In accordance with the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) FAR
12.102 (a), the following documents the decision to restrict competition for this acquisition.

(3) Brief Description of Supplies or Services
Renew subscription for authenticated, perpetual electronic access to all sections of the Journal of Visualized Experiments (JoVE) including JoVE Science Education for use by all USDA employees, contractors, authorized public on-site users, cooperators and volunteers working on behalf of USDA and acting within the scope of their relationship with USDA. All USDA locations worldwide are to be considered authorized premises.

(4) Justification for Restricting Competition and the Basis for that Decision.
A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.
JoVE, the Journal of Visualized Experiments, is the world's first peer reviewed scientific video journal. JoVE is devoted to publishing scientific research in a visual format to help researchers overcome two of the biggest challenges facing the scientific research community today; poor reproducibility and the time and labor-intensive nature of learning new experimental techniques. All JoVE articles are indexed in subject-relevant indexing sites.
JoVE is the leading creator and publisher of video solutions that increase productivity in scientific research and education. JoVE has produced nearly 4,000 videos demonstrating experiments from laboratories at top research institutions and delivered online to millions of scientists, educators and students worldwide. JoVE institutional subscribers comprise nearly 800 universities, colleges, biotech and pharmaceutical companies, including such leaders as Harvard, MIT, Yale, Stanford, Princeton and Caltech. Headquartered in Cambridge, Massachusetts, JoVE maintains offices throughout the United States, Europe, Asia and Australia
JoVE is heavily used by USDA researchers, who access its resources thousands of times each year. USDA has also published dozens of articles in the various sections of JoVE.

B. Describe market research conducted and the results or the reason why no market research was conducted.
An internet search for other sources of scientific journals and other resellers of JoVE. The internet search returned no results other than the proposed contractor as a viable source for NAL’s full requirement.
A SAM search on NAICS code 513120. No periodical publishers were able to meet the Government’s immediate and perpetual access requirement for JoVE.
NAL staff regularly attend vendor exhibitions, conduct vendor meetings, and monitor industry publications to determine the most cost-effective sources of the information resources it provides.
The library patronizes a wide variety of publishers to ensure the broadest possible collection for the least expensive and most accessible resources.
