I. INTRODUCTION:

Petersburg National Battlefield (PETE), a unit of the National Park Service, requires an Level I

Reconnaissance architectural survey of (5) properties in the Eastern Front and Five Forks Units of the Park. Sections 106 and 110 of the National Historic Preservation Act (NHPA) provide to all Federal agencies a legal mandate to maintain a preservation program for the identification, evaluation, and nomination of properties owned or controlled by them that may qualify for the

National Register of Historic Places, and to consider in planning processes the preservation of historic properties that may be affected by federal actions.

The NPS proposes to demolish and remove excess structures in accordance with Park’s Strategic

Facility Plan and to restore the cultural landscape of the Second Petersburg Battlefield. All remnant man-made materials will be removed, and the lands restored to natural condition by re-vegetating with native species to encourage an open maintained landscape. Prior to removing the structures, they must be evaluated for their eligibility to be listed in the National Register of

Historic Places.

II. PURPOSE AND SCOPE OF REQUIRED ARCHEOLOGICAL

INVESTIGATION:

Pre-Fieldwork Administration and Research

Before commencing fieldwork, the contractor shall:

• Attend a start-up meeting at the project site to discuss project logistics, site safety, schedule, and any other issues relevant to the successful execution of this scope of work.

The architectural field survey plan shall be developed by the Contractor and shall be agreed upon with PETE.

• Perform a program of background research adequate to interpret the results of the architectural investigation based on the requirements stipulated in the Commonwealth of

Virginia guidelines for the conduct of such investigations. It is anticipated that this research will be conducted through analysis and summary of secondary sources.

• The Contractor shall perform physical investigations as necessary, to prepare a Virginia

Department of Historic Resources- Historic Preservation Office Preliminary Information

Form (PIF) form for the five properties. Note that the Stewart House has outbuildings and all the quarters structures have associated garages.

o The survey form and the instructions and guidance for completion of the form can be accessed at Survey Program - DHR (virginia.gov). The Contractor shall adhere to all Virginia Department of Resources-Historic Preservation Office standards and guidelines for completion of the survey form.

General Fieldwork Documentation and Procedures

Prepare Architectural Survey Form

The Contractor shall conduct resource-specific archival research to create a historical narrative of the building and placing it in the context of the battlefield park itself, but also in the larger context of regional, state, and/or national architectural trends during that period. In addition to obtaining existing research, notes, photographs, and other materials from the client, research will include an examination of records at repositories in Petersburg National Battlefield, the City of

Petersburg, Prince George County, Dinwiddie County, and on the world wide web.

Agencies and repositories to be visited during the work could include area circuit courts, records repositories, and local libraries, such as the Library of Virginia. Online resources may include the Library of Congress in Washington, D.C., and several other historical research web pages.

Documents gathered during all phases of this work could include deeds, tax records, building permits, plats, maps, photographs, and narratives.

https://www.dhr.virginia.gov/programs/survey-program/

The architectural history tasks will be completed by professionals who meet the Secretary of the

Interior’s Professional Qualification Standards for cultural resource personnel and will be completed in accordance with the procedures and standards of the DHR.

Consultant shall review as-built plans, previous inventories or assessments, historic photos, and other pertinent documents available in the park archives (e.g., Tract Files) or in ETIC from the period, the structures were originally constructed. These documents will be used to determine if significant alterations have occurred since that time that diminishes the integrity of these structures from their original design intent.

Prepare Determination of Eligibility (DOE) Documentation:

The NPS will employ the standard NRHP nomination format to serve as documentation for consultation with the Virginia State Historic Preservation Office (SHPO) under Section 106 of the NHPA.

Contractor shall use all readily available primary and secondary source material, including NPS reports, and perform physical investigations as necessary, to complete documentation.

• The documentation shall be based on National Register criteria for significance and the integrity of resources, and it shall consider the historic context and any associated multiple property documentation.

• The determination of NRHP eligibility or Non-Eligibility must be fully supported and clearly stated.

• Follow the guidelines in the National Register Bulletin: Guidelines for Completing

National Register of Historic Places Forms.

• Specifically account for all buildings, structures, sites, and objects, historic and non-historic, on the subject property(s) in both National Register Form 10-900 Section 7

(description) and on the district data sheet (inventory). Specifically, reference all contributing elements described in both National Register Form 10-900 Section 7 and

Section 8.

• Consultant must include photographic views representing each resource. Views must include the buildings and structures and important landscape features and patterns. The consultant must adhere to the National Register Photo Policy Fact Sheet.

GIS standards and must align with SHPO standards and expectations (See

STIPULATIONS, no. 10, and the Appendix – GIS Standards)

• Views of primary interior spaces (where possible)

• Views of additions, alterations, intrusions, and dependencies.

• In no case may a graphic file have a lower resolution than specified on the National

Register photography standards. Therefore, the use of screen grab imagery is not acceptable. Where digital images exist only in low-resolution format, the subject shall be reacquired to achieve an acceptable resolution.

• Modern photographs included in the report shall render the subject, shall not exhibit muddiness, excessive light or deep shadow that obscures detail, and shall be framed with vertical constructed or landscape elements parallel to the frame of the image consistent with best practices for documentary photography.

• Photo composition: Level the camera to avoid distortion when shooting basic centered views such as the primary view of a setting or landscape.

• Photo composition: Make appropriate use of panorama and wide-angle lens views to document context and spatial relationships.

• Then/Now Photos: The contractor shall re-photograph historic and current views as paired images in the DOEs to demonstrate continuity or change over time.

• Image files should be named as follows: PARK ALPHA CODE_Structure
