SUMMARY OF THE WORK

PART 1- GENERAL

1.01 PROJECT TITLE: CONSTRUCTION OF MUSSEL BUILDING WELL

1.02 WORK UNDER THESE SPECIFICATIONS

A. The work to be done shall consist of furnishing all labor, materials, and equipment necessary for the complete and satisfactory construction of a water well to supply water to the mussel building at the Genoa National Fish Hatchery. The CONTRACTOR shall procure all permits (except for the Wisconsin DNR high capacity well permit, which is already acquired) required by law and shall comply with all federal, state, and local laws and ordinances relating to performance of the work. All work is to be done in accordance with Section NR 812.08 of the Wisconsin Administration Code.

B.

1. Water Well Drilling Work for this item includes items that are based upon the depth of well drilled. Work includes drilling one, non-potable water well, capable of installation of 12" casing. The bid will be based on 300 feet depth of drilling. It is expected that the well will produce 250 gallons per minute, and drilling may stop when a sufficient source of water is encountered, but only if it is into the sandstone layer to eliminate the need for a screen. Exact well depth shall be determined in order to produce a non-iron producing well with capacity of· 250 PM. All Payment for this item shall be lineal foot.

2. Well Screen

This should not be necessary due to avoiding the geologic layers that would require a screen.

3. Drop Pipe 6" pipe for a depth of 50-75 feet is estimated. Exact length will be determined in the field. Payment for this item shall be by the lineal foot. Drop pipe shall be PVC material.

4. Water Well Development/ Pump Installation/ Controller/ Phase Converter/ Electrical Work/ Supply Pipe to Water Control Structure.

Work includes furnishing and installing a submersible pump to connect to a 3 Phase electrical power that will be provided by the Government. Work also includes providing the variable speed pump controller, flowmeter, well samples, logs, reports, and testing and installing all piping from the well to the exiting water supply line. All tees, elbows, and other piping accessories are included: payment for this item shall be lump sum. Piping as necessary shall be buried a minimum of 4 feet underground, with sand bedding and fiberglass insulation over the top to prevent freezing.

Abandonment of existing well with 8 inch casing with 4 inch drop pipe according to Wisconsin DNR regulations will also be required.

DIVISION 1

GENERAL REQUIREMENTS

A. LOCATION AND INSPECTION OF SITE

SECTION O1100 UMMARY OF THE WORK

i. The site of the work is located within the Genoa National Fish Hatchery near Genoa, Wisconsin. Prospective bidders and subcontractors may inspect the worksite by contacting the Hatchery Manager, Mr. Doug Aloisi, at 608-689-2605. All prospective bidders are encouraged to visit the site of the proposed work to assess the location and extent of the work. Failure to visit the site and observe conditions will not be allowed as a reason for additional cost due to insufficient information.

B. SPECIFICATIONS AND ORAWINGS FOR CONSTRUCTION

i. Exact location of all affected utilities will be the responsibility of the CONTRACTOR. Drawings may not completely show all utilities. Site verification is required in addition to contacting any local authorities and utility companies to determine exact locations of utilities.

C. WORK NOT INCLUDED IN THIS CONTRACT

i. All items indicated "NIC" on drawings or in specifications are items not included in this contract.

ii. Work in place is generally shown as "Existing" on the Contract Drawings.

iii. Work to be performed under other contracts and not included as part of this contract is generally shown as "By Others" on the Contract Drawings.

D. ITEMS PROVIDED BY THE GOVERNMENT

1. Work to be accomplished by the Government or manufactured items to be provided by the Government are generally shown as "By Government" on the Contract Drawings.

E. TEMPORARY FACILITIES

1. Maintain and restore all government roads, service areas and utilities used to pre-construction condition.

ii. Temporary toilet facilities may be used inside the Genoa NFH Building.

F. SITE ACCESS AND RIGHT OF WAY

i. The construction access limits on Government property will be established by the Government and the CONTRACTOR shall be responsible for complying with these limits and governing all Work accordingly. All temporary access roads shall be removed following Work completion unless directed otherwise by the Contracting Officer.

GENERAL REOU IREMENTS SUMMARY OF THE WORK

ii. Requirements for maintenance of traffic in a safe manner shall follow the Manual on Uniform Traffic Control Devices (MUTCD). Load limits and other restrictions shall be obeyed. All bidders are reminded that they are responsible for contacting the local entity such as township, county, state, etc., having jurisdiction in the project vicinity to insure bidders/quoters are aware of any requirements of the local entity. These requirements are between the entity and the bidder. If the CONTRACTOR proposes to cross private property, permission must be obtained from the owner to use private property or roads in the conduct of the Work.

iii. Work on Saturdays, Sundays, Federal Holidays or other than normal working hours shall be pre-scheduled and submitted to the government in writing for pre-approval prior to start of this Work.

G. NOTIFICATION OF UTILITIES

i. The CONTRACTOR shall contact local authorities and utility companies to determine exact location of utilities before beginning excavation operations.

H. DISPOSAL OF WATER

1. The CONTRACTOR shall make all provisions necessary for conveying any water encountered in performing the work away from adjacent structures, and shall take measures necessary to prevent erosion, flooding of the site, or contamination of process water. The CONTRACTOR shall also prevent discharge water from flowing over any adjacent wells and/or sewage disposal systems.

I. CLEAN UP

i. The CONTRACTOR shall keep the job site free of accumulated rubbish and debris. No burning will be allowed. After completion of the work, the CONTRACTOR shall clean the construction site and shall restore surrounding areas to as near a pre-construction condition as possible.

J. SAFETY: IN ADDITION TO FAR 52.234-13 ACCIDENT PREVENTION

i. The CONTRACTOR shall gill out and submit the "Preconstruction Safety Checklist" to the Contracting Officer (CO) prior to beginning construction.

ii. Contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.

iii. The CONTRACTOR's Safety Plan shall be available on-site. The CONTRACTOR shall provide Safety Data Sheets SDS) for all

hazardous materials brought on-site, and shall be made available in a conspicuous location.

iv. All equipment and work activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally a copy of the accident report shall be provided to the Contracting Officer.

v. The CONTRACTOR shall provide and install barricades, signs, or other warning devices to delineate the construction area and restrict public access to the construction site. Follow the manual of Uniform Traffic Control Devices (MUTCD).

vi. Provide at least one non-freezing-type fire extinguisher in each workshop and shed used for storage of materials on the premises. Place in location readily accessible to workers.

vii. Provide at least one non-freezing-type fire extinguisher of the appropriate class for each group of workers performing flammable procedures.

viii. Provide and maintain a basic first aid kit for use of workers.

1. Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries. Include first aid items identified on MSDS for applicable items, in applicable locations.

2. Advise all workers of the location of first aid supplies.

3. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.

ix. Provide necessary Personnel Protective Equipment (PPE) as identified by MSDS. Provide documentation, workers have been trained in use of PPE prior to individual use.

x. All excavations shall comply with OSHA 1926-Subpart-P-Excavations.

xi. Employees working over or near water, where the danger of drowning exists, shall be provided with U.S. Coast Guard approved life jacket or buoyant work vest. [OSHA 1926.106(a)].

GENERAL REQUIREMENTS PROJECT COORDINATION

PART I-GENERAL

A. JOBSITE ADMINISTRATION

1. Superintendence, Subcontract administration and Quality Control, is the responsibility of the CONTRACTOR.

ii. Final decisions relative to items in conflict shall be made by the Contracting Officer.

iii. The Government shall have the authority to temporarily suspend the Work for such time as necessary because of the failure on the part of the CONTRACTOR to perform any of the provisions of the Contract. No extension of contract performance time will be permitted until the Government determines that the deficiencies in performance, which caused the temporary suspension, have been corrected.

iv. The CONTRACTOR shall have responsible superintendence on site during all project operations. CONTRACTOR shall notify Government of any changes of superintendents.

v. The CONTRACTOR shall notify the COR at least ten (10) days prior to the anticipated date of completion of all Work specified herein. Upon completion of the Work, the COR shall proceed with the final inspection which shall be completed as promptly as practicable. The time required for such inspection and for performing any corrective Work shall be included in the contract performance time.

B. MODIFICATION/CHANGE ORDER PROCEDURES

i. In the event of the need for a Change Order, the CONTRACTOR will receive a letter requesting a price quote for proposed changes to the Contract.

ii. For evaluation purposes, the CONTRACTOR's quote shall be broken down to show the costs of labor and materials for each proposed category of Work included with the change, along with the total cost for CONTRACTOR's overhead and profit for the proposed changes. The Contracting Officer shall review CONTRACTOR's cost proposal and determine all costs to be allowable, allocable and "Fair and Reasonable" before acceptance and approval of change order.

iii. All Contract time extensions required as a result of a proposed change must be justified and supported in detail at the time of the proposal.

C. PRECONSTRUCTION CONFERENCE

i. Soon after award of the Contract and prior to commencing construction, the CONTRACTOR and any subcontractors shall attend a preconstruction conference with representatives of the Government. Timely notification of the meeting will be given to the CONTRACTOR. Time, date, and place of the conference will be determined by the Contracting Officer. Requirements pertaining to Contract administration, construction operations and the project schedule will be discussed. The project schedule shall be in accordance with Section 01330. The Preconstruction Safety Checklist shall be submitted for review during this conference.

D. PROGRESS MEETINGS

i. Periodic general project meetings will be conducted with a representative of the CONTRACTOR at the project site or by telephone by the Government's representative for the purpose of coordinating, expediting, and assessing the work progress.

ii. The CONTRACTOR shall provide reports of progress on the project, discuss the work schedule for the coming period and present all conflicts, discrepancies or other difficulties for resolution. A record of discussions and decisions will be prepared by the Government and distributed to those attending and others affected.

GENERAL REQUIR EMENTS SUBMITTALS

PART I-GENERAL

A. GENERAL

i. Refer to submittal register or technical specifications for all submittals required.

ii. When specifically requested by the Contracting Officer (CO), CONTRACTOR's Officer's Representative (COR) or the GOVERNMENT's Construction Inspector (CI), the CONTRACTOR shall provide copies of manufacturer's written installation instructions and/or recommendations for review and approval prior to accomplishing equipment installation.

B. SUBMITTAL REGISTER

i. A submittal register, listing all items requiting submittals under this solicitation, is provided as an attachment to this document. The CONTRACTOR shall provide all required submittals to the COR within 30 days of award except for items noted otherwise on the submittal register.

ii. Furnish a minimum of four copies of all required submittals. Three copies will be retained by the GOVERNMENT. The remaining copies will be returned to the CONTRACTOR.

iii. The approval of submittals shall not relieve the CONTRACTOR to comply with the terms and conditions of the Contract Drawings and Specifications. The CONTRACTOR shall be responsible to determine correct dimension, design, connection, detail and satisfactory construction of all Work.

C. PROJECT SCHEDULE

i. CONTRACTOR shall provide as required by Federal Acquisition Regulation (FAR) clauses. *

D. PRICE BREAKDOWN - LUMP SUM ITEMS

I. DELIVERY TICKETS

i. The CONTRACTOR shall submit to the GOVERNMENT's on site representative, one legible copy of each delivery ticket for all material delivered to the construction site.

ii. The delivery ticket shall show brand name, catalog number, and number of items received.

J. WASTE MANIFESTS

i. The CONTRACTOR shall submit copies of all waste manifests.

ii. Manifests shall state type of waste (i.e., construction debris, hazardous asbestos, etc.), location of disposal, landfill designation, EPA registration of landfill, and EPA registration for transportation of any hazardous wastes.

GENERA L REQUIREME NTS DEFINlTIONS AND STANDA RDS

PART I-GENERAL

A. REGULATORY REQUIREMENTS

i. All Work shall be accomplished in strict accordance with the regulations, codes, and laws in effect at the time the Work is performed for the location where it is to be performed.

B. MEANS AND METHODS

i. Means and methods used in the performance of this Contract must be in accordance with all applicable Federal Acquisition Regulations in addition to OSHA regula tions, 29 Code of Federal Regulations, acceptable industry practices as recognized by societies, associations, building codes, manufacturers' specifications and any applicable state safety and health requirements.

C. PERMITS

i. With the exception of the Wisconsin DNR high capacity well permit, it is the responsibility of the CONTRACTOR to obtain all necessary permits to facilitate the safe and legal accomplishment of all the Work described in this specification.

D. DEFINITIONS

1. General: Basic Contract definitions are included in the Conditions of the Contract.

ii. "Approved," when used in conjunction with COR's action on CONTRACTOR's submittals, applications, and requests, is limited to COR's duties and responsibilities as stated in the Conditions of the Contract.

iii. "Directed," "requested," "authorized," "selected," "approved," "required," and "permitted" mean directed by COR, requested by COR, and similar phrases.

1v. "Indicated" refers to graphic representations, notes, or schedules on Drawings; or to other paragraphs or schedules in Specifications and similar requirements in the Contract Documents. Terms such as "shown," "noted," "scheduled," and "specified" are used to help the user locate the reference.

v. "Regulations" include laws, ordinances, statutes, and lawful orders issued by authorities having jurisdiction, as well as rules, conventions, and agreements within the industry that control performance of the Work.

GENERAL REOUTREMENTS DEFINITIONS AND STANDARDS

vi. "Furnish" means to supply and deliver to Project site, ready for unloading, unpacking, assembly, installation, and similar operations.

vii. "Install" describes operations at Project site including unloading, temporary storage, unpacking, assembling, erecting, placing, anchoring, applying, working to dimension, finishing, curing, protecting, cleaning, and similar operations.

A. "Provide" means to furnish and install, complete and ready for the intended use.

viii. "Installer" is CONTRACTOR or another entity engaged by CONTRACTOR, as an employee, subcontractor, or contractor of lower tier, to perform a particular construction operation, including installation, erection, application, and similar operations.

l. The term "experienced," when used with the term "installer," means having successfully completed a minimum of five previous projects similar in size and scope to this Project; and being familiar with the special requirements indicated.

2. Using a term such as "carpentry" does not imply that certain construction activities must be performed by accredited or unionized individuals of a corresponding generic name, such as "carpenter." It also does not imply that requirements specified apply exclusively to tradespeople of the corresponding generic name.

ix. "Project site" is the space available for performing construction activities, either exclusively or in conjunction with others performing other Work as part of Project. The extent of Project site is shown on the Drawings and may or may not be identical with the description of the land on which Project is to be built.

x. Industry Standards: Unless the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.

xi. Publication Dates: Comply with standards in effect as of the date of the Contract Documents.

xii. Conflicting Requirements: Where compliance with two or more standards is specified and the standards establish different or conflicting requirements for minimum quantities or quality levels, comply with the most stringent requirement. Refer uncertainties and requirements that are different, but apparently equal, to COR for a decision before proceeding.

G ENE RAL REQUIREMENTS DEFIN IT IONS AND STANDARD S

xiii. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. To comply with these requirements, indicated numeric values are minimum or maximum, as appropriate, for the context of the requirements. Refer uncertainties to COR for a decision before proceeding.

xiv. Copies of Standards: Copies of applicable standards are not bound with the Contract Documents. Where copies of standards are needed to perform a required construction activity, obtain copies directly from the publication source and make them available on request.

GENERAL REQUIREMENTS PROJECT CLOSEOUT

PART I-GENERAL

A. MANUFACTURE.R'S SPECIFICATIONS

i. The installation of manufactured products and equipment, together with all associated parts, shall be in conformance with the manufacturer's recommendations, and code requirements. All installations shall be complete and ready for immediate use, and every essential part required for proper operation of the manufacturer's equipment shall be provided. Following the completion of the work under this contract, all installed equipment shall be inspected by the CONTRACTOR for proper construction and installation and compliance with the contract. All work shall be accomplished in strict accordance with the regulations, codes, and laws in effect at the time the work is performed for the location where it is to be performed.

B. FINAL INSPECTION

i. The CONTRACTOR shall request a final inspection in writing at least ten

(10) days prior to the anticipated date of completion.

ii. Work will not be considered ready for final inspection until all the work has been completed and the CONTRACTOR has certified that all items are properly constructed and installed and in strict compliance with all contract terms and conditions.

iii. The CONTRACTOR or the project supervisor shall be at the job site during the final inspection.

C. MAINTENANCE AND OPERATING INSTRUCTIONS

i. Submit three (3) final copies of all maintenance instructions and parts lists for all systems that require maintenance. Use simple, non-technical language where possible. Provide all necessary diagrams and schematics required for maintenance.

ii. Final copies of all maintenance information shall be submitted in bound form as a "Manual of Maintenance Instructions" with items grouped by sections of work. Append each manual with name, address, telephone number of CONTRACTOR, subcontractor and companies or individuals providing maintenance.

iii. Provide competent personnel to meet with the GOVERNMENT representative to fully explain and familiarize the GOVERNMENT personnel with all maintenance.

i. The CONTRACTOR shall provide and maintain in proper order and in good, clean condition, in the field or the Refuge office or at the project site, one (1) complete set of full size prints of all drawings. On this set, with red pencil or ink, the CONTRACTOR will neatly inscribe all changes in work. At time of final acceptance, and prior to final payment, these corrected prints will be presented to the ENGINEER. The CONTRACTOR will note all data and changes on these record drawings in sufficient detail and clarity to provide information necessary for preparation of "as built" drawings by the GOVERNMENT.

E. GUARANTEES, WARRANTIES AND CERTIFICATES

i. The CONTRACTOR will submit all guarantees, warranties and certificates to the GOVERNMENT prior to final payment.

ii. The GOVERNMENT requires a 100% warranty for a period of one full year after final acceptance. Items of work found defective during the warranty period will be replaced at no cost to the GOVERNMENT and the warranty for that particular part of the work shall automatically extend for one full year beyond the completion date of repairs.

iii. If a manufacturer or supplier offers a guarantee in excess of the one year requirement outlined herein, then the longer guarantee period will apply for those particular items.

SlTE WORK MOBIUZA TION

PART l-GENERAL

A. DESCRIPTION

i. Work Covered by Contract Documents

1. The overall scope of the Work which is described in Section 01100 of these Specifications.

2. It is the intent of the Contract Documents to cover all aspects of the Project. Should there be some item or items not shown on the Contract Drawings or not described in these Specifications which are required for the Work, those items and the furnishing of all labor, materials, and equipment shall be considered incidental to the Work and no additional compensation will be provided.

3. The Work includes the furnishing of all labor, equipment, tools, machinery, materials, and other items required for the construction of a complete project as specified. Equipment furnished shall be in safe operating condition and of adequate size, capacity, and condition for the performance of the Work. CONTRACTOR shall obtain all measurements necessary for the Work and shall be responsible for establishing all dimensions, levels, and layout of the Work.

4. CONTRACTOR shall be solely responsible for the coordination of its activities with regard to the Project and the activities of Subcontractors and Owner.

5. CONTRACTOR shall obtain all licenses and permits that may be required.

ii . The Work covered by this section of the Specifications consists of, but is not limited to furnishing all supervision, labor, equipment, and materials and performing all operations necessary to:

1. Move (mobilize) personnel, equipment, supplies, and incidentals to the project site;

2. Perform all preparations necessary to commence performance of the Work;

3. Perform all work that must be performed before beginning work on the various items for which payment is provided elsewhere in these Specifications;

4. Furnish all submittals described in these Specifications ;

5. Furnish all insurance required specifically for this project;

6. Provide a' performance bond or the Work; and

7. Obtain all permits required specifically for this work.

iii. The Work covered by this section also includes removing (demobilizing) all equipment from the project site after it is no longer necessary and cleaning up the area within the construction limits at the completion of the Work.

B. SUBMITTALS

MOBlLIZA TION

i. The following submittals are required as part of the CONTRACTOR's mobilization, and shall be submitted within five (5) days of being given Notice to Proceed.

1. Project Schedule

· The Project Schedule shall be as defined in Section 01330 and the General Conditions.

2. Project Contacts

· CONTRACTOR shall submit to CO/COR a list of personnel available for ongoing technical support and who are familiar with the Project and are responsible for its completion.

· The list should include at least two persons and should include names, functional titles, mailing addresses, delivery addresses, and phone numbers.

· At least two phone numbers shall be furnished which will provide 24-hour answering by a competent technical representative of CONTRACTOR in the event of an unanticipated condition requiring immediate attention. At least one person should be available at all times for immediate response to the site within 2 hours of being called. This person shall have authority to make field decisions for CONTRACTOR.

PART l-GENERAL

1. The requirements of this section shall include the excavation, backfilling, compaction, and grading necessary for the installation of the pipeline as shown on the drawings and specified herein.

i. The Contractor shall have utility owners field mark utility locations and verify location of existing utilities prior to excavation.

m. The Contractor shall keep all excavations free of water.

iv. Trench excavations shall be as shown on the trench detail in the Contract Drawings. Trenches shall be kept dry during the installation of the supply pipe.

E. Submittals: The Contractor shall submit compaction tests made by an independent testing laboratory. All tests shall be paid for by the Contractor.

a. In-place field density tests of embankment fill shall be tested for compliance with these specifications in accordance with ASTM Standard D 1556 or Nuclear Testing Standard 2922. Tests which do not meet the density standards shall be repeated after the material has been re-compacted.

b. All density tests shall be in accordance with ASTM D 698 at the Standard Proctor maximum dry density specified and within -1 to +3 percent of the soils optimum moisture content.

c. Testing shall be conducted at various locations disturbed by construction operations. A total of 2 density tests shall be taken and the locations of the tests shall be at the discretion of the Government Inspector.

18. MATERIALS

i. Embankment material: Embankment material shall be mineral soil and shall be clean, free of rocks over 1 inch in greatest dimension , trash, muck, and vegetative material. All backfill material shall be obtained from the excavated site area.

ii. Granular Material: Granular material for pipe bedding shall be WisDOT Section 209 Granular Pipe Backfill. Granular material furnished and used in the work shall consist of natural sand or a mixture of sand with gravel, crushed gravel, crushed stone or other broken or fragmented material.

A. PIPE TRENCH EXCAVATION

i. All trench areas shall be excavated free (stripped) of any gravel, topsoil, or vegetation.

ii. Excavate trenches to line and grade shown on Drawings.

iii. Pipe Envelope: Trench width and initial backfill depth, as indicated on Drawings. Width at top of excavation will vary depending on soil and depth.

iv. Over-excavation below grade shall be corrected by replacing and compacting with granular material to 100 percent of Standard Proctor density.

v. Slopes: Excavated to at least the angle of repose and as required by the Accident Prevention Division of the State Industrial Commission or OSHA, whichever is more restrictive. Brace, shore, or sheet and drain excavation to protect property and provide worker safety.

vi. Pile excavated material in a manner that will not endanger work.

vii. Segregate soils in excavated material that are unsuitable for trench backfill and dispose of as specified in this Section.

v111. Dewater ground as necessary to excavate trench and install pipe. Hold ground water level to a minimum 2 feet below pipe bottom of pipe bedding.

ix. Direct surface and groundwater discharges to natural drainage channels or drains. Provide energy dissipation at discharge point of dewatering wells or points (if used). Provide dewatering sedimentation basins at discharge point of trench sump pump.

x. Over-excavate when bottom of trench contains unstable or unsuitable material. Bring excavation up to pipe grade with compacted select granular or suitable material taken from excavation. Notify Engineer of soil conditions which may be poor bearing capacity and when organic soils are encountered. Install additional rock stabilization at direction of Engineer.

xi. Provide temporary support, remove, relocate, or reconstruct existing utilities located within trench excavation. Utility owner shall designate method employed. Use care and provide compacted fill or other stable support for utility crossings to prevent displacement, rupture, or failure.

xii. Excavate to expose existing utilities that cross in close proximity to new pipe line to determine utilities' location ahead of pipe installation to avoid

grade conflict. Measure to determine utilities' location relative to new pipe line location. Deviation from alignment, grade, and location to avoid conflict may be ordered by the Engineer. Plan work with Engineer at preconstruction conference and coordinate activities during course of work.

B. INITIAL BACKFILL - PIPE EMBEDMENT

i. Pipe shall be installed with a minimum bedding as shown on the Drawings.

ii. Place backfill in uniform layers not to exceed 8 inches before compaction. Tamp each layer to eliminate possibility of lateral displacement and provide uniform support. Compact to a minimum of 95 percent of Standard Proctor density. Existing embankment material may be used.

C. FINAL BACKFILL

i. Backfill with suitable materials selected from excavated materials.

ii. Embankment material shall be placed in uniform depth layers not exceeding a loose depth of 8-inches. Embankment fill shall be machine compacted over the entire width and compacted to at least 95% of the soils maximum Standard Proctor dry density at -1 to +3 percent of the soils optimum moisture content. Backfill not meeting the requirement shall be excavated and re-compacted at the Contractor's expense, and no claim for delay will be permitted.

iii. Hand operated compaction equipment only, will be permitted in the pipe trenches and within five (5) feet of all concrete structure walls.

iv. All trenches shall be excavated and shored as necessary, in accordance with OSHA requirements. The trench shall be wide enough to permit operation of hand operated compaction equipment without damaging the pipes. The trench shall be as shown on the Contract Drawings.

v. Excavated material not suitable or required for backfill shall be disposed of legally.

vi. Scarify slopes receiving fill to permit new fill to bond. Allow clay, heavy loams or sandy loam soils to dry before using as fill.

D. FINISH GRADING

i. Plow, disk and drag any areas disturbed by construction operations to match adjacent areas.

ii. Stockpiled topsoil shall be placed on all disturbed areas requiring grass growth. The topsoil shall be placed in a layer 4-inch thick. No special compaction of topsoil is required. Topsoil removed from the construction limits shall be re-used to the extent available and be graded to blend to the finished grade.

SITE WORK PIPING AND FITTINGS

PART I-GENERAL

iii. Work in this section includes furnishing and installing all PVC pipe including fittings, and appurtenances to the system as shown on the Contract Drawings.

iv. Pipe Standards: PVC pipe shall meet cell class 12454 as per ASTM Dl784, ANSI/NSF Standard 61 for potability, and ASTM D 1785 or ASTM D 2241 for pressure pipe.

v. Fittings: All fittings shall be Schedule 80 PVC.

vi. Delivery, Storage and Handling:

1. Piping: Deliver with factory-applied end-caps. Maintain end-caps through shipping, storage, and handling to prevent pipe-end damage and to prevent entrance of dirt, debris, and moisture.

1. Protect stored piping and flanges from moisture and dirt. Elevate above grade.

2. Store plastic piping protected from direct sunlight. Support to prevent sagging and bending.

vii. Submittals: The Contractor shall submit shop drawings and pertinent descriptive data describing piping, couplings, and appurtenances which are proposed for installation. Shop drawings shall show all pertinent dimensions, materials, configurations, coatings and accessories. Four copies each of the following are required:

1. Manufacturer's specification and data sheets for all PVC pipe and fittings.

2. All system cleaning and pressure tests.

20. MATERIALS

A. Piping:

A. Casing: 12" diameter. Permanent well casing shall be Steel.

1. Minimum bonding area for casing shall be 98 square inches exceeding ASTM F 480. Casing shall be manufactured with an IC- 0 impact classification.

2. Drop Pipe and Fittings: Schedule 80 PVC meeting ASTM 1784, ASTM 1785, and NSF Standard 61 and NSF 14. The joints shall be solvent welded.

B. Metallic-Lined Plastic Underground Warning Tapes:

1. Install continuous Polyethylene plastic tape with metallic core, 6 inches wide by 4 mils thick, solid blue in color with continuously printed caption in black letters "CAUTION - WATER LINE BURIED BELOW" directly above pipe line during backfilling operations. For supply line place tape 18 inches below finished grade. For drain line pipe place tape 8 feet above pipeline.

PART 2- EXECUTION

A. All excavations shall comply with OSHA 29-CFR1926-Subpart-P Excavations.

B. Excavate, backfill and compact pipe trenches in accordance with Section 02200.

C. Installation of Pipe and Pipe Fittings:

1. Installation procedures shall ensure compliance with the pipe manufacturer's installation specifications and recommendation guides so that joint deflections and stresses do not exceed allowable limits.

2. Pipe interiors shall be clean and free of all foreign matter before jointing.

3. When work is not in progress, securely close open ends of pipe and fittings.

D. Field Quality Control:

1. Piping Tests: Conduct piping tests before joints are covered. Fill pipeline 24 hours prior to testing and apply test pressure to stabilize system.

2. Hydrostatic Tests: Test at not less than 150 psi pressure for 2 hours.

3. Increase pressure in 50-psi increments and inspect each joint between increments. Hold at test pressure for one hour; decrease to O psi. Slowly increase again to test pressure and hold for one more hour. Maximum allowable leakage is 1 quart per hour per 50 joints. Remake leaking joints with new materials and repeat test until leakage is within above limits.

SITE WORK WELL CONSTRUCTION

PART I-GENERAL

1.01 DESCRIPTION OF WORK

A. This section includes furnishing all labor, equipment, and materials and performing all operations necessary for the construction of one well. The work includes, but is not limited to: one drilled well; 12" diameter casing;; grout seal;); development of the well to produce the discharge capacity required ; 10 HP submersible pump; 6" drop pipe; all electrical wiring and lines from the pump and to the meter; testing, and all other work as specified.

B. Information regarding depths of well are estimates based on the information available to the SERVICE. Determination of where a usable aquifer exists shall be the responsibility of the CONTRACTOR, with the assistance of the SERVICE representative. In all cases, the final depth of the well shall be approved by the SERVICE.

C. Drilling which results in an unusable well or a dry hole will be reimbursed by the SERVICE only when the practices outlines in these specifications or approved by the SERVICE representative have been followed. Unusable wells or dry holes which result from equipment failure, CONTRACTOR error or negligence, or other factors which are not the fault of the SERVICE will not be reimbursed.

1.02 CONTRACTOR QUALIFICATIONS

A. The work shall be completed by a water well drilling contractor registered in the State of Wisconsin, who shall comply with all applicable rules, regulations, and guidelines published by the State of Wisconsin regarding the performance of the work. Each bid shall include a copy of the well Contractor's current State of Wisconsin license.

1.03 PERMITS AND REGISTRATION

A. CONTRACTOR shall be responsible to complete and submit all water well and pump report forms required by the State of Wisconsin.

1.04 SUBMITTALS

A. Product Data for well pumps (including pump curve) and each accessory specified.

B. Casing Material, diameter, thickness, weight per foot, and depth below grade

C. Screen Material, construction, diameter, and opening size.

D. Pumping test including static water level, maximum safe yield, and drawdown at maximum yield.

E. Log of formation indicating strata encountered.

2.02 WELL CASING

A. Permanent well casing shall be Steel.

WELL CONSTRUCTION

B. If requested, the CONTRACTOR shall furnish the SERVICE with a copy of a receipt or invoice from the casing supplier.

2.03 GROUT MATERIAL

Grout material for sealing the annular space between the casing and boreholes shall be neat cement grout or neat cement plus bentonite. Neat cement grout shall consist of a mixture of 1 bag of cement (94 pounds) of Type 1 or Type 1A (air-entraining) Portland cement to not more than 6 gallons of clean water.

2.04 SUBMERSIBLE PUMP

A. Pump Type: High Efficiency, submersible-type, vertical-turbine well pump complying with Hydraulic Institute (HI) 2.1-2.5 with the following features. Pump with 3 Phase converter shall be sized to provide the following capacity:.

1. The pumps shall have the capacity to supply a minimum of 250 gallons per minute at dynamic head.

2. Motor: Stainless steel casing with epoxy coated end bells, capable of continuous operation under water, with protected stainless steel cable guard.

3. Bowl: Cast iron turbine bowl with replaceable silicon brass wear rings.

4. The well pump shall be equipped with a check valve.

2.05 WATER METER

A. The nominal size of the meter shall be 6".

B. The meter shall comply with applicable prov1s1ons of the American Water Works Association Standard No C704-91 for cold water meters.

C. The meter shall be capable of measuring cumulative gallons pumped as well as instantaneous flow rate (250 gallons per min shall be used). The instantaneous flow rate shall accurately measure approximate! 500 lions per minute.

D. The totalizer shall be six-digit, straight-reading, driven by a positive direct drive mechanism from the impeller coupling, and shall register gallons.

2.06 SUBMERSIBLE PUMP CONTROLS AND CONTROL PANEL

A. The panel required for mounting the components to shall be provided by the Government. The controller shall be provided by the Contractor.

2.07 SUBMERSIBLE PUMP ELECTRICAL INSTALLATION

A. Electrical service shall be provided in accordance with the Electrical Administrative Act, Act No. 217, PA of 1956 as amended and NEPA - 70 National Electrical Code.

B. Electrical cable and wiring from the pump to the meter shall be sized per manufacturer's recommendation. The pump shall include a 240 volt 3 phase safety switch with S Drive phase converter and built in controller. .

2.08 PUMP DROP PIPE AND WATER SERVICE LINE

A. The drop pipe and couplings shall be 6" PVC Schedule 80. Pipe shall be equipped with 90 degree elbow and vacuum breaker valve. The pump will discharge through a top of casing sanitary seal.

2.10 WATER LEVEL MEASURING DEVICE

A. Water levels will be measured during well operation with an airline and pressure gauge installation.

2.11 DISINFECTANT

A. Chemicals which present a danger to the hatchery, such as chlorine, shall not be used for disinfecting the drilling water, well, pumping equipment, storage tank, and piping. Disinfecting shall only be required under direct order by the SERVICE following the results of the water testing.

2.12 WARNING TAPE

A. Warning tape shall be solid blue film with metallic core and continuously printed in black-letter caption "CAUTION- WATER LINE BURIED BELOW."

PART 3-EXECUTION

3.01 WELL CONSTRUCTION

WELL CONST RUCTION

A. Well Location - The well shall be constructed at the approximate location staked at the site by the SERVICE. Any deviation in location shall be approved by the SERVICE.

B. Drilling Method-The well shall be constructed using either the cable tool, rotary drilling method or other approved method approved by the SERVICE.

C. Drilling Equipment - Drilling machines shall be of sufficient size to efficiently complete the work. If requested by the SERVICE, the CONTRACTOR shall present evidence of sufficient equipment and tools to complete the work.

D. Well Screen -The CONTRACTOR shall select the screen to be used based upon analysis of samples from the formation. For gravel-packed wells, the slot size should be such that 90 percent of the gravel pack material is retained by the screen. The minimum length and diameter of the well screen should be based on a maximum inlet velocity of 0.1 feet per second for the selected slot size.

E. Formation Sampling and Well Records - The CONTRACTOR shall maintain a complete and accurately written record of types of formation encountered, depths and thicknesses of formations during construction of a well. Such written log shall be available for inspection on site at the request of the SERVICE. The CONTRACTOR shall be responsible for collecting and evaluating formation samples at each change of formation and at each five-foot interval above the water level and each two-foot interval below the water level. The completed water well record shall be submitted directly to the SERVICE within 60 days of the completion of the well. Final approval and payment by the SERVICE shall be withheld unit the water well record has been submitted.

F. Temporary Capping - At all times during the progress of the work, the CONTRACTOR shall use reasonable precautions to prevent either tampering with the well of the entrance of foreign material into the well. Upon completion of the well, temporary capping shall be provided.

G. Well Alignment-The completed well shall be sufficiently plumb and straight.

H. The casing shall be terminated 2 feet above the 100 year flood mark, or 638 feet above sea level.

3.02

GROUTING

A. General Requirements

1. The annular space between the well casing and boreholes shall be tightly sealed to prevent the entrance of surface water and the vertical migration of contaminants along the well casing and borehole.

2. The CONTRACTOR shall be responsible for determining the volume of grout required. The volume of dry cement or cement/bentonite grout available on site

shall be at least 25% greater than the calculated volume of dry grout required to fill the annulus. In no case should the grout volume mixed be less than the calculated volume.

3. The CONTRACTOR shall maintain records of the grouting method and the volume of grout material used.

4. Neat cement grout shall be consistent in texture, free of lumps and shall be pumped into the annulus before initial set.

5. When the SERVICE representative authorizes the CONTRACTOR to grout the well in his absence, the CONTRACTOR shall provide the SERVICE with a copy of a billing invoice for the grout material purchased. Such invoices shall be submitted to the SERVICE with the final bill.

B. Grouting Methods Grout material shall be placed into the annular space between the well casing and borehole using one of the following methods: of approved by the SERVICE prior to use:

1. Tremie Pipe Outside Casing - A tremie pipe, minimum size ¾ inch 1.0. shall be placed to the bottom of the zone to be grouted. Grout material shall be pumped down a gout pipe (tremie) and placed in the annulus, from bottom to top, in one continuous operation. The end of the tremie pipe must be submerged in the emplaced grout at all times until grouting is complete. The tremie pipe shall remain full of grout at all times until grouting is complete. The tremie pipe shall remain full of grout at all times until grouting in complete. In the event of interruption in the grouting operations, the bottom of the pipe should be raised above the grout level and not be resubmerged until all air and water have been displaced from the tremie pipe.

2. Displacement Plug Method - The well casing shall be raised off the bottom of the drillhole high enough to allow flow of cement up the annulus. The required volume of grout shall be placed into the well casing. A drillable displacement plug is placed on the top of the grout column. Pressure is then applied to the displacement plug to push it to the bottom of the well, forcing the grout up the annular space. Pressure on the displacement plug shall be maintained a minimum of 24 hours or until such time as a sample of the grout indicates a satisfactory set. If the grout material does not appear at the surface upon completion of grouting by the displacement method, grouting of the remaining annular space shall be accomplished by the tremie pipe placement method.

3.03 ROTARY DRILLING

General Requirements -The following specification shall apply to all wells constructed using the mud rotary drilling method:

A. A sand separator or desander shall be used with the drilling fluid system to improve filter cake properties and formation samples, and reduce the potential for circulating

contaminants in the borehole. The desander shall be operated either continuously while drilling or each time an additional drill rod is being added to the drill stem.

B. The CONTRACTOR shall be responsible for controlling critical drilling fluid properties such as density and viscosity to avoid excessive downhole pressure, recirculation of cuttings, and damage to the water bearing formation. Measurements of drilling fluid properties may be required at the discretion of the SERVICE representative to determine if properties are within recognized industry standards.

C. After drilling through the contaminated formation, the drilling fluid may contain contaminants and require disposal as deemed necessary by the SERVICE representative. A fresh batch of drilling fluid shall then be prepared and used to drill the remainder of the well.

3.04 CABLE TOOL WELL CONSTRUCTION

General Requirements - The following specifications shall apply to all wells constructed using the cable tool method:

A. A temporary outer casing shall be used with the cable tool method in order to prevent caving of the overburden material and maintain an open annular space around the casing for grout. The temporary outer casing shall extend from the surface to a minimum of three (3) feet into a confining formation. If no confining formation exists, the temporary casing shall extend the length of the permanent casing. The temporary casing shall be pulled back and removed as grouting proceeds in order to expose the grout to the borehole wall.
