About this file

This is a Statement of Work for dumpster rental and disposal services for the U.S. Department of the Interior's FWS Bombay Hook National Wildlife Refuge located at 1360 Donas Landing Road, Dover, Delaware 19901.

The contractor must provide approximately 21 dumpsters (quantity subject to fund availability and potential reduction) to facilitate disposal of demolition debris from a single structure. All dumpsters will be 30-yard capacity units designated for general demolition debris materials. The structures have been tested and contain no known hazardous materials. Pricing must include three fee components: initial delivery fee (if applicable), per haul fee (covering full removal and empty return/swap out), and per ton disposal fee. All fees and charges associated with dumpster handling, hauling, disposal, and permitting (if necessary) must be included in the pricing. The contractor must maintain a minimum of three dumpsters per material type on-site at one time as needed. The project timeline runs from November 1, 2026 to December 1, 2026, with removal tasks expected to be completed during a two-week phase within this window. The awarded vendor must be capable of swapping up to 8 dumpsters per day during select phases, with possible no-work periods due to operational needs or weather. Coordination of all deliveries and pickups occurs through refuge staff during general hours of 7:00 AM to 4:00 PM, Monday through Friday. Documentation includes written tickets for each dumpster arrival and departure to ensure accurate load counts. Disposal weights will be provided to refuge staff within 24 hours of disposal. Materials will be recycled to the maximum extent possible. All local and state transportation regulations apply, and all materials become contract property upon pickup. Interested contractors should contact David Miller, GAOA Project Coordinator, at 973-417-9550 or David_j_miller@fws.gov for additional information or site-specific requirements.
