About this file

This is a Statement of Work for herbicide application services at the Illinois River National Wildlife and Fish Refuge Complex, issued by the U.S. Fish and Wildlife Service. The contractor shall complete foliar herbicide application to approximately 375 acres across multiple treatment areas on Chautauqua and Emiquon National Wildlife Refuges. The project targets aquatic primrose (Ludwigia peploides) on Chautauqua NWR, which may be located in water exceeding 2 feet in depth, and invasive trees including willow, cottonwood, and silver maple, which are less than 15 feet in height and located both along levee sides and within unit interiors. All herbicide treatments must consist of aquatic glyphosate and surfactant applied during proper environmental conditions at label-specified rates. Herbicide and surfactant products must be approved by the Refuge point of contact prior to application.

The period of performance requires herbicide application to aquatic primrose on Chautauqua to be completed by June 25, 2027, and herbicide application to trees to be completed by September 10, 2027, with partial payments authorized after successful completion of each treatment area. The contractor is responsible for supplying all labor, equipment, fuel, herbicide, surfactant, and water; ensuring equipment is cleaned pre-entry and free of noxious weed seeds; securing any equipment left on site; and complying with all applicable federal, state, and local regulations and land-use permitting procedures. The USFWS will provide site orientation and maps. The technical point of contact is Stephanie Bishir, Wildlife Biologist, at stephanie_bishir@fws.gov or (309) 267-4096. Funds will not be expended on covered UAS and will not be operated on Department-managed lands.

Illinois River National Wildlife and Fish Refuge Complex

Statement of Work for Herbicide Application

Project Site: Illinois River National Wildlife and Fish Refuge Complex

Project Description:

Contractor shall complete foliar herbicide application to approximately 375 acres across multiple treatment areas on Chautauqua and Emiquon National Wildlife Refuges (NWR; Fig. 1).

Application will target aquatic primrose (Ludwigia peploides) on Chautauqua NWR. Primrose may be in water exceeding 2’ in depth.

Application will also target trees, primarily willow (Salix spp.), cottonwood (Populus deltoides), and silver maple

(Acer saccharinum). Trees will be both along levee sides and within the unit interior and be less than 15’ in height. Trees in the interior of a unit will be in early successional, moist soil habitat with an open canopy.

Treatment of primrose and trees must consist of an aquatic glyphosate and surfactant. All herbicide treatments must be applied during the proper environmental conditions and rate specified on the label. Herbicide and surfactant used must be approved by the Refuge point of contact prior to application.

The goal of this project is to remove invasive trees for levee protection and promote early successional moist soil vegetation growth.

Period of Performance:

Herbicide application to aquatic primrose on Chautauqua shall be completed in late spring, no later than June 25, 2027. Herbicide application to trees shall be completed in mid-late summer, no later than September 10, 2027.

Partial payments authorized after successful completion of each treatment area.

USFWS Responsibilities: The Service will provide the needed site orientation and maps.

Contractor Responsibilities:

• Supply all labor and equipment necessary for project completion as described within this request, including fuel, herbicide, surfactant, and water.

• Equipment must be cleaned pre-entry to the site and be free of noxious weed seeds to avoid the unintentional spread of invasive species.

• Equipment left on site must be secured and is the sole responsibility of the contractor .

• Contractor is responsible for complying with all applicable federal, state, and local regulations, and land-use permitting procedures.
