.3. Pedestrian Field Survey. The Paleontological Survey will cover all suitable habitat present within the project area. Survey areas may not be contiguous. The BLM is requiring that habitat be surveyed using pedestrian surveys throughout the project area(s) to document occurrences of paleontological Paleontology Resources. Evaluate any newly-discovered localities and, based on the results of the inventory, write complete management recommendations and mitigation measures for resources at risk of damage or destruction by trail construction and/or use.

5.3.1. Area of Interest. Pedestrian Surveys shall be conducted along the proposed routes in the map attachments. BLM will provide GIS shapefiles for accurate surveying. The corridor width for the survey will be approximately 50 feet in each direction from the centerline of the proposed trail alignment. The proposed routes may or may not be flagged on the ground.

5.3.2. Data Requirements. All phase transitions of the projects critical path shall be coordinated with the COR. Any large areas determined to not be suitable habitat, including areas of surface disturbance where the habitat has been altered to a degree that the sites potential to support special status plant species is modified, and are ultimately not surveyed as a result must be mapped and documented as such in the final report.

Areas of disturbance may include but are not limited to sediment catchments, water developments, off road vehicle activity, previous mechanical disturbance, fire scars, cattle trampling or trailing, or erosion.

5.3.2.1. Electronic Data.

5.3.2.1.1. The contractor shall possess the knowledge and ability to record data in electronic format using ArcGIS Online. Only electronic spatial data shall be submitted.

Final paleontological data must be received as specified in the attached BLM CO SSPS Field Schema Guide.

The contractor is responsible to ensure that any data captured outside of the Field Maps application is formatted to specifications.

5.4. Final Survey Report. Complete and submit a written Paleontology Resource Inventory Report, including a background on geologic units, previously reported localities, methodology, survey area, recommendations for mitigation measures, associated digital documentation (PDFs and shapefiles), and, if the results of the inventory are positive, paleontology locality forms

5.4.1. Required Elements. The report must include, but is not limited to, the following components:

5.4.1.1. Complete spatial datasets that include any occurrence of the target species found within the survey area mapped as point, line, or polygon features with completed associated attributes. Surveyed areas will be identified and characterized by the procedure methods suitable to each location based on habitat potential. Base maps used should be 7- 1/2-minute United States Geological Survey (USGS) quadrangles, and aerial imagery.

5.4.1.2. In addition to reporting locations of occurrences of the Paleontology Resources, required spatial deliverables include the areas surveyed (Paleontology_Resources_assessment_polygon) and the surveyors’ tracks (Paleontology_Resources_assessment_tracks). Any data spatial data recorded in a format outside of the GeoPlatform hosted project must be provided as ArcGIS compatible shapefiles (coordinate system UTM Zone 13, meters, datum NAD83).

5.4.1.3. Written descriptions of the Paleontology Resources inventoried, including the taxa, morphology, ecology, taphonomy, soil types and/or geologic formations present.

Paleontology Resources should be mapped, unless the entire project area consists of a continuous understory, and mapping is not practical.

5.4.1.4. Photographs of the project area and any Paleontology Resources or significant communities found. Photographs should be geo-referenced.

5.4.1.5. Date(s) of the inventory.

5.4.1.6. Personnel involved in the inventory.

5.4.2. Draft. An electronic copy of a draft Final Report, complete spatial datasets of the recorded survey tracks, areas (habitat) surveyed, and Paleontology Resources (if recorded) to the BLM for review within six weeks of completing the fieldwork, or no later than May 1, 2026, whichever comes first. The consultant’s editor is strongly encouraged to review the draft before submission to correct grammatical and factual errors.

5.4.2.1. BLM Red Ink Review. The BLM will provide a response to the draft Final Report within two weeks of receipt.
