AvGas (100LL) Bulk Deliveries to Alaska Fire Service, Fort Wainwright, AK

1.0 Background

The BLM, Alaska Fire Service provides wildland suppression services for Department of the Interior agencies, Alaska Native Corporation lands, and military withdrawn public land under an agreement with the U.S. Army-Alaska. The Alaska Fire Service leads the BLM Alaska’s statewide Fire and Aviation program.

2.0 Objective

The Alaska Fire Service Aviation Fuels Shop serves aircraft in support of Aviation Operations. The main operational location of the Alaska Fire Service is on Fort Wainwright, AK. The two fuel types used are Jet A and 100LL or Avgas. The current use volume of AvGas is relatively small compared to Jet fuel use due to changes in our aircraft fleet over the years. There are no fixed tanks for AvGas. Due to the relatively low use, the current storage for AvGas is one Aviation Refueling unit which can hold approximately 2,200 GL. Volume used each season varies based on fire activity, but has been between 15,000 and 35,000 GL annually over the past three years. Historical data is for information only, and not a guarantee for future requirements.

The typical use period of AvGas follows the fire season and runs from approximately mid-April to September. During this time, periodic deliveries of AvGas are needed to refill the servicing refueler. As the Alaska Fire Service continues to transition its fleet makeup towards turbine aircraft, the need for AvGas deliveries will end. The current plan has the Alaska Fire Service fleet completely transitioning to Jet A in 2025. This contract is currently being written as an award for the first year (2023), with 4 option years (2024 – 2027). There is no guarantee that the option years will be exercised if there is no longer a need for AvGas.

The Alaska Fire Service is seeking a vendor who can provide regular deliveries of AvGas to Fort Wainwright during this period. Since there are no bulk tanks, the vendor’s delivery truck will need to be equipped to accomplish a truck to truck transfer using the aviation single point bottom load of the AFS AvGas refueler. No bids that intend to top-load deliveries will be considered.

3.0 Requirements

· The vendor will be expected to conform to all DOT requirements for drivers and servicing vehicles.

· The vendor’s operators will be required to pass through Fort Wainwright Army Garrision (FWAG) security checkpoints and the operators must be able to pass FWAG security screening. Vendors must submit a list of personnel and their information to the Contracting Officer’s Representative (COR) at the beginning of each performance period for the purposes of submission to FWAG Security.

· Any spills of product must immediately be reported to the COR. Cleanup of product spills will be the full responsibility of the vendor.

· Each delivery will be performed with a vendor and Government representative on-site during the delivery.

· Before transfer of fuel, Government representative will verify that the correct product is being delivered.

· Each delivery will have an accompanying meter ticket.

· Chain of Custody and product specification sheets for product delivered will be available upon request.

· Deliveries will be accomplished by the vendor within 48 hours of request.

· Deliveries are typically requested from April 1 – September 30.

· Vendor delivery vehicle must be capable of performing a truck to truck transfer with its own pumping system through the bottom load of the Alaska Fire Service Refueler using a single point adapter.

· AvGas needs vary based on fire activity. There is no guaranteed minimum delivery quantity.

· The period of performance will be April 1, 2023 through March 31, 2024 with 4 additional option periods: April 1, 2024 – March 31, 2025, April 1, 2025 – March 31, 2026, April 1, 2026 – March 31, 2027, April 1, 2027 – December 31, 2027. There is no guarantee the requirement will continue after the first year.

· Vendor will make each delivery with price per gallon being current market rate at their most favorable discounted bulk rate, plus a straight delivery fee. Vendors will submit in their bid document the proposed straight delivery fee for the initial year plus all 4 option years.
