STATEMENT OF WORK:

Cyclic Replacement of Maintenance Facility Roof

Cyclic Replacement of Maintenance Facility Roof SOW VICK

Introduction:

Vicksburg National Military Park (VICK) is comprised of several discontinuous units related to the US Civil War, including:

The Campaign For Vicksburg: For 18 months Union and Confederate Forces engaged each other all through the region as they positioned for control of Vicksburg.

The Siege of Vicksburg: For 47 days, the Union General US Grant held the Confederate Army and city of Vicksburg under a hard and brutal siege.

The multiple sites are managed under one administration and are located in and around a 40-mile radius surrounding Vicksburg, Mississippi. Sites related to the Campaign For Vicksburg include the Port Gibson Unit (Shaifer House), Raymond Unit (Battle of Raymond), and Champion Hill (Crossroads and Coker House). The Siege of Vicksburg sites include the main battlefield and National Cemetery within the City of Vicksburg, Pemberton's Headquarters, Louisiana Circle, Navy Circle, and the USS Cairo.

Because of the integrity of the resources, Vicksburg National Military Park, the USS Cairo, and the National Cemetery are listed on the National Register of Historic Places. In addition, the engines and boilers of the USS Cairo are Historic Mechanical Engineering Landmarks, and Pemberton's Headquarters has been designated as a National Historic Landmark.

Objective:

This contract shall address the replacement of roofing components on the Maintenance Facility located at Vicksburg National Military Park. Contractor shall remove and dispose of the existing standing seam roofing system (approximately 110 square) in its entirety. Once removed, contractor shall inspect and repair roof decking (approximately 900 square feet), fascia (approximately 120 lineal feet), chimney and wall flashing elements (approximately 12 square feet). The Contractor shall carefully remove, store/ and protect cooper cornices at all four gable walls – raised building additions. Contractor shall also remove and dispose of the existing copper gutter and downspout system (approximately 1100 lineal feet) in its entirety. Park staff shall approve and document all repairs made by contractor. Upon approval and completion of repairs, contractor shall install new “in-kind” complete metal roofing and gutter system approved by Park from contractor’s submittals.

SCOPE:

1. Contractor shall provide all material, equipment, parts and labor required to perform all of the work of this contract.

2. No ground disturbance is authorized.

3. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor within state and federal regulation.

a. Work with NPS on recycling all Metal to be disposed.

4. Contractor shall field verify all quantities and dimensions of this Statement of Work (SOW).

5. Contractor shall provide a work site and environment that is safe for employees, for visitors to the Park, and NPS staff. The work area shall be cordon off (if necessary) and secure.

6. Contractor shall leave the worksite clean and free of construction debris.

7. Contractor shall provide safe passage into the building for the duration of the contract.

8. All work shall be performed Monday through Friday from 7:00 am until 3:30 pm. No work shall be performed on weekends or federal holidays without prior approval.

9. The Park shall designate contractor, employee parking, equipment staging areas, and access points.

No company signs shall be installed on government property. Smoking (designated area outside complex) and eating shall be performed in areas designated by the Park. Employees shall wear appropriate clothing at all times.

10. Contractors shall notify NPS staff of scheduled site visits to ensure access to secure areas.

11. The Davis-Bacon Act applies for this contract.

Tasks: This contract shall include, but is not limited to the following tasks:

1. Contractor shall use tarps to catch falling coatings, fasteners, and all other debris from tear-off. (Covering shrubs, utilities, ramps, etc.)

a. Contractor shall document the existing roof panel installation.

2. Contractor shall remove existing copper gutter system and install new “in-kind” 16 oz.

copper gutter system as sold by (Old World Distributors, Guttersupply.com, etc.).

(Including, but not limited to gutters, hidden hangers w/ clips, downspouts, brackets, soldered joints, fasteners, etc.)

a. Submit existing material with sample material for comparison match.

3. Contractor shall remove existing standing seam metal roofing system and install new

“in-kind” copper colored standing seam metal roofing system. (Including, but not limited to standing seam metal panels, panel clips, synthetic underlayment, self-adhered membrane underlayment, rosin paper between metal and underlayment, fasteners, rake and fascia flashing, bade and step flashing, etc.)

a. Match method of construction (installation) for watertight roof system.

b. Submit existing material with sample material for comparison match.

c. Synthetic underlayment and/or self-adhered underlayment shall be applied over

15lb felt paper and/or flashing and ice and water shield per NCRA guidelines.

Do Not adhered underlayment to the existing wood decking.

d. Install new cricket behind chimney and replace step flashing per NCRA. Existing flashing along is not adequate to deter existing leaks.

4. All wood decking shall be inspected and repaired by contractor prior to installation of new roofing system with Park approval.

a. Match grade of existing sound decking material.

5. All rake copper crown molding shall be inspected and repaired by contractor prior to removal and installation of new roof.

a. Conduct visual inspection with COR so appearance is known before work commence.

b. Photo document.

6. Surrounding landscape and work areas shall be raked and free of roofing particles and fasteners.

Specific Requirements:

1. Standing seam panels shall be of Flat Pan (smooth profile) pattern, 1 ½“ field-lock or snap-lock type with a minimum thickness of 26 gauge and copper in color.

a. Contractor shall provide samples to the park for color selection.

2. Standing seam panels shall match, as closely as possible (± ½”), existing panels in width and vary in lengths to mimic existing staggered pattern.

3. Gutters and downspouts shall match existing in size and profile, be 16 oz copper and connect to existing drainage features.

4. Pipe stacks (3 or more) shall be boot style flashing with no exposed fasteners. Metal material shall be the same or compatible with metal roof panels.

5. Underlayment shall be synthetic.

6. Self-adhered membrane underlayment shall be smooth in texture, have a minimum heat resistance of 240° F, a minimum thickness of 40 mil and be approved by the manufacturer for installation under metal roofing.

7. Ice and water shield membrane shall be installed at eaves then extend upslope, transitions, valleys, and at penetrations.

8. Fasteners shall not be visible or protruding through decking.

9. All roofing components shall be installed to meet the following building code:

International Building Codes (IBC)

10. All roofing components installation shall adhere to the National Contractor’s Roofing

Association (NCRA). Details provided for proper install of various roof components.

11. Obtain Metal Recycling Dumpster for all metal disposal from Keys Recycling, Vicksburg, MS or other vendor. Provide weight tickets to the Chief of Facilities.

Submittals:

Contractor shall submit cut sheets to the COR for material approval prior to use for the following items:

Product Submittals (Cut Sheets):

1. Metal roofing system (gauge, color, etc.)

2. Gutter system (size, gauge, profile, color, etc.)

3. Synthetic underlayment

4. Self-adhered membrane underlayment

5. Ice and water shield underlayment

6. Fasteners (material, size, etc.)

7. Equipment (dumpster, lifts, ground pressure, etc.)

Period of Performance:

Shall be determined once the contract is awarded – project is not expected to last more than 365 days.

SAFETY:

All work performed on government property shall be accomplished in accordance with OSHA, EPA, Federal, State and local regulations and requirements. Prior to starting work on government property, the contractor shall submit to Vicksburg National Military Park (VICK) for approval a copy of their project/site specific safety plan - NOT THE COMPANY PLAN - pertaining to this particular contract. NPS Safety Managers will also review the plan for conformance with executing this project requirements.

Although not all inclusive, the safety plan must address at a minimum the following areas:

1) Fall Protection

2) Heavy equipment operations (if required)

3) Public/visitor safety (barriers/signage, etc…)

4) Traffic safety plan (if required)

5) Trenching/sloping of soil (if required)

6) Personal protective equipment to be used

7) Hazardous materials (HAZMAT) to be used

a. Copies of Safety Data Sheets must be provided to VICK

b. Storage of HAZMAT

8) Emergency response protocols

9) Personnel training requirements

10) OSHA DART rate

a. OSHA 300A Summary for last three years

Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the VICK Collateral Duty Safety Coordinator. The contractor shall be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.

SECURITY & WORK HOURS:

Contractor shall only perform this work during normal operating hours (7:00am – 3:30pm) from Monday to Friday, unless Park gives approval.
