UPPER DELAWARE SCENIC AND

RECREATIONAL RIVER

PORTABLE TOILETS

SCOPE OF SERVICES (SOS)

1.0 Background

The Upper Delaware Scenic and Recreational River (UPDE) is the northernmost segment of the Delaware river, and the longest and one of the cleanest rivers in the Eastern United States that remains undammed the length of its mainstem. The National Park Service comanages this 73.4 miles of river corridor along with 15 municipalities, NY and PA states, and the Delaware River Basin Commission.

The Upper Delaware Scenic and Recreational River headquarters is located at 274 River Road, Beach Lake PA, 18405

2.0 Scope

The Contractor shall provide all the necessary labor, equipment, materials, and transportation to fulfill all the following requirements:

• Provide 17 regular and 3 handicapped accessible Portable Toilets and 1 Hand Wash station at 15 sites throughout the river corridor.

• The sites are: see attached map.

• Contractor shall clean and service the facilities once per week at 10 sites and twice per week at 5 sites. See attached Toilet Schedule.

• Move the Portable Toilets and Hand Wash Station to alternate locations at the same site upon advanced notification without added charge.

3.0 Objectives

This scope of services is to provide portable toilet service to various sites along the river corridor for the spring, summer and fall seasons. The initial delivery and placement of the portable toilets shall be coordinated with UPDE and the COR for the site for the delivery date and placement.

On a weekly schedule during the service period, the toilets shall be cleaned and serviced as necessary. The contractor shall provide all necessary products for the safe and sanitary use of the units during the service period and shall provide additional cleaning and servicing for ‘emergency’ circumstances during the service period at no additional cost.

At time of placement all units must be in new or “like new” condition constructed of Polyethylene Plastic (FIBERGLASS UNITS WILL NOT BE ACCEPTED).

Throughout the period of this order, all units must be free of graffiti, kept clean and in good working order, with no evidence of holes in screens, or gaps in door/floor closure, or improperly functioning hinges, springs and latches on doors, or holes or cracks in the walls or ceilings of the unit. The units will be level in construction and all floorboards firmly mounted to avoid any "rocking motions". Each unit must be inspected and approved by the COR or his designee prior to acceptance and placement at any site. Please include in your bid package a product description/specification of units you intend to provide.

The contractor shall pick up the portable toilets at the conclusion of the service period, coordinating with COR for the site.

3.1 Applicable Regulations

Portable units must meet all applicable federal, state, and local codes. Handicap accessible units must meet all appropriate accessibility standards. The Contractor shall be responsible ensuring compliance with all Federal, State, and local regulations governing the pumping, transportation, treatment, and disposal of sewage. Additionally, the Contractor shall be responsible for following all applicable Environmental, Health and Safety regulations, including the:

The Contractor shall also be required to properly implement cleanup procedures and make all applicable notifications to park personnel and the Commonwealth of Pennsylvania in the event of a sewage spill. The Contractor shall be licensed by the Commonwealth to transport sewage and shall have all transportation vehicles marked in accordance with the State Law.

4.0 Delivery

Performance under the contract is specified above.

Contractor shall Invoice on a Monthly basis after the services have been provided, in accordance with the DOI Electronic Invoicing, IPP.gov regulations.

10.0 Site Visit

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
