STATEMENT OF WORK

AUDIO-VISUAL SYSTEM AND PRODUCTION

The Vendor shall provide a digital video projection system, closed-circuit HDTV monitors, computerized character generator, repeat projection to an overflow room, enhanced audio system, and permanent digital and hardcopy results of the judging for the Federal Duck Stamp Contest to be held at the North Dakota Heritage Center and State Museum in Bismarck, ND. The term of service will be September 22 (setup), 23 and 24 (contest), 2022.

Upon satisfactory completion of the 2022 Contest the Duck Stamp Office may exercise modifications of this contract and request similar services for a total of up to five (5) years at other locations across the country including but not limited to the states of Washington, Connecticut, and Iowa. Any modifications for future years will depend on availability of government funding.

The purpose of the audio/visual system is to provide simultaneous viewing of the contest entries by the public in an auditorium setting, the judges located in voting carrels on stage, and by live-streaming to a virtual audience. Vendor shall coordinate installation of their equipment with local venue and Duck Stamp Office Staff. The government desires an audio/visual system that will provide:

A. Contractor to still-store unlimited entries using a digital input for maximum resolution. Images will be imported into still storage device for random access retrieval and projection on-screen through a video projection system, in serial digital or high resolution RGBHV signal.

B. Contractor will supply a digital video projector that will output 12000 ANSI lumen at the screen and have a 7:1 or higher contrast ratio. Projector will have capability to project VGA, RGB, and HD/SDI. Projector will be able to take NTSC images directly from the still store unit to a serial digital video signal. Projector must be free of problems such as convergence and rastorizing. Projector model is at the contractor’s purview. Backup equipment must be provided at no additional charge.

C. The image on the screen in the auditorium must be bright enough to be seen from any vantage point in the auditorium. NOTE: The auditorium will not be dark; there will be ambient light from lamps illuminating the auditorium steps as well as stage lighting.

The bottom of the image shall be no less than 6(' above the floor of the stage. Bottom image border shall be free of random colors known as "raster." That portion of the screen below the image shall be covered with black drapery by the staging contractor.

The Vendor must be flexible to site limitations; vendor may have limited space to receive and house equipment before, during, and after the contest. Rear projection may not be possible due to the depth of the stage.

D. 5 HDTV color monitors with minimum 6" screens, with tabletop stands placed for judges to view artwork. Judges view will not present the name of the artist or any other identifying information other than the art’s entry number.

E. Duck Stamp Office Staff or Venue will provide the telephone and line-level interface and audio patch to the telephone line for the contest winner call. The Federal Duck Stamp Office and/or Venue may be providing additional equipment and videographers to record the event.

F. A still store unit capable of storing unlimited entries. Contractor will provide a serial digital input still storage unit for maximum resolution with full color frame capability. Each painting will be scanned and digitally stored by the Duck Stamp Office. The scanned art is to be brought into a still storage device then output to a video projection system with DPI 12000DSX 1400x1050 3 DLP 12K Lumen.

The final product will remain the property of the U.S. Government (U.S. Fish and Wildlife Service) and all rights convey to same.

G. Contractor will provide computerized character generator and well-trained operator to display judges’ output according to regulations found in 50 CFR 91 as follows:

Establish connectivity with computer scoring system to record and duplicate the judges’ voting results to be viewable on screen:

a.

During the first round of judging, enter and display on the screen the number of Accepted (IN) for progression to the next round and the number of Eliminated (OUT) from the contest and the overall vote as either Accepted (IN) or Eliminated (OUT).

b.

During the second, third and any subsequent rounds, enter and display the numerical scores of each judge on each piece of artwork and the total score. The total score represents the cumulative score of each of the five scores. Each judge's score per entry will range from a minimum of "1" to a maximum of "5" in round two, and from a minimum of "3" to a maximum of "5" in round three and any subsequent rounds.

The Vendor will provide the equipment and personnel necessary to provide live camera production of the judging to the large screen. This will require a broadcast camera(s) in studio configuration, a multi-format high resolution video switcher and qualified operators.

4.

With the addition of the cameras, the vendor must be able to record the event for archive purposes on a digital format.

5.

Vendor to provide onsite streaming server capable of streaming 500kb-1mb data rate of composite video and mono audio to a specified content delivery network. Additionally, a minimum of a single camera with audio capabilities should be provided for acquisition of video and audio for stream. Vendor will work with Venue to assure a high-speed internet connection via hard line with a minimum sustained data rate of 1mB upload or compatible service.

6.

The Vendor shall provide the necessary labor for all contest-related activities and assure that all personnel are properly trained for the equipment they will be operating. A sight survey is at the discretion of the vendor but is highly recommended.

7.

The Duck Stamp Office may work with the Vendor to provide additional digital materials to be broadcast during breaks in the judging event.

H.

Other switchers, amplifiers, light kits, and cables as necessary.

I.

Vendor is responsible for covering cables for security and safety purposes.

J.

In the event of an equipment breakdown of any kind, repair or replacement must occur within a maximum of 15 minutes during the judging. Replacement projector must be equal to or greater than the originally contracted equipment and must be provided at no additional cost to the Service.

K.

Vendor’s bid must include travel expenses if they are not a local contractor. The expenses for any personnel of the contractor on this contract cannot exceed the limits of the government lodging cost and per diem.

L.

The audio system at the venue will need to be assessed and possibly enhanced to give excellent audio quality to the contest proceedings. Vendor must make suggestions for enhancement of the current system.

II.

The entire audio/visual system must be installed by 4:00 p.m., the Thursday of the contest week, with any fine tuning of system completed by 9:00 AM, Friday. Other requirements are as follows:

A. Vendor shall be responsible for removal and disposal of any trash resulting from the installation of the audio/visual system.

B. Removal of the system shall be done Saturday by 5pm.

III.

Vendor suggestions on improving the operation, efficiency, and quality of program will be considered.

IV.

Vendor will assess and modernize USFWS computer scoring capabilities as necessary and within regulations as stated in 50 CFR 91.
