PERFORMANCE WORK STATEMENT (PWS)
PROCUREMENT OF TRAILER SERVICES
Part 1 General Information
1. GENERAL:
Green Bay Fish and Wildlife Conservation Office needs approval for trailer services. Due to the nature of our work and the growth of the fish we tag, we need approval to hire trailer services to move our tagging trailers to designated hatcheries beginning February 23 through December 31, 2026. This PPR will be modified as needed to accommodate changes to schedule that may occur during the period of performance.
This is a non-personnel services contract to provide Intra-hatchery fish tagging trailer moves. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 Description of Services/Introduction:
• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Intra-hatchery fish tagging trailer moves as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.2 Background:
• U.S. Fish and Wildlife Service’s (FWS), Green Bay Fish and Wildlife Conservation Office, New Franken, WI (Green Bay FWCO) operates five automated fish tagging trailers at state and federal fish hatcheries in Wisconsin, Michigan, Illinois, Indiana, and Pennsylvania. We are seeking a contractor to provide our trailer moves in CY2026, Table 1, to and from state and federal fish hatchery locations.
• The triple axel fifth-wheel trailers are 48’ long by 8’6” wide by 11’5” tall with a gross weight of approx. 13,500 lbs. and about 3,500 lbs. on the hitch (Figure 1). The trailers house automated fish tagging equipment and have a replacement cost of $1.5 million, hence there is a need for additional insurance coverage during transportation. Our tagging operations begin in early March and end in November, with all trailers returning to New Franken, WI for overwinter storage and maintenance.
1.3 Objectives:
• Timely and safe pickup and delivery of tagging trailers using dates, hatchery locations and delivery contact numbers specified on Table 1 (attached). Dates and location may be subject to change due to unforeseen conditions of hatchery fish or federal equipment issues.
1.4 Scope:
• In addition to the above objective the following expectations are required:
• Contractor will provide a single point of contact that is consistently available, including nights and weekends, to be used by
FWS staff to notify of any anticipated changes to schedules or locations. Every effort will be made by FWS staff to notify them in advance.
• All pickup and deliveries by the contractor will occur during normal business hours 7 am to 4:30 pm regardless of time zone.
• All trailers will be dropped off by the contractor at specified locations on the hatchery property without exception as specified by FWS.
• Truck drivers making deliveries will contact hatchery staff specified to indicate estimated time of arrivals or any other issues that arise that could change anticipated time of delivery.
• Truck drivers will immediately notify FWS point of contact with any mechanical issues/failures (i.e., lights, hydraulic jacks, brakes, tires etc.) or accidents/damage that arise during transport and delivery.
• Truck drivers will notify FWS point of contact (mobile text or call) of successful trailer delivery.
• Contractor is expected to use heavy duty dual axle pick up trucks (or stronger) capable of towing an overall grows weight of approximately 13,500 lbs with about 2,500 lb on the hitch (5th wheel hitch) and be able to accommodate the electrical braking system on the trailers. Some larger truck styles will also work, but full sized semi-truck trailers will be too large to navigate tight spaces within some of the hatcheries.
