PART 2 TECHNICAL REQUIREMENTS
Oregon Caves National Monument currently has two separate water rights that are used for domestic water purposes. The primary permit (#11389) is located on Lake Creek and the water is used for the main park visitor area. The second permit (#26663) is from a small spring located near the HQ area.
Water from this spring is used to supply an admin building and staff housing unit. The spring associated with permit #26663 has become unreliable in recent years. To address this issue the park intends to construct an additional point of diversion downstream of the existing point of diversion for permit
#11389. From the new point of diversion, a raw water line will be constructed to serve the HQ area.
Water from permit #11389 will then be used to supply the HQ area.
To construct an additional point of diversion the park must submit a water rights transfer application to the state. That application requires a map that is to be created by a certified water rights examiner.
Therefore, as a requirement of this scope, the bidder must be listed as a certified water rights examiner with the state of Oregon. The NPS has already created a rough version of the map required (see attached) but does not have a certified water rights examiner on staff. The NPS has also already drafted the transfer application as well. A copy of the draft map that was prepared by the NPS is attached for reference. Copies of the draft application, and the draft construction plans for the raw water line will be provided to the successful bidder for reference.
From conversations with State officials, the NPS was made aware that there is currently a backlog to review applications, and some application reviews are taking longer than 1-year to complete. The NPS intends to construct the raw water main in the summer of 2024. Therefore, the scope of this task also includes preparing and submitting a temporary transfer application with the same intent. The NPS was told that the temporary transfer application can be processed much sooner and could allow for construction on the intended timeline. The idea is that the NPS would obtain the temporary transfer that would be followed up by the permanent transfer. Both applications would be submitted at the same time. Permit #26663 will remain as-is. The NPS still intend to use water from this source when feasible.
Therefore, the scope of this task is as follows:
1. Research survey records to determine corners to be tied to locate quarter-quarter section lines.
2. Field survey (as required) to make corner ties, recover monuments, etc.
3. Field survey to map diversion points, infrastructure and places of use.
4. Draft transfer application map.
5. Prepare and submit transfer application form and supporting documents.
6. Visit Josephine County planning to obtain OWRD land use form.
7. Modify permanent transfer map to meet temporary transfer requirements.
