Statement of Work Bureau of Land Management
Alaska Fire Service
1. INTRODUCTION
1.1. General
This statement of work (SOW) issued by the Bureau of Land Management (BLM) is for physically inspecting steel communications towers within the state of Alaska. Inspections will be performed using the current revision of The American National Standards Institute / Telecommunications Industry Association: Structural Standard for Antenna Supporting Structures and Antennas (ANSI/TIA-222). Physical climbing of the communication towers is required; however, inspections will not be performed if the structures are deemed unsafe to climb. This scope of work describes the minimum level of performance required by the government. Alternate locations are not accepted.
1.2. Location
Five (5) Radio Infrastructure (RI) sites within the state of Alaska. See section 2 for specific locations.
1.3. Background
The Department of Interior Office of Chief Information Officer (DOI OCIO) policy requires that all DOI Telecommunications Towers must meet ANSI/TIA-222 standards. Per ANSI/TIA-222 Revision G, structural inspections are required for self-supported towers every 5 years, and guyed towers every three years. As these inspections have not taken place at the required intervals, it is necessary to establish a new baseline by conducting a full structural evaluation of each tower.
1.4. Description of Work
The vendor will contact BLM point of contact (POC) for the 5 Radio Infrastructure (RI) sites to coordinate scheduling and access to each RI site. The current revision of ANSI/TIA-222 will be used to assess the tower and all Annex-J information will be provided to BLM. Each finding will include formatted digital photos. Vendor will provide As-Built drawings for each site. In addition, vendor will inspect fixed Ladder Safety Systems on each tower, performing adjustments and tensioning as required.
1.5. Government Furnished Items
No additional items will be furnished by the BLM under this contract. The Contractor shall furnish all items associated with this work.
1.6. Government Furnished Transportation
BLM will provide fixed-wing air transportation from Fort Wainwright AK to Galena AK and Fort Yukon AK, ground transportation within Galena AK, and helicopter transportation from Galena AK to Totson Mt. site for all Contractor personnel and equipment. Contractor must coordinate with POC in advance for approval of personnel numbers and equipment weight for Totson Mt. site due to Helicopter weight/space limitations.
Contractor will provide own transportation to Fairbanks Alaska and ground transportation within the Fairbanks area to the Fort Wainwright and Ester Dome sites.
Fort Wainwright site is located on a US Army Installation. Contractor is responsible for obtaining base access passes for all personnel.
2. PROJECT OVERVIEW
The work under this project includes the following sites:
Site Name Elevation

The vendor will use the current revision of ANSI/TIA-222 to determine structural reliability of steel communication tower and perform the [Annex J] checklist for Maintenance and Condition Assessment, and Field Mapping of Structures and Appurtenances. In addition, the vendor will inspect all fixed ladder safety systems and adjust if necessary.
The vendor tasks will consist of:
1- Coordination with POC.
2- Perform ANSI/TIA 222 site visit/audit/inspection of each site listed above.
3- Inspect and adjust (as required) Fixed Ladder Safety Systems on each tower.
4- Prepare digital reports with findings and formatted digital photos for each site above.
5- Present findings summary on virtual meeting (Teams, Zoom, etc.); provide digital file to BLM.
6- Files and all information associated with the performance of this task will be provided to BLM.
The work under this project includes all items listed on the checklists from Annex J of
ANSI/TIA-222.
