About this file

This is a Decision to Restrict Competition under the Simplified Acquisition Threshold document (Identification Number: 12639526Q0057) issued by the United States Department of Agriculture for Requisition Number 1162326.

The USDA Animal and Plant Health Inspection Service (APHIS) Wildlife Services North Carolina is seeking explosive supplies and accessories to remove over 650 beaver dams annually using binary explosives, preventing an estimated $18 million in annual damage to roads, bridges, timber, agriculture crops, railroad trestles, dams, sewer systems, water treatment facilities, homes, and airport runways. The required products include Kinepak K12 liquid and solid, Kinepak K1 liquid, Kinepak K1BB solid, Dyno Nonel EZdet, Dyno Nonel Lead Line, Dyno Nonel MS, Primacord, IBQ Britanite, Martin & Shaft 2020 fuse lighters, Maxam Riodet 12', and M700 safety fuse. The contract is a base period in Fiscal Year 2026 with four option years (FY27-FY30). The suggested contractor is Dimension Supply, Inc. (UEI: NJNDSPHFHL34), located at 1034 Oak Grove Rd, Morrisdale, PA 16858-8229.

Competition is being restricted to Dimension Supply, Inc. because Kinepak binary explosive components—consisting of nitromethane and finely divided ammonium nitrate—are manufactured and distributed exclusively by Dimension Supply under proprietary formulation. The justification cites unique safety requirements regarding compatibility, stability, shelf life, toxicity concerns with alternative products, and specialized performance criteria validated by the USDA Wildlife Services Explosives Sub-Committee. A Request for Information was posted on GSA eBuy from March 11-13, 2026, with no responses received. Previous market research analyzing product specifications, peer institutions, and the Explosives Sub-Committee confirmed no other binary explosives meet the required compatibility and performance criteria.

United States Department of Agriculture Decision to Restrict Competition under the Simplified Acquisition Threshold

Identification Number: 12639526Q0057

Rev. 3/4/26

Martin & Shaft 2020 fuse lighters Maxam Riodet 12’ M700 safety fuse

(1) Suggested Source

The suggested contractor is:

Dimension Supply, Inc.

1034 Oak Grove Rd Morrisdale, PA 16858-8229

UEI: NJNDSPHFHL34

(4) Justification for Restricting Competition and the Basis for that Decision.

A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.

Binary explosive components must be compatible in all aspects where two components consisting of nitromethane and finely divided ammonium nitrate are combined to form a cap sensitive explosive. Dimension Supply, is the owner, manufacturer, and distributor of Kinepak. There is no other binary explosive that is equivalent to Kinepak because of the safety concerns provided below under examples. Similar options would not be a viable option for consideration due to toxicity of the components and/or detonation products, stability of the components before and after mixing, shelf life, cost, ease/difficulty of mixing, and no advantages when compared to ammonium/nitromethane systems.

Alternative products do not meet these size or configuration requirements, require specialized PPE, and do not achieve required stability or compatibility as validated by the USDA WS Explosives Sub-Committee. Furthermore, Kinepak is manufactured and distributed exclusively by Dimension Supply under proprietary formulation, and no other contractor can supply a product meeting these specifications.

B. Describe market research conducted and the results or the reason why no market research was conducted.

A RFI was posted on GSA eBuy from March 11, 2026, through March 13, 2026, with no responses being received. Previous market research from the original BPA was conducted to verify the availability of binary explosives from other vendors. This included analyzing product specifications, consulting with peer institutions, and the USDA Wildlife Services Explosives Sub- Committee. The responses and findings confirmed that no other binary explosives met our required compatibility and performance criteria.
