STATEMENT OF WORK

PURCHASE, DELIVERY AND INSTALLATION OF METAL ARCH BUILDING

At The

Sandy Point National Wildlife Refuge St Croix, USVI July 8, 2020

The U.S. Fish and Wildlife Service, Sandy Point National Wildlife Refuge, is requesting proposals for the purchase of a pre-fabricated metal building (PFMB), delivery to St Croix, and the installation as per this Statement of Work (SOW).

BACKGROUND

During Hurricane Maria, metal storage containers (40-ft CONEX) in use at SPNWR were damaged beyond repair. The PFMB will provide hurricane-resistant storage and security for refuge vehicles and equipment. In addition to supporting normal refuge operations, the building will ensure that refuge vehicles and essential equipment survive a hurricane-impact and are available for recovery and resumption of operations post-hurricane.

GENERAL INFORMATION

Location:

The pre-fabricated metal building (PFMB) will be located at the refuge office site, which is adjacent to the entrance of Sandy Point National Wildlife Refuge, Plot #359 Estate Whim, Frederiksted, VI 00841- 0487.

Purpose:

This Request for Quotes is for the purchase, delivery, and installation of a conventional pre-fabricated metal storage building on the SPNWR office site per the specifications below.

Basis of Award & RFQ Contents:

This RFQ shall be a procurement from qualified bidders and will be awarded on a Lowest Price- Technically Acceptable basis. The bidder shall provide an adequate level of detail with the RFQ submittal (including building engineering specifications, materials specifications, floor plans, accessory list, site preparation, etc.) so that the Reviewing Official(s) can fully evaluate the proposals and recommend selection of bid that best fits the requirements of this project. Further discussions may be held with all bidders at the Government’s discretion, but are neither guaranteed nor required.

The RFQ shall include costs for the following components:

1. Storage Building Price: Comprehensive detail of building costs, including materials, engineering data and drawings.

2. Shipping and Delivery Price: Comprehensive detail of all transportation / delivery costs involved from the production facility to the installation site.

3. Site Preparation Price: Comprehensive detail of costs for site grub/grade/fill/compaction of the site, including:

(1) Fill material: appropriate graded material to fill existing, irregular elevation build site to create a 30-ft x 60-ft area having a uniform maximum height of 2-ft above adjacent grade.

4. Foundation: As per recommendations of PEMB manufacture.

5. Labor Cost (site preparation, concrete installation, building erection, etc.).

6. Overhead and Profit Cost.

General Notes:

1. The contractor shall supply all design, labor, tools, material, and expertise to perform all work required to complete the work in conformance with the Contract Documents and this Statement of Work.

2. Contractor shall coordinate with refuge manager in advance concerning the location for temporary office trailer and storage of material and equipment in the refuge.

3. Product Data Submittals will be required on all materials prior to procurement and installation.

All Product Data Submittals shall be transmitted to the Contracting Officer and Construction Representative for approval, which must be granted in advance of contractor procuring and/or installing buildings, components, or structures.

4. Contractor shall comply with all federal and local labor, safety and other laws applicable to performance of the Work under the Contract and this Statement of Work.

5. Working hours and days will be limited to Monday to Friday, 06:30AM to 04:00PM excluding Government holidays.

6. Contractor is responsible for securing all required permits, licenses, authorizations or other permissions to perform the Work of the Contract and this Statement of Work, and contractor shall pay all applicable federal, state, local and/or municipal fees and taxes for the project.

Description of work:

Task 1: Pre-fabricated metal building.

1.1 Purchase a PFMB (Arch panels type) with the following specifications:

Manufacture in the USA. Manufactured in accordance with ASTM standards In addition, manufactured in accordance with ASCE building codes.

The steel arch design shall have vertical walls and arched roof.

1.1.1 Building dimensions: 20 feet wide x 41 feet in length and 14 feet height

1.1.2 18-guage meatal panels. AZ55 Galvalume® - 55% aluminum, 43.5% zinc, 1.5% silicone

1.1.3 Wind load capacity of 169 mph

1.1.4 Solid rear end wall

1.1.5 Solid front wall with a 10’ x 10’ overhead rollup door

1.1.6 All arch panels pre-drilled and precut. All panels requires a 9” flat overlap with drilled holes for double row of bolts. A base connector system that anchors arch panels to the foundation must have a 9-in flat overlap, moisture seal, and provided for both arch walls and end walls.

1.1.7 Mechanical air venting system

1.1.8 Manufacturer stamped drawings

1.1.9 Building erection manuals.

1.1.10 Require building foundation design

1.1.11 One-year warranty against defects in material.

Task 2: Transportation and Delivery from the manufacture facility to Sandy Point NWR

2.1 Shipping Price: Comprehensive detail of all costs from the production facility to the point of installation.

Task 3: Foundation Construction and PFMB installation

3.1 Prepare the site for the new building

3.2 Build PFMB manufacture recommended foundation for the building. A minimum of 4’000 psi concrete will be accepted if recommendation is lower.

3.2 Erect the building as per manufacture instruction. Concrete anchor bolts will be accepted with the same wind load rate capacity for the building.

Bid Additive 1: Provide a unit price for the required electrical work to provide industrial-grade receptacles and lights to the new building. Electrical to be place in RMC and connected to existing electrical service.

Bid Additive 2: Provide a unit price for the construction of the concrete pad. Approximately, 820 Sq. feet and approach or entrance ramp.
