About this file

This is a Decision to Restrict Competition under the Simplified Acquisition Threshold document issued by the United States Department of Agriculture.

The USDA National Agricultural Statistics Service (NASS) seeks to procure EntryPoint software and related services from Phoenix Software International, Inc., the sole authorized provider. The acquisition is valued at $31,798.83 for the base period in FY27, with four optional renewal periods extending through FY31 for a total contract value of $179,252.94. NASS operates the Forms Processing Group at its National Operations Division facility in St. Louis, Missouri, where EntryPoint software is used to capture data from hundreds of thousands of agricultural survey forms, reports, and communications annually. This data supports the production of hundreds of agricultural reports, including Principal Federal Economic Indicator reports distributed nationwide through regional field offices. Phoenix Software International, located at 831 Parkway Drive North, El Segundo, CA 90245-4932 (UEI: N5R7ARNJL4D8), is the sole source provider because it is the exclusive owner and licensor of the proprietary EntryPoint software. The justification for restricting competition cites the software's proprietary nature and unique functionality required to meet NASS's specific form keying and data output specifications. Market research was conducted and confirmed that no alternative vendors or comparable software solutions met the required specifications and performance criteria. The contracting activity is USDA ARS COB in Beltsville, Maryland, with Requisition Number 1178024 and Identification Number 1232SA27Q0007.

(3) Brief Description of Supplies or Services The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS) currently relies on the EntryPoint software for the keying of forms in the Forms Processing Group at the National Operations Center in St. Louis, MO and Regional Field Offices across the country. To ensure this functionality continues to be available, NASS requires the new Entrypoint software.

NASS operates the National Operations Division (NOD) Forms Processing Group (FPG) at 9700 Page Ave., St. Louis, MO 63132. FPG is responsible for keying and scanning hundreds of thousands of reports, communications, and survey forms each year. Entry Point software is used to capture this data. The data collected from survey forms and respondent communications are used to produce hundreds of agricultural reports including Principle Federal Economic Indicator reports. Entrypoint can only be purchased from Phoenix Software International. Phoenix Software International is the only authorized sellers of Entrypoint software and services.

(4) Justification for Restricting Competition and the Basis for that Decision.

A. Explain the unique qualifications/characteristics of the proposed contractor or product and why no other contractor or product/service can meet the Government's need.

The acquisition of the Entrypoint Software must be restricted to Phoenix Software International, because they are the only source capable of providing the data output and respondent communications required by the Form Processing Group. Additionally, the proprietary nature of the software means that no other manufacturer can provide the Entrypoint Software or meet the specifications of the form keying required at the Forms Processing Group. To ensure the functionality of the software across all platforms at the regional field offices across the country, Entrypoint software is required. In addition, a formal letter was provided by Phoenix Software International, Inc., stating they are the owners of the proprietary software products commonly known as Entrypoint, and therefore are the sole source provider for the licensing and maintenance services, for the Software.

B. Describe market research conducted and the results or the reason why no market research was conducted.

Market research was conducted to verify the availability of comparable software or service plans from other vendors, and the results confirmed that no other vendors met the required specifications and performance criteria.
