Devices must integrate with the USGS National Water Dashboard for location tracking of field personnel, maintain current group configurations, and support unlimited addition and deletion of devices from the account. Technical liaisons will coordinate device activation, deactivation, and user-defined settings. All tracking data must be provided to USGS upon request and free of malicious code. STATEMENT OF WORK

Introduction

The US Geological Survey (USGS), Lower Mississippi-Gulf Water Science Center (LMGWSC), has a requirement for satellite communication services for 90 new GPS Tracking units or equivalent, with additional units necessary to be purchased in the future as personnel or communication needs change. This is a bulk purchase of new units, with new service on these units occurring on a continuing annual basis until a change is deemed necessary. The required services are needed to maintain the continuity of the satellite tracking and communication system for the safety of field personnel in the USGS, LMGWSC.

GPS communication devices and services or equivalent ensure the safety of personnel in the field by providing a mechanism to secure assistance in an emergency and notify management of emergency situations using satellite systems. Real-time mapping and personnel location services will be provided through the contractors proprietary mapping website, and additionally through the USGS National Water Dashboard – internal website.

Employees within the USGS, LMGWSC perform daily work in the field. The geographic areas of field work include but are not limited to, poor to no cell phone coverage areas, high peaks and deep valleys, remote areas further than 1-hour away from medical treatment, streams, rivers, and lakes, and offshore areas of the continental United States. Because of these challenges, routine routes of communication and a lack of personnel tracking capability necessitates the acquisition of GPS Tracking devices.

Scope of Work

Provide Global Positioning System (GPS) satellite communication services, and tracking services or equivalent to USGS, LMGWSC.

PERIOD OF PERFORMANCE: Initial unit and service, then annual service only.

1. Provide annual subscription services for new activated devices.

2. Provide annual network maintenance services to keep devices active and operational.

3. Provide annual subscription services for current activated devices if applicable.

4. Provide annual network maintenance services for new and current activated devices if applicable.

5. Contractor shall supply the ability for User’s IT system to operate the USGS National Water Dashboard – Internal to be populated with the location and whereabouts of USGS, LMGWSC employees to whom the Vendor devices are issued and activated.

6. The ability to add and delete devices from the account.

7. Only services received will be paid for.

8. Current configuration of “groups” tracked together will be maintained. Current groups enable USGS LMGWSC to organize the distribution and publication of data from current and future GPS devices, and to manage and change those group configurations as needed.

9. Unlimited and continuous GPS satellite tracking with web-based application interface that provides real time tracking, historical tracking and bread crumb trail information for at least the last 30 minutes, status of each device, assigned name, office, and tracking coordinates.

10. GPS coverage for the continental United States and two hundred miles offshore of these areas must be at 90% or better probability of successfully sending a single message within 20 minutes.

11. Capability to request check-in/check-out status from all remote users within a geographic area.

12. S.O.S service that notifies emergency response center for the GPS location.

14. Ability to send custom messages with GPS location – Messages will be pre-determined by USGS and programed for use on all devices.

15. Vendor’s communication system will deliver user-initiated messages and tracking signals 24-hours per day, 365 days per year. Acceptable exceptions to this requirement would be if there are satellite outages beyond Vendor’s control which interfere with message delivery.

16. Tracking data must be continuous/real time with updates no less than every 2 minutes.

17. Capability to set user-defined tracking-frequency levels.

18. Capability to set user-defined contacts designated for each device.

19. Technical liaisons and Safety Personnel will coordinate with the vendor regarding the activation of devices, the deactivation of devices, user-defined tracking-frequency levels, and user-defined contacts designated for each device.

20. Devices must possess Bluetooth technology with linking application to Government Furnished Equipment (govt phones).

21. All tracking data provided to USGS upon request.

22. All data shall be free of malicious code.

23. Units must be waterproof and extreme temperature resistant
