Statement of Work Construction of 16’x 16’ metal building at HRSD West Point Operations Facility

Work Site:310 Industrial Parkway West Point, VA.
Work Description:The work consists of constructing a new metal framed and sided building with concrete foundation behind (NE) the West Point Operations Facility. The building will house earth and water sensing equipment, to be installed inside the building later by USGS. Costs for materials, labor, equipment, and tools to install the building are to be included. The awardee will be responsible for all construction permitting, as well as providing pertinent licensing information and proof of liability insurance.

Site Conditions:

· The site is cleared with good access for cement and delivery trucks. At present, the site is partially developed by HRSD, but the area where the building to be built is an open, flat field bounded by Industrial Parkway to the NW, a parking lot to the SW, a fenced gravel lot to the SE, and open field to the NE partially owned by HRSD and the Town of West Point.

· A preliminary Miss Utility request identified the site clear of any underground utilities.

· No power or water supplies are anticipated for the site.

· Access to the site is not impeded by any security measures, however, the building contractor must notify the USGS and HRSD prior to construction beginning and not obstruct traffic along Industrial Parkway.

Work Features:

· CONCRETE: Excavate, construct forms, and install new 6” thick x 16 ft x 16 ft square concrete pad on existing subgrade bringing in compactable fill. Slab will have a 20” turndown or footer around the perimeter of the building. The concrete pad and building are to be oriented parallel to Industrial Parkway, approximately NW-SE/NE-SW. 4 concrete tube forms (3 of 12” diameter, 1 of 30” diameter) are to be used to prevent concrete from forming around well head and piers (metal pipes) protruding from the ground. A 4” conduit for future buildout purposes is to be installed in the slab and left stubbed and capped. A buffer of 4” must be maintained between the piers and concrete. The concrete slab surface will be smoothed and finished.

· Install grounding rod and cables for lightning protection. No power supply or electrical panels will be installed

· No plumbing will be installed

· No HVAC will be installed

· Provide and install new 16’w x 16’d x 10’ high eave tubular steel framed garage building with metal roof and wall panels.

· The metal building will be attached to the concrete pad with concrete anchors

· The building must be designed to withstand a Category 1 storm – 120 mph wind

· Wall panels will be aligned vertically and screwed to the metal frame. Exterior color of the wall panels is to match (approximately) the color of existing metal buildings at the Operations Center

· Metal trim will be installed at corners and edges and will be colored to match (approximately) the color of existing metal buildings at the facility

· The roof will have vertically aligned panels colored to match (approximately) the color of existing metal roofs at the West Point facility. Roof pitch should be 3:12 or similar

· Provide and install a standard height steel commercial double door with padlock hasp on the front gable end (NW) of the building

· Provide and install a 3’ x 7’ man door on the side (SW) of the building, located toward the back. Man door is to have a small window in the upper half and all hardware including locking handle and key are to be included.

· Provide and install 3” polyethylene faced fiberglass insulation for the roof and walls. The interior walls will be faced with a ½” plywood skirt along interior perimeter and extend to 8’

· Provide and install two louvers, one on each end of the garage, sized between 16” and 20”

· Clean work site inside and around building before completing construction

· Remove temporary construction entrance, grade as necessary to match adjacent area, seed and straw

· Provide at least 1 year warranty on workmanship and materials.

Exhibit A: Generalized rendering of the proposed metal building, including 2-D aerial view and examples from the Nansemond site, which is serving as an analog for the West Point structure in this statement of work.
