REPLACE FOUR CANNON CARRIAGES AT

LAFAYETTE SQUARE (WHHO)

National Park Service

White House (WHHO)

Washington DC

PMIS No. 310782

STATEMENT OF WORK FOR CONSTRUCTION SERVICES

PART 1: GENERAL

1.1 BACKGROUND

The Jackson statue, cast by sculptor Clark Mills, and unveiled on January 8, 1853, was the first equestrian statue designed, cast and erected in the United States, at a foundry located nearby, at 15th and Pennsylvania Ave. NW. The statue of President Andrew Jackson, mounted on a horse rearing on his hind legs, is set on a high stone base, with four cannons located at each corner of the base.

Jackson captured these four cannons from the Spanish in the Battle of Pensacola in 1818. Josephus

Barnola cast all four at the Spanish royal foundry in Madrid. The two northern cannons were cast in

1748 and are named for Visigoth kings: El Witiza and El Egica. The southern two were cast in 1773 and are named for Greek gods: El Apolo and El Aristeo. All these elements contribute to the

Lafayette Square National Historic Landmark District. In June 2020 protestors damaged the 20-year-old wood cannon carriages that supported the four historic cannons, and the NPS is seeking their replacements in aluminum.

1.2 DESCRIPTION OF WORK

Statement of Work (SOW) is constructing four new cannon carriages off site and delivering them to an NPS facility within 10 miles of Washington DC.

The contract work includes:

1. Mobilization, providing all labor, equipment, and materials necessary to perform the work of this SOW.

2. Gathering all information needed to produce cannon carriages for four different, historic cannons.

STATEMENT OF WORK

3. Producing four cannon carriages capable of securely supporting the four cannons.

4. Delivering the four cannon carriages to an NPS facility. The delivery of the carriages to

Lafayette Square, and the installation of the cannons is to be handled by others and is

NOT in this scope.

Production

1. The four cannons require split trail gun carriages, fitting a circa 1750 British Light 6-pounder gun, without ammunition boxes.

2. The contractor shall cast the four carriages from aluminum. All component elements used on the carriages shall be evaluated for their appropriateness, durability and their ability to resist galvanic action.

3. The finished carriages shall be capable of supporting each of the four bronze cannons.

4. The finished cannon carriages will fit into the inset wheel-locks currently on site. See

Attachment 3 for more information on these elements.

5. All fittings, attachment points, and tool brackets shall be functional for their intended use and resistant to vandalism or theft. The contractor’s written proposal will address the approach for this requirement.

6. The design of the new carriages shall prioritize the protection of the antique brass cannons in all respects. The contractor’s written proposal will address the approach for this requirement.

7. The contractor shall provide a safety device to prevent the cannon tubes from being depressed or elevated which will prevent accidents to visitors while on public display. The contractor’s written proposal will address the approach for this requirement.

8. All surfaces shall be smooth and free of casting marks, burrs, voids, and other imperfections. The contractor shall ensure that the carriages are ground and sanded so that no seams are present from the casting method.

9. No markers, manufacturers, vendors or contractors, etc., stamps, medallions, markings, or engravings shall be placed or affixed to the carriages.

10. In order to withstand extreme and harsh weather conditions, the four carriages shall be etched to improve paint adherence, then primed and painted with a two-part epoxy industrial paint followed with two coats of an acrylic rust inhibitor and two coats of 100% acrylic exterior paint in a grey color to match Sherwin Williams HGSW3363 Storm Cloud.

Contractor shall supply paint information, including MSDS sheets, for COR approval prior to painting.

11. Proposed substitution of materials or modification of any carriage element shall be submitted for COR review and approval prior to fabrication.

3/31/2021 Page 3 of 6

12. The government will have the option to perform an inspection at the contractor’s facility during and upon the completion of fabrication of the carriage.

13. The contractor shall warranty all parts and labor for a period of one year from the date of acceptance of delivery of the carriages and shall replace, without cost to the government, any part of the carriages that fail due to manufacturing or materials defect during the warranty period. All costs of transportation of the carriages for repair covered by the warranty will be at the expense of the contractor.
