About this file

This is a Statement of Work (SOW) for Everglades National Park's Gulf Coast Fuel Service contract. The contractor must provide marine-grade fuel delivery services—specifically 90 octane gasoline with no ethanol—to an aboveground storage tank (AST) located at 815 Oyster Bar Lane, Everglades City, Florida 34139. The estimated annual requirement is approximately 9,000 gallons per year for operation of the park's fleet of boats. The contract includes a base year (July 2026 to July 2027) and four option years extending through July 2031, with option years exercisable at the government's discretion.

The contractor bears full responsibility for all transportation, delivery documentation, and associated costs. Delivery vehicles must be structurally sound with proper certifications, safety signage, spill prevention equipment, and zero leakage; they must park at least 25 feet from the tank with the engine shut off. Drivers must possess valid Florida driver's licenses appropriate for their vehicle type, be trained on emergency refueling procedures, speak and read English, and maintain access to the vendor's Spill Prevention Plan. Emergency service response is required within 24 hours of notification. The contractor must submit an emergency spill plan to the park and provide invoices through IPP.gov with itemized breakdowns showing price per gallon, number of gallons delivered, and applicable taxes (limited due to the park's tax-exempt status). All work must comply with local, state, and federal regulations, with the driver required to contact the park's dispatch center at 305-242-7740 for emergencies and coordinate all deliveries with park representatives.
