STATEMENT OF WORK

National Park Service Law Enforcement Vehicle Equipment Install

1.) DESCRIPTION OF AGREEMENT:

Upper Delaware Scenic and Recreational River (UPDE) requires the purchase and installation of emergency equipment for two police purposed vehicles. Make of vehicles are 2024 4WD Special Service Chevy Tahoes on lease from General Service Administration (GSA).

GENERAL REQUIREMENTS

Outfitting and repairs is a recurring requirement at all National Park Service Law Enforcement offices. This Statement of Work is for The National Park Service to get Law Enforcement Vehicles installed with emergency equipment.

The vendor must be experienced in the installation of emergency equipment. The vendor must design all of their law enforcement platform installations to the exact specifications of the ordering agency, not from a set number of “option packages. No two agency platforms are identical. Vendors must understand each law enforcement agency has a specific mission and a unique set of requirements.

Each individual vehicle will be treated as one component of the overall project. Interested contractors will be required to bid on vehicles together for the entire project. Each vehicle can be quoted separately if needed. The U.S. Government may choose, at its sole discretion, to contract any of the components individually or contract the entire project at once. It is preferred to contract the entire group of vehicles at one time.

UPDE utilizes purpose built, specialized Patrol Vehicles capable of emergency response for developed and off-road areas. The patrol vehicles will be assigned to Officers within the Visitor and Resource Protection Division to support the National Park Service (NPS) Mission. Patrol Vehicles are leased to UPDE by the General Service Administration. GSA is the only authorized provider for the Federal Government for vehicle sourcing. This request is for Law Enforcement Equipment Installation on the GSA leased vehicles. Equipment requested will be procured by the selected vendor.

Make of vehicles are 2024 4WD Special Service Chevy Tahoes. These vehicles will be installed with police purposed equipment to support patrol officers. These vehicles have been delivered with limited pre installed Law Enforcement specific vehicle equipment from GSA with no center console. This equipment may need to be replaced, modified, or adjusted depending on the needs of UPDE Officers. A complete list of equipment will be listed below. The equipment specifications are written to meet the needs of the Upper Delaware Law Enforcement Officers.

The vendor will procure and install the requested equipment and harnesses for each vehicle.

PRIORITIES:

Uniformity, Standardization, Ease of use, comfort, safety, ruggedness. Law Enforcement Division vehicles can be shared and require standardization for ease of operation and Officer Safety. Standardization of the internal layout of vehicle accessories as well as the operator controls is part of this uniformity. The primary concern is the safety of the individual officer operating the vehicle during what may be a high stress situation. Longevity of the installed products is a priority due to vehicle remaining in patrol functions. Ruggedness of harnesses, wiring components, and equipment due to rough terrain and harsh environmental condition is needed.

GENERAL INSTALLATION GUIDELINES:

Selected vendor must be able to service vehicle. UPDE Law Enforcement operations is a 24/7 hour 365 days a year operation. Limiting vehicle down time is paramount due to emergency response requirements.

Experience Required. Due to the unique needs and specialized uses of police vehicles its necessary the selected vendor be experienced with the installation of Police/Law Enforcement and Emergency vehicle components.

DELIVERY OF VEHICLES: The National Park Service (UPDE) has receive both vehicles from GSA and our currently on site. The vehicles will be shuttled to and from the selected vendor by NPS staff.

USE OF QUALITY MATERIALS:

Awarded vendor must utilize quality wiring, equipment, metal material, and custom fabrication when integrating law enforcement packages into vehicles. Vendor must be able to provide the most technologically advanced and safe emergency equipment. These companies include bluePrint/Sound Off, Jotto Desk, PSE, Whelen, Code 3, Setina and Federal Signal etc.

LAW ENFORCEMENT SPECIFIC CONSTRUCTION:

Vendor must specialize in law enforcement specific construction. Prior to a project starting, vendor must meet with an agency representative and obtains a detailed account of requirements, and then creates a conceptual plan for installation and discussing equipment options with the agency representative. Vendor must consider design, electrical, audio, video, communication, and networking infrastructure prior to project finalization. This includes the agency’s law enforcement specific components such as Motorola radio frequencies, VHF or UHF radio antennas, and level of covert appearance. When necessary, Vendor may be required to include customized fabrication of equipment racks, utility housings, and electronics.

The Vendor must provide all of the above detailed construction requirements and law enforcement components such as communication wiring, radio synching electronics, power demands, and networking systems without outsourcing to other companies. Every facet of manufacturing is done at one central location. All parts and labor shall meet the requirements listed in the Class attachments. All final repairs and outfitting will be inspected by the on-site COR, and will be subject to their approval and acceptance, or rejection in the event of non-compliant parts.

2.) EXTENT OF OBLIGATION:

This Statement of Work is to establish an individual purchase document for the outfitting of two marked police vehicles. VINs can be provided as needed:

4.) INDIVIDUALS AUTHORIZED TO PURCHASE UNDER THE AGREEMENT:

Vendor must specialize in law enforcement specific construction to be considered to be authorized to place orders under this agreement.

5.) COMPONENT’S:

All components must meet or exceed the requirements spelled out in this solicitation.

Substitutions shall be approved by the Authorized Contracting Office. Specific components are specified for the safety of law enforcement officers working under tense, uncertain and rapidly evolving situations needing to make split-second decisions by being able to reliably operate any patrol vehicle in the fleet having consistent components, controls and function. Vendor is responsible for purchase of all components listed and supplies required for installation to include preparation of VHF radio.

DETAILED SCOPE OF WORK

All work performed will be in accordance with the standards established by the Consumer Electronics Association (CEA), Mobile Electronics Certified Professional (MECP), and the National Institute for Automotive Service Excellence (ASE)

All work will be subject to inspection by the individual agency. All equipment installation will have a minimum 90-day labor warranty.

Each install will be held to and checked for the following quality control measures (this is not all inclusive of every quality measure that is checked for but should be used as a guideline of the quality expected).

Light Bar flash patterns and color must be programed to Agency standards. For reliability, safety and uniformity the light bars and controllers must be of the same manufacture (When possible).

Program configuration must be accomplished using a Windows based computer program.

Controller must be equipped with a USB port to allow transfer of programs from computer to controller.

1. All grounding locations are required to use “star washers” under the ring terminal. All grounds will be checked for tightness and correct crimping as per MECP best practices for making low and high current connections.

2. Do not share factory grounding points with aftermarket equipment to minimize the risk of damage to OEM and aftermarket equipment. If an open or unused grounding point is unavailable, please use a nut and bolt as opposed to using self-tapping screws into metal. Also, you will need to sand or scuff the paint at the grounding points to ensure a good connection.

3. There will be minimum use of wire extensions and butt splices. We need to minimize the failure points of the install wherever possible. So, the extension of light bar control cables is unacceptable as is the extension of wires that were cut too short off the spool.

4. All crimp points need to be checked for proper crimps. The seam of the connector cannot be spread apart after the crimp. Also, the dimple of the crimp needs to be 180 degrees offset from the connector seam.

5. Any and all outside wire connections made (i.e. siren speaker, grille lights, inserts, wig wag, etc.) will need to be made with weather proof connectors or heat shrink used ½” on either side of the connection.

6. All wire runs that are out in the open and not tucked away under or behind a panel will need to be placed inside of black wire loom, zip tied to a factory wire harness (where applicable) or the framing to keep wires runs in a neat and consistent fashion.

7. Any pass-through wiring (wires that pass through a hole in metal) will need to have a rubber grommet installed at the pass through to prevent wire chaffing and accidental grounding as well as silicone used to prevent water intrusion.

8. All wire termination points will need 6” of extra wire or slack for any repairs that need to be made to equipment. The extra wiring will need to be neatly secured near the connection point to provide a clean install. All wiring runs will need to be zip tied, electrical taped, or loomed together where applicable. “Rats nest” wiring is not acceptable.

9. All equipment installed will be inspected for functionality and security. All parts need to be secured properly with the appropriate hardware that is in compliance with the part manufacturer and standards set by MECP best practices.

10. All wires and cabling will need to be run in a way that is free from pinch points, retaining clips. Sharp objects including metal edges, tucked away so the wires are not seen, and checked for any cuts in the wire insulation where grounding can cause performance issues.

11. Every wire connection needs to be checked for proper seating and correct wiring

12. Light lenses must be cleaned, and debris removed from the holes that were drilled for lighting inserts.

13. All trim screws need to be replaced when removed for installation of equipment. If any retaining clips, trim or interior panels, or dash panels are damaged and /or broken during the removal process, they will need to be replaced with an OEM equivalent or better

14. All panels and interior trim need to be fitted properly and correctly seated in position.

15. No carpet bulges. All carpeting must be flush, and no wires run under or around vehicle pedals or moving components where vehicle operator is seated. If wire or cabling needs to be run in this area, please run and use multiple secured on all wires above driver’s feet, behind knee bolster as far away as you can get it from moving parts.

16. All dash pieces need to be properly seated and free of damage. If installation requires modification or holes drilled in the dash the contractor will need to get prior approval from the contracting office

17. All OEM components will need to be checked for functionality prior to and after the installation has taken place. Please note any warning lights on the instrument cluster that may be on prior to the install. Do not perform the install if any warning light stays lit 10 seconds after the vehicle is started (with the exception of the TPMS light). Inform the agency of the light and have them make the necessary repairs prior to the install.

18. The vehicle cannot have any warning lights illuminated on the instrument cluster after the install (again with the acceptation of the TPMS light).

19. Seal all holes and grommets when mounting or where a pass through was made to prevent water intrusion with a urethane sealant.

20. All antenna coax ends will need to be properly crimped as per MECP best practices. There will need to be 6” of extra coax in addition to strain relief for repairs. Strain reliefs must be used on all microphone cables to prevent damage to cable ends.

21. Check weather stripping for proper seating if removed.

22. Vehicle will be checked for any exterior and interior damage before and after installation. If you notice any damage, please inform the agency before performing the install. The installer will be held liable for any damage that occurs to the vehicle while it is in their possession.

23. All areas where fasteners are used to mount equipment will need to be checked on both sides of the mounting surface prior to drilling to prevent accidentally running in to a wire harness or OEM/ aftermarket components.

24. Vehicle must be completely cleaned inside where the installation has taken place. All metal shavings must be removed from carpet areas, drip trays, and other surfaces

25. An Antirust inhibitor must be used where pass through holes are drilled through metal (i.e.

light bar cabling hole, firewall pass through, and NMO coax holes).

26. No splicing of vehicle factory wiring will be an acceptable practice of installation.

27. Activate Factory installed vehicle specific flashers for Police Package Vehicle.
