About this file

This is a Statement of Work (SOW) for conservation services to remediate mold damage in the museum collection at Vicksburg National Military Park (VICK) in Vicksburg, Mississippi. The contractor shall provide all labor, materials, equipment, and supervision necessary to evaluate, clean, and conserve approximately 635 wooden museum objects stored in Bally Building 1, of which 609 originate from the USS Cairo and 26 from the battlefield. The work includes conducting an on-site collection condition survey to assess the extent of mold infestation, providing treatment recommendations and cost estimates, transporting affected objects to an off-site facility for conservation treatment, and delivering comprehensive treatment reports with photographic documentation. All conservation work must comply with American Institute for Conservation (AIC) ethical standards and National Park Service minimal intervention treatment principles. The contractor is responsible for securing $100,000 in insurance coverage and must adhere to strict occupational safety requirements, including full personal protective equipment usage in Bally Building 1 due to suspected hazardous conditions from mold activity and 1960s-era brown preservative residue.

The contract structure includes a three-phase payment schedule with 33.33 percent of the total contract value due at each milestone: completion of the collection condition survey, completion of conservation treatment, and final delivery of objects with treatment reports. The proposal evaluation criteria include cost, technical approach, and relevant experience, with selection based on contractor credentials, experience with comparable projects, detailed methodology description, facility and equipment capacity, insurance compliance, and sample treatment reports. The site visit is scheduled for May 27, 2026, at 10:00 AM Central Time, with proposals due electronically to tclark@ios.doi.gov by the closing date. The National Park Service retains all rights to materials and documentation produced under the contract, which must be held in strict confidence and secured in locked filing cabinets or safes. The primary points of contact are Contracting Officer's Representative Christopher Downey and Museum Curator Carly Plesic at VICK.

STATEMENT OF WORK

Remediate Mold in Museum Collection Vicksburg National Military Park

This project will address efforts by Vicksburg National Military Park (VICK) to provide professional conservation assistance to remediate mold from its museum collection.

SCOPE

In accordance with the terms and conditions of the Contract, the Contractor shall perform the work as described below for the National Park Service (NPS).

The contractor shall provide all services and materials necessary to evaluate, clean, and conserve the objects affected by the mold. The contactor shall also provide the park with written treatment reports and photographic documentation regarding all steps taken and materials used.

CONFIDENTIALITY

The information developed under this Contract is the property of the U. S. government and shall be kept in strict confidence.

BACKGROUND

Vicksburg National Military Park (VICK) is located in Vicksburg, MS, an hour west of Jackson, MS, and ninety minutes north of Natchez, MS.

Sometime during the fall/winter of 2022, mold was first noticed in Bally Building 1 after a power outage. This is often an overlooked storage facility, and it is likely that the HVAC was not working for several weeks/months resulting in the mold infestation. This Bally Building holds 635 wooden museum objects. 609 objects are from the USS Cairo and 26 are from the battlefield.

All conservation treatment must be carried out in accordance with the principles and practices specified in the Code of Ethics and Standards of Practice of the American Institute for Conservation (AIC). Ethical considerations as well as NPS Management Policies call for restoration treatment to be the minimum necessary, fully documented, and without fraudulent intent.

NPS policy calls for a “minimal intervention” treatment strategy of doing the least possible to the object that in any way alters its significant characteristics. The Park and the contractor will take “minimal intervention” into account when discussing treatment. It is understood that more intervention may be necessary.

JOB CONDITIONS:

Conditions in Bally Building 1 are suspect due to the level of mold activity. Due to fluxuations in temperature and humidity the wooden objects have oozed a brown-colored preservative that was used in the 1960s. The preservative has run all over the shelving units, the walls, and the floors. It is highly recommended that full Personal Protective Equipment (PPE) is used in the building. The Contractor takes full responsibility for their health and safety.

Food, drink, and tobacco products are not allowed inside the Bally Building. All work on-site must be done in accordance with NPS safety policies.

WORK LOCATION

The contractor will be responsible for packing and moving the affected objects from Bally Building 1 and perform conservation at an off-site location.
