About this file
This document is a Sources Sought announcement for a potential 100% set-aside IDIQ contract for HUBZone small businesses to perform paving and related construction work at Nellis Air Force Base and the Nevada Test and Training Range.
The contract would consist of multiple line items for a range of non-complex paving projects, including repair and construction of hot mix asphalt and concrete pavements, pavement markings, drainage structures, utility adjustments, and miscellaneous items. The total contract value is not to exceed $9.9 million over 3 years. The government is seeking responses from SBA-certified HUBZone small businesses, but may consider other small business program participants. Interested parties should provide capability statements demonstrating relevant IDIQ contract experience, an ability to perform multiple simultaneous projects, and minimum bonding capacity of $3 million per contract and $9.9 million aggregate. The government is also requesting feedback on the draft Statement of Work.

SECTION 01 11 00
SUMMARY OF WORK
1. PART 1 – GENERAL
1.1. SUMMARY
Description: The Nellis Paving contract is an indefinite delivery-indefinite quantity (IDIQ) contract. Work shall be defined in individual Task Orders (TO) and may consist of multiple disciplines in general construction categories. It may involve design services for all aspects of general construction including construction, modifications, and renovations of existing roads and utilities. Work may include but is not limited to: maintenance, repair, alteration, demolition, painting, paving and earthen work for roads and/or infrastructure. The Contractor shall furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to accomplish the design and/or repair/construction of each TO written under this Paving IDIQ for all work that is defined for each project. Work may be accomplished at Nellis AFB, Nevada Test and Training Range (NTTR), and other related sites in Nevada. TOs will be completed as required per attached IDIQ specifications, referenced documents, and as identified on any TOs project drawings as applicable. The Contract will govern in the case of any conflicts with this section.
1.1.1. Definitions:
• As-Built Drawings: Drawings prepared by the Contractor in sufficient detail in accordance with this SOW to accurately reflect the project as constructed, complete with all changes, modifications, and deletions from award drawings. The revisions from Contractor Markups and field inspection notes are transferred in CAD to the final as-built set of drawings. The final as-built drawings include modifications during construction, field requested changes, shop drawing modifications, and contractor designs.
• Calendar Day (CD): Each day of the calendar year including workdays (WD), Holidays, and
Weekends (including Saturdays and Sundays). Unless otherwise specified, all references to “days” will be considered as calendar days.
• Contract Clauses: Where Special Clauses or General Provisions are referred to in the specifications, reference should be to Contract Clauses.
• Contractor: The term Contractor refers to the general contractor. The general contractor is responsible for all subcontractors, suppliers, and consultants under their employ.
• Contracting Officer: The Contracting Officer refers to a person with the authority to enter into, administer, change and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the contracting officer.
• Contracting Officer’s Technical Representative (COTR): The Base Civil Engineer or his authorized representative is designated as the COTR (Construction Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in
01 11 00 the terms of the contract.
• Controlled Area: Area of performance on Government property with heightened security requirements within which the Contractor is not allowed free access to the work site, cannot enter and exit freely, and will be required to be under escort at all times during performance of the project. Escorts shall be provided by the contractor and must adhere to a ratio of at least 1 escort per 10 persons within sight.
Controlled areas contain valuable resources and are clearly marked with a "Controlled Area" sign.
Personnel and equipment entry may be subject to delays due to security processing. Any individual who is required to escort on Nellis or any of its properties shall have at a minimum a Secret Clearance or higher if required for the escorted area. The particular restriction level will be on a case-by-case basis depending on the facility. However, the Contractor will be able to address this question to the users of the facility during the site walk as to the required security clearance level of any escort.
• Final Inspection: The final examination held by the Government to verify that all work requirements (including clean-up) have been satisfactorily accomplished by the Contractor.
• Government-Furnished Items: Items (e.g., equipment, facilities, materials, services, etc.)
provided by the Government to the Contractor for use in performance of this contract, including issued task orders
• Match Existing: A term used to describe the exactness to which we require a new and old product to match. “Match existing” requires that a thorough or exhaustive effort be made on the part of the Contractor to match as close as possible an existing finish, product, color, texture, sheen, etc. This may mean the use of custom matching of colors or providing manufacturers “non-standard” material selections during the submittal process.
• Notice to Proceed (NTP): A contract document issued by the Contracting Officer, after receipt of bonding, which gives the Contractor written notice to commence work and/or order materials.
• Pre-Construction Conference: A meeting attended by designated representatives of the Government and the Contractor after project award but before the start of work to discuss all aspects of the required work for a specific project.
• Pre-Final Inspection: The quality control examination held by the Contractor to identify and correct all work discrepancies prior to requesting a final inspection by the Government. It is encouraged to have Government representation on-site during the Pre-Final Inspection.
• Professional Certification: The process of affixing a seal or statement to a drawing or design document to indicate that the work to which it is affixed has been performed by a person licensed as a professional, in that area of expertise, in the state of Nevada.
• Restricted Work Area: Area of performance on Government property with increased security requirements within which the Contractor is not allowed free access to the work site. The Contractor shall be escorted to and from the work site by a Government representative, typical from the user/unit.
Contractor provided escorts are not allowed. Restricted areas are marked by warning signs, contain priority resources and all personnel must obtain specific written permission to enter. Personnel and equipment entry may be subject to delays due to security processing.
• Statement of Work (SOW): Written descriptions documenting work required by each Government
