WOMEN’S RIGHTS NATIONAL HISTORICAL PARK
HARRIET TUBMAN NATIONAL HISTORICAL PARK
PERFORMANCE WORK STATEMENT FOR CUSTODIAL SERVICES
FOR THE VISITOR CENTER IN SENECA FALLS, NY AND CONTACT STATION IN AUBURN, NY
1. SCOPE OF WORK
General: This shall be a non-personal services contract to provide custodial services at Women’s Rights National Historical Park and Harriet Tubman National Historical Park in New York. This contract shall be for custodial services for an initial, base year (2025) and up to three additional option years (2026, 2027, and 2028). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, shall be responsible to the Government.
The purpose of this contract is to provide for custodial services for two Government owned and operated buildings, the Visitor Center/Headquarters building located at 136 Fall Street in Seneca Falls, NY and the Visitor Center/Parsonage building located at 47 Parker Street in Auburn, New York. Services shall be in strict compliance with the terms, specifications, conditions, and provisions contained within the Performance Work Statement (PWS).
The Contractor shall furnish all equipment, transportation, labor, supervision, and supplies (except as specified herein as Government furnished) necessary to maintain the designated buildings in a clean, sanitary, and acceptable condition. The performance period of this contract will be year-round. This contract shall be set up to provide custodial services for a base requirement year with up to three additional yearly options.
The base requirement for this contract shall include cleaning for the Visitor Center/Headquarters building and the Visitor Center/Parsonage building as stated in Section 19.
Subsequent option years may be awarded at the discretion of the Government.
Attachments include:
1 – Table 1: Performance Requirements Summary Matrix The Contractor shall, always, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS for the duration of the contract and option years. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
The cleaning tasks at the Visitor Center/Headquarters building and the Visitor Center/Parsonage building are to be done twice a week, on Fridays and Tuesdays. Visitor Center/Parsonage once a week Wednesday or Thursday. Once a week for all locations during winter (November 1-April 1).
Specifically, tasks with major disruptive impacts (e.g., most tasks in this PWS – sweeping, mopping, vacuuming, bathroom cleaning, surface cleaning, etc.) shall be coordinated and conducted before the facility opening hours between 7:00am – 10:00am. Priority to be the first floor of the VC/HQ building, followed by the 2nd and 3rd floors, respectively. Additionally, VC visitor restrooms (men’s, women’s, employee) and the grounds/VC entry trash needs to be cleaned/picked up.
COR is not required to be on site all the time or required to be notified each day, contractor to expect un-noticed inspections.
2. LOCATION AND DESCRIPTION OF THE FACILITIES SERVICED
The site of work is the Visitor Center/Headquarters building located in Women’s Rights National Historical Park in Seneca Falls, NY and the Visitor Center/Parsonage building located in Harriet Tubman National Historical Park in Auburn, NY.
The Visitor Center/Headquarters at Women’s Rights NHP is a three-story historic brick structure that is approximately 19,817 square feet. The structure serves as the only park visitor center and administrative offices for park staff.
The first floor consists of a small bookstore/information desk area, theater, exhibits, a men’s room with two stalls and two urinals, and a women’s room with six stalls. The second floor consists of exhibits.
The third floor consists of employee offices, cubicle workspaces, large and small conference rooms, staff kitchen, staff breakroom, and 2 unisex single stall employee restrooms (one contains a shower that is not used).
Note interior covering quantities below are approximate.
There is 13,020 square feet of carpeted floors, 96 square feet of stone floor covering including the north foyer, ramp, and stairs at the northern first floor entrance. 2,000 square feet of ceramic floor and wall covering in the restrooms on the first and second floors. 240 square feet of laminate flooring in the staff breakroom on the third floor. 332 square feet of vinyl composition tile in the staff kitchen and copier room located on the third floor.
The Visitor Center/Headquarters building sees an annual visitation of approximately 30,000 per year, with peak visitation over the summer months (contractor to verify for bid and workload purposes all requirements for bid preparations – all numbers provided above are estimates only).
The Visitor Center/Parsonage at Harriet Tubman NHP is a historic 1,600 square foot building that functions as park visitor contact and office space. It includes temporary exhibits, a small kitchen area, and two single unisex restrooms, one on each floor. It has approximately 700sf of wood floors and 50sf of vinyl flooring on each floor. It has limited opening hours to the public but is staffed most days by park staff. There are small rugs and vinyl mats covering parts of the wood floors in certain rooms.

3. BIOBASED PRODUCTS
All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of bio-based products. The Contractor shall utilize the greatest number of bio-based products available that meet applicable health and environment specifications. All supplies and materials to be used in the performance of work under this contract are subject to the approval of the Contracting Officer (CO). Products used for purposes of this contract shall comply with USDA requirements for bio-preferred cleaning products. Substitutions and equals shall be as stated under the requirements located at https://www.biopreferred.gov/BioPreferred/
The following is a list of categories for products that may be required for performance of custodial duties. Each product submitted for use under this contract must be identified with at least one of these categories (some products may be listed under more than one category).
Labeling shall be printed on all containers.

4. PREWORK CONFERENCE
Prior to commencement of work, the Contractor shall arrange a meeting with the CO to discuss the contract terms and work performance requirements. At this time, the Contractor shall designate, in writing, the name and phone number of the Contractor’s on-site representative/supervisor and their responsibilities.
5. CONTRACTOR REPRESENTATIVE
The Contractor shall provide a contract representative for the performance of the work specified in this contract. The name of this person and an alternate(s) who shall act for the Contractor when the Contractor is absent shall be designated in writing to the CO. The Contractor’s representative or alternate shall have full authority to act for the Contractor on all https://www.biopreferred.gov/BioPreferred/ http://www.biopreferred.gov/BioPreferred/ contract matters relating to daily operation of this contract. The Contractor’s representative and alternate(s) must be able to read, write, speak, and understand English.
6. PERSONNEL
The Contractor shall employ personnel qualified and capable to perform custodial work and will provide a list of personnel who will be on the premises and their work schedules. All personnel providing services inside the buildings shall be permitted to work in the United States and shall be able to understand the English language. The Contractor shall ensure that all employees are legal residents of the United States, qualified, and satisfactorily perform the services required by the contract.
If a certification is not required to perform the type of work assigned, the individual must have verifiable work experience related to the duties to be performed by that individual. Personnel providing services under this contract shall not be considered employees of the Government. All employees assigned by the Contractor to perform work under this contract shall be physically able to do the assigned work during the entire period of the contract. All contract personnel are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
APPEARANCE OF PERSONNEL. The Contractor shall ensure that contract personnel always present a neat and professional appearance. Contractor's personnel shall remain fully clothed while performing under this contract. This includes shirts with sleeves (short or long), long pants, and shoes. Offensive pictures, sayings, tank tops, ripped tee shirts or jeans are strictly prohibited.
UNIFORMS:
The contractor and their subcontractors shall require all employees, including supervisors, to wear distinctive uniform clothing with the contractor’s name for ready identification. At all times during contract performance contractor personnel shall wear a shirt or vest with the company logo and name. Every employee is to be in uniform no later than ten working days from the date an employee first enters on duty. Uniforms shall be clean and neat in appearance and well maintained (free of visible dirt, stains, tears, rips, fraying, missing buttons etc., and shall be worn presentably – i.e., buttoned tucked-in if applicable, collars turned down and worn neatly). Employees must be neatly groomed and presentable (hair worn neatly presentably, clean, and free of odors and dirt and stains, manicured with clean clothes and shoes, etc.). The Government reserves the right to approve the uniform recommended by the Contractor.
CONDUCT OF PERSONNEL:
Contractor personnel's conduct shall not reflect discredit upon the federal government. The Contractor shall remove any employee for any violations of law or Park Service regulation from the jobsite as determined by the Contracting Officer or Park law enforcement. The removal from the job site of such a person shall not relieve the Contractor of the requirement to provide sufficient personnel to perform adequate and timely service.
THE CCONTRACTOR SHALL NOT:
Contract shall not employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest.
7. HOURS OF OPERATION
All custodial services shall be performed prior to morning opening as stated herein. These bathrooms need to be cleaned prior to opening each day.
The contractor will be responsible for maintaining building security during the hours the building is occupied due to the Contractor operations. The contractor must have all equipment and personnel removed from the premises by visitor center opening each day. The cleaning tasks at the Visitor Center/Headquarters will be done twice a week and once a week for the Visitor Center/Parsonage. Services will be performed once a week for all locations during winter (November 1-April 1).
8. GOVERNMENT FURNISHED MATERIALS
The Government shall deliver to the Contractor equipment, materials, supplies, property, and/or services (hereinafter referred to as "Government-furnished property") listed below at the work site prior to work commencing. As supplies need replenishing, the Contractor shall notify the Contracting Officer's Representative (COR) no less than 2 weeks in advance so needed items can be ordered. The Government will furnish the following items:
• Toilet tissue
• Paper Towels for dispensers
• Liquid hand soap
• Trash bags and liners (for all waste receptacles)
• All utilities necessary for the Contractor to perform the required services as stated herein.
9. GOVERNMENT FURNISHED FACILITIES
The Contractor will have the use of a janitor’s closet within the Visitor Center/Headquarters only. There is only a very limited storage space at the Visitor Center/Parsonage, therefore the contractor will be responsible for the daily transport of most equipment and supplies to and from the Visitor Center/Parsonage.
Contractor shall clearly mark all their supplies and materials within the closet space provided.
Items that don’t fit into the closet space provided shall need to be stored off site and transported to the work site each day. NPS shall have materials and supplies co-mingled with the contractor’s materials and supplies. As such, the contractor and NPS shall mutually agree where to keep these items and how to clearly mark these items as to whose they are. Any items that can’t fit into the provided storage area shall be kept off premises by the contractor, and brought to the work site each day, as needed.
10. CONTRACTOR-FURNISHED ITEMS
Equipment:
The Contractor shall furnish all equipment and materials necessary, except as noted in SECTION 8: GOVERNMENT FURNISHED MATERIALS, to perform the tasks specified in this contract.
Equipment furnished by the Contractor shall be commercial grade and of the size and type customarily used in high quality work of this kind. All equipment brought on to the premises is subject to the approval of the CO. Equipment deemed, by the CO, to be of improper type, design, or hazardous shall be removed from the premises and replaced with satisfactory equipment.
Carpet cleaning equipment shall be of professional quality and capable of deep cleaning all carpets. All equipment shall have bumpers and guards to prevent marking or scratching of fixtures, furnishings, and/or building surfaces.
All electrical equipment used by the Contractor shall meet all safety requirements of this contract and must operate using existing building circuits.
Supplies:
The Contractor shall furnish all products and materials necessary, except as noted in SECTION 8:
GOVERNMENT FURNISHED MATERIALS, to perform the tasks specified in this contract. The Contractor shall utilize products and materials made from biobased materials to the maximum extent possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user.
The Contractor shall not use any materials which the CO determines to be unsuitable for the work or harmful to the surfaces it is intended to be applied. This does not relieve the Contractor of any damages resulting from the application of such materials. The Contractor shall not use any materials which the CO determines does not meet the requirements established by applicable Federal 8 specifications and standards. Safety Data Sheets (SDS) are required for all cleaning compounds and products used to perform the tasks specified in this contract.
11. SAFETY
Contractors are subject to all applicable State and Federal OSHA rules and regulations. Prior to the start of the contract, the Contractor shall submit to the CO for approval a written Safety Plan.
At minimum, the Safety Plan should include the following:
A. The name of the responsible supervisor or contact and pertinent phone number(s) B. A list of chemicals and/or products, including manufacturer names or the brand names, to be used during the performance of work under this contract, the intended use of each of these materials or products, any potential hazards that may be associated with the use each product, and Safety Data Sheets (SDS) for each of these products;
C. A description of work to be performed and any potential hazards that may be associated with the performance of that work;
D. Personal Protective Equipment required;
E. Training schedule;
F. Safety meeting schedule; and G. An emergency response plan including accident reporting procedures, first aid procedures, emergency phone numbers, and reporting instructions for ambulance, hospital, physician, fire, and/or police response.
12. FIRE PREVENTION AND SECURITY
The Contractor is responsible for ensuring security of Government property, buildings, equipment, materials, records, and data against unauthorized access, loss, or damage during the performance this contract.
Fire Prevention: The Contractor shall always keep janitor closets neat, clean, and free from odors and fumes. All chemical and combustible items shall be stored in proper containers. All trash shall be placed in the dumpsters and not stored in the janitor closets. There are no public areas designated as smoking areas. Smoking is prohibited inside all Federal buildings. Contractor to receive training on building fire and evacuation procedures.
Building Security: The contractor will sign in and out of the visitor center log at the front desk of the Visitor Center/Headquarters building at the beginning and end of each shift.
The contractor will be met by park staff at the back door to allow access to the building at the designated time of arrival. Only the Contractor’s employees are allowed in the building or on the job site during the performance of services. The Contractor shall secure all contractor owned equipment and supplies in the closets provided prior to leaving the premises.
• The Contractor shall not attempt to reconnect or re-plug any computer wiring disconnected or disturbed during the performance of this contract. The Contractor shall leave written notification on the COR’s desk of any computer equipment accidentally disconnected. The Contractor shall not disturb papers or equipment on desks or bulletin boards, open drawers, or cabinets, use computers or faxes, or use telephones provided for Government use, except in the case of an emergency.
13. CIRCUMSTANCES TO BE REPORTED
The Contractor will report to the CO any circumstances of needed repairs of the facility or unusual soiling of an area which may affect the performance of the work and/or create unhealthy or hazardous conditions. The Contractor will report to the CO, police, and/or fire department any instances of fire, accidents, vandalism, attempted break-ins, signs of attempted break-ins, or suspicious persons – or any otherwise suspicious activities.
14. CONSERVATION OF UTILITIES
Upon completion of work in each building, the Contractor shall ensure that all lights are off, all machines and appliances are shut off or disconnected, no smoldering, smoking, or burning materials are left in ash containers or trash receptacles, and all windows and entrance doors are closed and locked.
15. LOST AND FOUND PROPERTY
It is the responsibility of the Contractor to ensure all articles of possible personal or monetary value found by the Contractor are turned into the CO.
16. UNFORESEEN BUILDING CLOSURES
When an unforeseen building closure occurs on a regularly scheduled day of work, the Government shall have the following options: A. To require the Contractor to perform work necessary to sustain operations on the following normal duty day. B. To forego the work and reduce payment due to the Contractor accordingly for work not performed.
17. SUBCONTRACTING
The Government reserves the right to approve or disapprove any subcontractors selected. The Contractor shall obtain approval from the CO for all subcontractors prior to entering any subcontracts. The Contractor's request for approval shall be in writing and include the specific work to be accomplished by the subcontractor.
18. CONTRACTOR SUBMITTALS
The following shall be submitted to the CO for approval prior to the commencement of work to be performed under this contract:
Safety Plan – A written Safety Plan (see SECTION 11: SAFETY) must be submitted to the Government at least 10 days prior to commencement of work and will be incorporated into the resultant contract.
Quality Control Program – The Contractor shall institute a complete Quality Control Program (QCP) to ensure the requirements of this contract are provided as specified. The goal of the QCP should be to identify and correct any problems that may arise before they are identified by the CO or his/her representative. A written Quality Control Plan must be submitted to the Government at least 10 days prior to commencement of work and will be incorporated into the resultant contract. At minimum the QCP should include:
• An inspection system, covering all services required, utilizing a comprehensive checklist to monitor contract performance.
• A system for identifying and correcting deficiencies and/or a pattern of deficiencies in the quality or quantity of services provided. This shall include providing consistency and precision among contractor employees as to provide the same standard for cleaning of surfaces as required in this PWS, and what standard of clean constitutes clean and how that can be achieved on a consistent basis.
• A file system to maintain record/documentation of inspections conducted and corrective actions taken. Documentation of inspections conducted, deficiencies identified, and corrective actions taken must be kept current and made available to the CO upon request.
SDS Sheets and Cleaning Product Information – The Contractor must submit a list of material and products to be used in the performance of work under the terms of this contract. The list of materials shall include the name of the manufacturer, the brand name, and the intended purpose or use of each of the materials listed. A Safety Data Sheet (SDS) for each product and material listed must also be provided.
Schedule – The Contractor must submit a schedule for services listed as “weekly”, and “monthly” work with dates to be performed. The Contractor must inform the Government of schedule changes at least one week in advance.
Personnel – Provide and keep current a written list of the names of all Contractors’ employees performing services under this contract and their work schedules.
19. TECHNICAL SPECIFICATIONS
The following specifications apply to the Visitor Center/Headquarters and Visitor Center/Parsonage. The custodial services shall be performed in accordance with the following specifications at the frequencies prescribed.
REGULAR SERVICES: All regular services are to be performed twice a week at the Visitor Center with primary cleaning before the VC opens in the morning to the public.
The cleaning tasks at the Visitor Center/Headquarters are to be done twice a week. Specifically, tasks with major disruptive impacts (e.g., most tasks in this PWS – sweeping, mopping, vacuuming, bathroom cleaning, surface cleaning, etc.) shall be coordinated and conducted before the facility opening hours, meaning before 10:00am. Additionally, VC visitor restrooms (mens, womens, staff) and the grounds/ VC entry trash needs to be cleaned/pickup up.

TWICE A WEEK/EVERY VISIT (ONCE A WEEK/EVERY VISIT IN THE WINTER NOV 1-APR 1): These services will be completed every visit.
Clean Restrooms (VC 1st floor women’s and men’s, 3rd floor staff restrooms)
1. Sweep all floors to remove all loose dirt, dust, debris, etc.
2. Mop floors with damp mop (i.e. tile, wood, polished concrete). Cleaned floor surface to be visibly clean and free of all debris, dirt, grime, and shall be clean in appearance and odor and free of streaks or haze and shall have a shiny finish. Finish floor shall be as approved by the COR and any re-cleaning due to insufficient finish shall be done at no additional expense to the Government. Floors to dry quickly and be free of visible smearing or without haze. Finished floors shall be shiny and clean in appearance when completed. Mop and clean all floors to mop boards or wall edge including all corners and joints with vertical surfaces.
3. Clean all mirrors using cleaning product specific to mirror type. Application rate and cleaning method to follow cleaning product requirements. All mirror surfaces to be clean, shiny, and free of smudges or visible blemishes after cleaning.
4. Fill soap dispensers using liquid soap as provided by NPS. Contractor to obtain soap and supply a stock available for use at the Visitor Center/Headquarters and Visitor Center/Parsonage from NPS.
5. Contractor to replenish stock as needed from NPS.
a. Replace toilet paper rolls as required. Toilet paper rolls to be replaced when empty or very near empty within each bathroom stall. Toilet paper rolls to be provided by NPS – contractor to obtain from NPS, stock a supply at Visitor Center/Headquarters and Visitor Center/Parsonage, and to replace as necessary.
6. Empty trash and dispose of in dumpsters on premises. Replace trash bags, as provided by NPS. Contractor to obtain stock of trash bags from NPS and maintain supply and replenish as necessary. Empty all female hygiene cans and replace waste containers.
a. After removing trash bags and waste containers, clean and sanitize trash and waste receptacles prior to replacing trash and waste bags (female hygiene containers, trash containers and receptacles, trashcans, etc.). Cleaning and sanitizing shall be done using a cleaning product appropriate for the surfaces being cleaned, that contains a germicide and cleaning agent. Cleaning shall be done in accordance with approved cleaning product manufacturer’s requirements and shall be done using manufacturer’s required cleaning materials (sponge, cloth, rag, etc.). Application rates and mix rates as required by manufacturer of cleaning product.
7. Clean and sanitize all hand driers, paper towel dispensers, and all stainless steel in bathroom stalls (i.e., toilet paper holders, flush plates, partitions, partition latches, grab bars, etc.). Cleaning and sanitizing to be done using a cleaning product as approved for use on stainless steel surfaces and surfaces to be cleaned. Product shall contain a germicide and cleaning agent and shall be mixed and applied as required by the product manufacturer, using manufacturer’s required cleaning materials. All surfaces cleaned shall be clean in appearance, free of blemishes and glazed appearance, and shall be visually shiny and free of dirt, glare, grime, and visual uncleanliness.
8. Clean and sanitize sinks (bowl, fixture, spigots, handles, drains, chrome surfaces, mirror trim, etc.), toilets (including toilet seats on both sides, under toilet seats, toilet bowls inside and out, entire toilet exterior and interior, handles, tanks, etc.), urinals (inside and outside, flush handles and piping, etc.), partitions, door handles and push plates, counter tops, and shower stalls.
a. Cleaning and sanitizing shall be done using a cleaning product specific to the surfaces being cleaned, as approved, and shall be done so in accordance with cleaning product manufacturer’s requirements at the application rates and with cleaning products required by manufacturer.
b. Cleaning shall be done in a manner that leaves no visible dirt, hair, stains, grime, discoloration, haze or glare, smudges or blemishes on any surface cleaned upon completion. No standing or excess water shall remain following cleaning of surfaces. Cleaning of shower stall in employee restroom is not necessary as it is not used at this time.
9. Clean and sanitize all walls adjacent to and behind urinals and toilets. Cleaning and sanitizing shall be done using a product specific to the type of surface being cleaned and as approved by the CO.
a. All cleaning of surfaces shall be done in accordance with product manufacturer requirements. Upon completion, all cleaned surfaces shall be free of any visible dirt, grime, stains, hair, haze, or glare, and shall appear clean any shiny in nature.
10. Spot clean all other surfaces and dust horizontal surfaces including tops of partitions and mirrors. Use cleaning products specific to the type of surface being cleaned, and clean in a manner as required by cleaning product manufacturer. All cleaned surfaces shall be free of dust, dirt, hair, blemishes, haze, or glare, and shall appear clean and shiny upon completion.
11. Clean and sanitize all drinking fountains/bottle fillers. This shall include using cleaning products specific to cleaning and disinfecting drinking fountains in accordance with cleaning product requirements as well as in conformance to drinking fountain manufacturer requirements. Products for use shall include a germicide and cleaning solution to be applied at the rate and method according to the product manufacturer.
Methods shall consider cleaning and sanitization of all parts of the drinking fountains – both exterior and interior including all locations where water is activated to flow on the valves, splashguards, spigots, drains, back splashes, bottle fillers, etc.
a. Final cleaning shall leave drinking fountains free of dirt, scum, scale, discoloration, stains, debris, etc. on all portions of the drinking fountain.
Clean Elevator
1. Clean and disinfect all surfaces including handrails and control buttons. Use multipurpose cleaner with rag to clean the buttons and stainless-steel wipes for the rest.
2. Clean and disinfect walls and inside door jamb. Cleaning shall be done in a manner that leaves no visible dirt, grime, smudges or blemishes on any surface cleaned upon completion.
3. Vacuum floors.
Clean Floors
1. Vacuum all carpet (employee areas except for private offices, Eastern National Bookstore, theater, exhibit rooms, floor mats adjacent foyer area). Vacuuming activities shall be done using a vacuum capable of removing all visible dirt, dust, hair, stains, mud, and debris from carpets. If stains or crusted on debris are on carpets, spot clean using a cleaning product and application as required by product manufacturer. Spot cleaning shall remove any stains or debris from carpets, and all carpets shall be left in a visibly clean state.
2. Spot clean all areas with visible stains as they occur. NPS may provide space in the janitor closet for a vacuum machine if the machine is not too large. If the machine does not fit in the closet, the contractor shall be responsible for storing the machine overnight and transporting to the work site each day.
3. Sweep and mop all polished concrete/blue stone or other hard surfaced floor. Sweeping shall be done to remove all dirt, debris, dust, etc. from all hard surfaced floors. This shall include areas in and around exhibits, under furniture, and under floor mats, and the vestibule area at the front entrance including floor coverings and fixtures.
a. Dust mopping surfaces shall be considered acceptable in lieu of sweeping.
Clean Staff Kitchen and Break Room
1. Clean and sanitize counter tops and sink using a sanitizing cleaning solution as approved by the CO. Apply at the rate and method required by product manufacturer on both the sink and counter tops.
a. Dirty dishes and appliances shall not be included in cleaning of the kitchen area.
If dirty dishes are left in the sink, the sink will not be cleaned.
2. Clean and sanitize break room tables and chairs.
3. Sweep and mop kitchen and break room floors.
Trash Receptacles & Waste Baskets (not already included in restroom cleaning):
1. Empty public trash containers/bags in all trashcans and replace the trash bag as supplied by NPS. This includes trash cans on the first floor of the visitor center and two (2) outdoor trash receptacles. Outdoor recycling is not included in this task.
2. Empty kitchen trash receptacles on third floor. Staff trash cans at workstations are NOT included here. Staff will manage their own trash.
a. All trash is placed in the dumpster in the utility building at the rear of the visitor center. Recyclables are left on the 3rd floor recycling area for park staff to properly dispose off.
3. Replace trash bags with new:
a. Large trash bags 40-45 gal., 40” x 46” – for exterior trash containers, interior trash pick-up, and kitchen trash container. For the dual trash/recycle containers outside, clear bag for recycle side, and black for trash side.
b. Medium trash bags 30 gal., 30” x 33” – for first floor restroom trash containers, and all floor trash containers on all three floors.
c. Small trash bags 10 gal., 20” x 23.5” – for third floor restrooms, first floor women’s restroom handicapped section.

DO NOT apply dusting or cleaning products to any displays as to not cause any damage.

Clean Front and Back Entrances and Windows (overlooking Chapel)
1. Clean all glass and windows at main entrance doors and vestibule, back door and entrance by pergola. Clean/wipe/dust metal window frames and door frames. This is required for the following locations (note: includes tall picture windows (approx 8’ in height):
a. At entrance doors and vestibule (inside and outside) including inside vestibule area
b. Windows at the front of the visitor center in as much as they are accessible without moving furniture or store inventory.
c. Windows at the back entrance along the ramp.
d. Windows on the first and second floor facing the chapel.
DO NOT clean exhibit cases with any cleaner. Dry dusting with a dusting wand is acceptable.
Conference Rooms
1. Dust conference room main tables and wipe clean with disinfectant cleaner. Surface shall appear clean and free of marks, dirt, debris, stains, blemishes, etc. Note that if conference room has not been in use from previous day, dusting shall take place only on an as needed basis (i.e. when dust is prevalent on tables and surfaces).
2. Dust any electronics and other furniture including chairs and other open surfaces in the conference room.
Do not dust or tidy tables in the conference room that are for projects.
Spot Cleaning:
1. Spot cleaning shall be performed as necessary throughout the Visitor Center/Headquarters building and Visitor Center/Parsonage to remove obvious dust, dirt, cobwebs, smudges, and stains from glass windows and doors, walls, cabinets, fixtures, floors, vents, etc.
Custodial Closets:
1. Clean custodial closets including walls, floors, mop sinks, and dusting. This shall include wiping of any excess cleaning products that have spilled, empty and consolidate excess bottles of products, clean rags, sponges, brooms, mops, brushes, etc. Sweep and mop floors and remove and dispose of waste materials all as stated in previous sections.
Air Registers, Grills and Vents:
1. Clean all registers, grills and vent screens that are floor accessible. Clean using a dry dusting method and dust want typical for use of this type of cleaning.

TWICE A WEEK/EVERY VISIT: These services will be completed every visit.
Clean Restrooms (VC 1st and 2nd floors)
1. Sweep all floors to remove all loose dirt, dust, debris, etc.
2. Mop floors with damp mop (i.e. tile, wood, polished concrete). Cleaned floor surface to be visibly clean and free of all debris, dirt, grim, and shall be clean in appearance and odor and free of streaks or haze and shall have a shiny finish. Finish floor shall be as approved by the COR and any re-cleaning due to insufficient finish shall be done at no additional expense to the Government. Floors to dry quickly and be free of visible smearing or without haze. Finished floors shall be shiny and clean in appearance when completed. Mop and clean all floors to mop boards or wall edge including all corners and joints with vertical surfaces.
3. Clean mirrors using cleaning product specific to mirror type. Application rate and cleaning method to follow cleaning product requirements. All mirror surfaces to be clean, shiny, and free of smudges or visible blemishes after cleaning.
4. Fill soap dispensers using liquid soap as provided by NPS. Contractor to obtain soap and supply a stock available for use at the Visitor Center/Headquarters and Visitor Center/Parsonage from NPS.
5. Contractor to replenish stock as needed from NPS.
a. Replace toilet paper rolls as required. Toilet paper rolls to be replaced when empty or very near empty within each bathroom stall. Toilet paper rolls to be provided by NPS – contractor to obtain from NPS, stock a supply at Visitor Center/Headquarters and Visitor Center/Parsonage, and to replace as necessary.
6. Empty trash and dispose of in garbage cans on premises. Replace trash bags, as provided by NPS. Contractor to obtain stock of trash bags from NPS and maintain supply and replenish as necessary. Empty all female hygiene cans and replace waste containers.
a. After removing trash bags and waste containers, clean and sanitize trash and waste receptacles prior to replacing trash and waste bags (female hygiene containers, trash containers and receptacles, trashcans, etc.). Cleaning and sanitizing shall be done using a cleaning product appropriate for the surfaces being cleaned, that contains a germicide and cleaning agent. Cleaning shall be done in accordance with approved cleaning product manufacturer’s requirements and shall be done using manufacturer’s required cleaning materials (sponge, cloth, rag, etc.). Application rates and mix rates as required by manufacturer of cleaning product.
7. Clean and sanitize hand driers, paper towel dispensers, and all stainless steel in bathroom stalls (i.e., toilet paper holders, flush plates, grab bars, etc.). Cleaning and sanitizing to be done using a cleaning product as approved for use on stainless steel surfaces and surfaces to be cleaned. Product shall contain a germicide and cleaning agent and shall be mixed and applied as required by the product manufacturer, using manufacturer’s required cleaning materials. All surfaces cleaned shall be clean in appearance, free of blemishes and glazed appearance, and shall be visually shiny and free of dirt, glare, grime, and visual uncleanliness.
8. Clean and sanitize sinks (bowl, fixture, spigots, handles, drains, chrome surfaces, mirror trim, etc.), toilets (including toilet seats on both sides, under toilet seats, toilet bowls inside and out, entire toilet exterior and interior, handles, tanks, etc.), and counter tops.
a. Cleaning and sanitizing shall be done using a cleaning product specific to the surfaces being cleaned, as approved, and shall be done so in accordance with cleaning product manufacturer’s requirements at the application rates and with cleaning products required by manufacturer.
b. Cleaning shall be done in a manner that leaves no visible dirt, hair, stains, grime, discoloration, haze or glare, smudges or blemishes on any surface cleaned upon completion. No standing or excess water shall remain following cleaning of surfaces. Cleaning of shower stall in employee restroom is not necessary as it is not used at this time.
9. Clean and sanitize all walls around toilets. Cleaning and sanitizing shall be done using a product specific to the type of surface being cleaned and as approved by the CO.
a. All cleaning of surfaces shall be done in accordance with product manufacturer requirements. Upon completion, all cleaned surfaces shall be free of any visible dirt, grime, stains, hair, haze, or glare, and shall appear clean any shiny in nature.
10. Spot clean all other surfaces and dust horizontal surfaces including storage furniture and changing table. Use cleaning products specific to the type of surface being cleaned, and clean in a manner as required by cleaning product manufacturer. All cleaned surfaces shall be free of dust, dirt, hair, blemishes, haze, or glare, and shall appear clean and shiny upon completion.
Clean Floors
1. Vacuum all rugs. Vacuuming activities shall be done using a vacuum capable of removing all visible dirt, dust, hair, stains, mud, and debris from carpets. If stains or crusted on debris are on carpets, spot clean using a cleaning product and application as required by product manufacturer. 20. PERFORMANCE REQUIREMENTS STANDARDS
Performance requirement standards are described in the Performance Requirements Standards Summary Tables for regular work. The Contractor shall be expected to ensure services are provided or performed to the appropriate standards through the Contractor’s Quality Control Plan. Except as stated in the summary tables, services required by this contract are generally of such a nature that nonconforming or incomplete performance disclosed by Government inspection is not subject to correction by re-performance or late performance and will result in a deduction being made to the contract price for the month.
21. INSPECTION PROCEDURE:
Inspection by the Government of the Visitor Center and Visitor Center/Parsonage following cleaning services shall be done to determine the acceptability of the workmanship, and any deficiencies encountered will be called to the attention of the Contractor. Correction of all deficiencies will be made prior to re-inspection and acceptance of work by the Government in conformance with the performance standards.
Contractor shall turn in a daily checklist, which includes task lists for accomplishment and any remarks, to ensure quality standards are being met. These checklists will be utilized by the COR to substantiate work completed and to schedule and perform government inspections.
Any Government personnel or visiting public may observe unacceptable services, incomplete work, or required services not performed and may contact the CO or the COR to communicate a complaint. Customer complaints will be substantiated by the COR for validity. Should the COR determine that the complaint is valid, the COR will inform the Contractor orally and in writing.
Refer to the Performance Requirements Standards Summary Tables for remedy for non-conforming services. Unresolved disputes shall be forwarded to the CO for determination.
22. ACCEPTANCE
Workmanship shall be of an acceptable quality such as would be found in a business office visited by the public and meet the Acceptable Quality Level (AQL) listed in summary.
23. PAYMENT:
Payment will be made monthly for work meeting or exceeding the Acceptable Quality Level completed and accepted by the Government covering the previous months' service, stated in the schedule of items, for the regular occurrences of the activities in that given month. Upon acceptance, the Government will pay monthly the appropriate amount times the occurrence of the services as stated in the Schedule of Items based on number of days in that month.
For example: November has 12 daily services, 5 weekly services to be performed for the month.
The cost for these services would be added together for the amount due for fully acceptable service, given the number of days stated in the contract for that month. Payment will be determined on the services and frequencies, less any deductions for any nonconforming or unacceptable performance.
