About this file

This is a Statement of Work for the procurement of a utility tractor to replace an aging 2004 Massey Ferguson 431 at the USDA ARS Moxee Farm research laboratory in Wapato, Washington. The farm operates over 50 acres of production fields and 100 acres of wildland grass, requiring a new tractor to support ongoing field trials for disease and insect screening as well as orchard and field work, including regular mowing and fire preventative maintenance.

The contractor must provide an open operator station (open cab) tractor with a minimum 50 horsepower engine and shuttle-type transmission with 540 RPM rear PTO. The tractor must feature a loader-ready configuration with factory-installed mounting provisions, hydraulic connections, and control valves; front-wheel assist or four-wheel drive capability; dual mid-mounted selective control valves for front-mounted implements; and dual rear selective control valves (factory-installed or equivalent) with independent hydraulic circuits and single-point hydraulic connection or quick-coupler compatibility. The solicitation identifies three models expected to meet specifications: New Holland WM50, John Deere 4066R, and Massey Ferguson 2850E. The USDA will offer the existing 2004 Massey Ferguson 431 as a trade-in, though contractors are encouraged to submit optional trade-in pricing. The tractor shall be shipped to Gerald Gefre at the facility address in Moxee, Washington. This is a small business set-aside (size standard: 1250 employees) under NAICS code 333111, issued as a Request for Quotation (RFQ) under solicitation number 1232SA26Q1499.
