Mowing of roadsides and levees near the White River Levee on Dale Bumpers White River NWR

Dale Bumpers White River NWR

St. Charles, AR 72140 April 15, 2022

Dale Bumpers White River NWR is seeking someone to mow 18.2 miles of roadside (1.2 miles of this is an ATV trail) and 3.2 miles of levees. The mowing is to occur one time during the months of August or September 2022. By our best estimate, this area consists of approximately 82 acres. The area is referred to as the White River Levee Area and it is located 6-17 miles southwest of Mellwood, AR (see Figure 1).

Not counting ferry time, it is estimated that this job will take approximately 30 hours to mow with a 15’ wide mower (20 hours for roadside, 3 hours for levee, 7 hours for open areas).

Item #1: Mow 17 miles of roadside

The contractor shall provide all equipment, labor, tools, materials (including, but not limited to fuel), and expertise to mow the shoulder of the gravel road. All of the portion of the roadside existing from the edge of the gravel to the treeline should be mowed. These roadsides currently consist of grassy species with no woody growth. The roadsides may contain woody debris but the contractor would not be required to remove it. All woody debris will be removed before mowing is to occur. If woody debris is encountered, the contractor shall mow as close to the debris as possible. Also, the contractor should mow as close to other obstacles as possible (gates, buildings, trees, or water control structures). The gravel roads are identified by the pink lines and the ATV trail is identified by the yellow line in Figures 2 and 3.

Item #2: Mow 3.2 miles of levee fuel), and expertise to mow from one toe of the levee to the other side’s toe of the levee. The majority of the levee slopes will have stumps and vegetation on it that does not allow it to be mowed. On these areas, only the top of the levee is expected to be mowed. Where the levee slopes have been cleared and free of stumps or woody vegetation, those portions of the levee are expected to be mowed in addition to the top of the levee. All woody debris will be removed before mowing is to occur. If woody debris is encountered, the contractor shall mow as close to the debris as possible. Also, the contractor should mow as close to other obstacles as possible (gates, buildings, trees, or water control structures). These areas are identified by the blue dotted lines in Figures 2 and 3.

Item #3: Mow 12 acres of open land fuel), and expertise to mow the open lands identified on the map. These open lands currently consist of grassy species with no advanced woody growth. The open areas may contain woody debris but the contractor would not be required to remove it. All woody debris will be removed before mowing is to occur. If woody debris is encountered, the contractor shall mow as close to the debris as possible. Also, the contractor should mow as close to other obstacles as possible (gates, buildings, trees, or water control structures). These areas include the area located within the fence at the ‘levee building’ facility, a small area around Hudson’s Landing boat ramp, and the four campgrounds located on the levee loop (Prairie Lakes, Alligator Lake, East Moon Lake and Six Mile). These areas are identified in yellow in Figures 2 and 3.

The contractor shall reference the solicitation regarding pricing this for quotation. Unless otherwise stated, this job will be awarded as a Firm Fixed Price contract with no provision for economic adjustments.
