PERFORMANCE SPECIFICATION FOR A PASSENGER ELEVATOR CONTROL REPLACEMENT
WOMEN’S RIGHTS NATIONAL HISTORICAL SITE
1. Introduction Women’s Rights National Historical Park tells the story of the first Women’s Rights Convention, held in Seneca Falls, New York on July 19-20, 1848. The park operates a three-story multi-purpose visitor center/headquarters building in Seneca Falls, New York. The site is open to visitation year-round, with peak use in the summer months. Annual visitation averages at approximately 30,000 a year.
This specification outlines the performance requirements for the replacement of elevator control systems to ensure efficient, safe, and reliable operation of elevators within the facility.
Replacement includes:
• Elevator ABA compliant controls at all 4 stops including braille and annunciator function.
• Elevator keyed lockout 3rd floor and basement
• Elevator emergency Phone in the car
• Elevator control equipment located in the basement of the building
• Elevator Shunt Trip located in basement of the building
• All associated wiring needed to make system operational including, but not limited to traveller and hoistway cabling.
All work of this Contract shall be performed in accordance with the following applicable laws, permits, ordinances, rules, regulations, and standards:
• The National Elevator Code;
• American National Safety Code for Elevators and Dumbwaiters (ANSI) A17.1 and
Inspector’s Manual (ANSI) A17.2;
• Regulations-Board (referred to as ELV2)
• All other state and local codes, which may govern the requirements of the installation;
• The New York Electric Code;
• American Society of Mechanical Engineers (ASME) Q.E.I. Standards; and
• National Association of Elevator Safety Authorities (NAESA)
The contractor/technician will hold a valid New York State Department of Labor elevator license.
The contractor shall furnish all material, labor, supervision, tools, and equipment necessary.
Contractor will be responsible for removal and appropriate disposal of existing controls.
Every precaution should be taken when upgrading the elevator. Whether specifically mentioned here or not, common sense precautions should be followed, making sure life and limb of the serviceman and the public is not endangered.
The contractor shall annotate and report to the COR any violations of all applicable codes, such as the National Electric Code, Uniform Mechanical Code, New York State, involving the safe operation of all equipment and sub-assemblies of equipment.
WORI FY2025
Site visit is highly recommended prior to the bid deadline for understanding of the site and complexity of work. Site visits shall be established by Contracting Officer. Park staff shall coordinate with contracting officer to confirm viable date and times.
The Contractor shall site verify all existing conditions prior to commencing work on site.
CURRENT SYSTEM:
• Elevator at Visitor Center (Women’s Rights National Historical Park) located at 136 Fall Street, Seneca Falls NY 13148 o Schindler HG84194, EL 218L o Passenger, hydraulic, 2000 lbs.
o Manufacture date: 12/9/1992 o Number of stops: 4 o Electrical: one (1) 100-amp circuit and two (2) 15-amp circuits.
o Phone: one out of date phone in car o Fire Department Keyed Bypass on 1st floor stop o Shunt: Reynolds & Reynolds Electronics, Inc.

• output: 120Vac, 24 Vdc, Power 500 VA.
2. New System Requirements
• Control System Type: The new control system will replace existing system and shunt trip and must be a microprocessor-based system, capable of managing operational needs.
• Compatibility: The system should be compatible with existing mechanical systems, including hoist way equipment, door operators, and car components. It needs to utilize existing electrical loads and interphase with Simplex fire alarm system.
• Non-Proprietary: The new system needs to utilize non-proprietary equipment and software and must be able to be serviced by companies within a 50-mile radius of Seneca Falls.
• Location: The new system should be located within existing elevator control areas and not require any additional penetrations, intrusions, or impacts to the building’s structure.
Where new wires are run through existing penetrations, firestopping shall be properly restored.
• All work should consider possible rehabilitation of other elevator components in near future.
3. Performance Criteria
• Speed and Efficiency:
o The control system must facilitate operational efficiency.
o The system should support continuous operation without exceeding a downtime of
2% during peak usage hours.
• Capacity:
o The system must handle the specified load capacities of the elevator efficiently while maintaining performance.
• Accessibility:
o Compliance with ABA requirements for accessibility, including braille and annunciator features and appropriate controls for individuals with disabilities.
4. Safety Features
• Safety Standards: The elevator control system must comply with all relevant safety standards and codes (e.g., ASME A17.1, local regulations).
• Emergency Features: The system must include emergency stop functionality, fault indicators, and provisions for emergency communication with building security or maintenance personnel including an upgraded in-car phone system.
• Backup Control: The control system must have a fail-safe backup in the event of a primary system failure, ensuring continued operation during emergencies.
5. Installation Requirements
• System Integration: The new control system must integrate seamlessly with existing elevator mechanicals and safety devices, with minimal disruptions to operations during installation.
• Calibration and Testing:
o Post-installation calibration must be performed by qualified third party to ensure optimal performance.
o Comprehensive testing scenarios must include operational speed assessments and safety feature checks.
6. Maintenance and Support
• Maintenance Specifications: The system must include a user-friendly interface for maintenance personnel, detailing service requirements and troubleshooting guidance.
Equipment must be non-proprietary and must be able to be serviced by qualified technicians within a 50-mile radius of Seneca Falls, NY.
• Warranty and Support: Provide a one-year manufacturer warranty from the time of acceptance.
7. Work and Performance
• A kickoff meeting will be held between the park and contractor within 7 days of the contract award.
• NPS shall have 10 business days to review, comment, and/or approve all contractor deliverables and/or related submissions.
• Work shall be completed within 180 days from the Notice to Proceed (NTP).
• All onsite work shall occur during the winter when the park is closed to the public
(December – February) unless otherwise approved.
8. Deliverables
• Proposed means and methodology plans including recommended product specifications, safety plan, and project plan justification prior to procuring any materials.
• Removal of all obsolete components.
• Installation of new control panels and buttons.
• Warranty information for all installed equipment.
• Documentation, including as-built drawings, wiring diagrams, and O&M manuals, which must be provided in both digital and printed formats.
• Valid elevator Certificate of Operation issued by New York State Elevator Inspections Office in the Department of Permit and Inspection Services. The certificate shall be applied for an inspection and approval by a qualified third-party inspector.
9. Training
• On-site training must be provided for maintenance and operational personnel, covering the features, troubleshooting, and emergency procedures related to the new control system.
10. Acceptance Criteria
• The elevator control system will be considered accepted once it meets all performance criteria outlined above during the testing phase, followed by a comprehensive review with project stakeholders.
