About this file
This is a Statement of Work (SOW) for structural repair services at Bears Bluff National Fish Hatchery located at 7030 Bears Bluff Road, Wadmalaw Island, South Carolina 29487. The work involves replacing storm-damaged marine catwalk pilings on two catwalks through a "sistered" arrangement where new pilings are installed alongside existing damaged pilings.
The contractor must provide and permanently install ten 12-inch butt 2.5 CCA (Chromated Copper Arsenate) marine-grade treated pilings driven alongside existing pilings, with each piling requiring a minimum 10-foot ground penetration based on contractor measurements and calculations. The piling heights range from approximately 14 to 16 feet from ground to top. New pilings must be connected to existing pilings using SAE 316 stainless steel grade hardware and sixteen new 3-inch by 8-inch 0.60 CCA header boards spanning across pilings with 5/8-inch all-thread rods. Each set of pilings requires a minimum of two header boards, two threaded rods, four flat washers, four lock washers, and four nuts, all SAE 316 stainless steel or higher grade. The contractor is responsible for removing and replacing any dock framing, railings, or decking necessary to drive pilings, managing all resulting damage to existing materials, and hauling off waste. All work must comply with applicable local, state, and federal codes. Station restrictions prohibit fishing, swimming, and weekend work, with contractors required to schedule any work outside normal operating hours in advance with station Project Leader James Henne (843-559-2315, James_Henne@fws.gov). The prospective contractor is responsible for conducting a site visit to record all measurements, photos, and necessary information for bid development and must submit any recommended deviations from the SOW specifications to the Contracting Officer.

Services Requested Contractor shall provide permanent installation of a total of ten new pilings alongside and connected to damaged pilings (as a “sistered” arrangement) on two catwalks in the following manner:
• Ten pilings to be replaced will be marked by station management.
• Photo provided for conceptual purposes only. Bidders should not rely on the photos for locations or measurements. These metrics should be measured, recorded, and calculated by the bidder.
• Bidder to determine piling length, based on a minimum of 10-ft ground penetration.
Distances from ground to the tops of the pilings range from approximately 14 to 16 feet.
• All existing pilings are to be left in place.
• Provide and install (drive) ten 12-inch butt 2.5 CCA (Chromated Copper Arsenate) marine grade treated pilings such that they are driven alongside the existing, damaged pilings. • Connect the new pilings with the existing (as sister pilings) using SAE 316 stainless steel grade hardware and sixteen new 3” x 8” 0.60 CCA headers to span across the new pilings with 5/8” all-thread rods. All stainless hardware, including threaded rods, nuts, and washers, must be SAE 316 stainless steel grade hardware or higher for prolonged contact with marine salt water.
• Each set of eight sets of pilings will require a minimum of two header boards, two threaded rods, four flat washers, four lock washers, and four nuts (material specifications called out above).
• All work must be completed following all applicable local, state, and federal code requirements.
• Haul off/dispose of any trash resulting from this work.
The prospective contractor is responsible for recording all measurements, photos, and any other information necessary for developing an accurate bid for this work during their site visit. Contractor must provide any recommended deviations from this SOW in their quote. Recommended deviations should be submitted to the Contracting Officer for a request to change the SOW. If no deviations are noted in the quote and submitted to the Contracting Officer, all installation procedures and specifications listed in this SOW will be met or exceeded by the contractor at the quoted price. Note that the contractor, subcontractor, and any other employees performing this work must comply with all station rules and regulations, including, but not limited to, that fishing, swimming, and weekend work are not permitted, and all employees performing this work must follow established safety guidelines. If the contractor wishes to work outside of the normal hours of operation, they must schedule this in advance with the station Project Leader.
