MOBILE ART STORAGE RACKS
HALEAKALĀ NATIONAL PARK MUSEUM
at Haleakalā National Park, Kula, Maui, Hawaiʻi
1.0 BACKGROUND
Haleakalā National Park (HALE) is located on the east side of the Island of Maui and was established as the Haleakalā Section of Hawaiʻi National Park in 1916. The park was separated from Hawaiʻi Volcanoes National Park and re-designated as Haleakalā National Park in 1961. The park encompasses over 33,000 acres and extends from the 10,023 foot (3055m) summit of Haleakalā down the southeast flank of the mountain to the Kīpahulu coast near Hāna. The Summit District and the Kīpahulu District of the park are not directly connected by road, but both can be reached from Kahului.
This project will allow for the purchase of mobile art storage racks for the preservation of the Haleakala National Park (HALE) Museum art collection, which is located within the Summit District of the park. This project will be meet professional preservation standards for art storage.
Currently the park is using in-house built wooden storage rack system. The wooden storage rack system was built as a temporary measure and is vulnerable to pest infestation. There is also no way of easily sliding the artwork in and out of the storage rack system, which is needed during tours of the museum facility and to perform periodic condition assessments, conservation treatments, and annual inventory on the art collection. The park would like to purchase an art storage rack system that is metal and that will allow efficient use of space and best practice storage standards for artwork.
The HALE Art collection is significant to the history of the park and its interpretive themes and is considered in our 2015 Foundation Document to be worthy of preservation (one of our fundamental resources and values).
The HALE Cultural Resources Management (CRM) program offers monthly tours of the museum collection, including showing a piece of art from the art collection. The HALE Museum art collection is also periodically on temporary display for visitor enjoyment. Therefore, the resource is a key component in the park’s visitor contact or interpretive program.
The HALE art collection is potentially vulnerable to insect damage due to being stored in a shelving system constructed of treated lumber, rather than more insect-proof materials such as stainless steel and aluminum.
This project will fulfill the policy detailed in NPS Management Policies 2006 regarding museum collections:
5.3.5.5 Museum Collections
The Service will collect, protect, preserve, provide access to, and use objects, specimens, and archival and manuscript collections (henceforth referred to collectively as “collections,” or individually as “items”) in the disciplines of archeology, ethnography, history, biology, geology, and paleontology to aid understanding among park visitors, and to advance knowledge in the humanities and sciences. As appropriate, the Service will consult with culturally affiliated or traditionally associated peoples before treating or reproducing items in NPS collections that are subject to the Native American Graves Protection and Repatriation Act. 2.0 SCOPE
1. The contractor shall deliver a mobile art storage rack system to Haleakalā National Park in Kula, Maui, Hawaiʻi.
2. The contractor shall install the mobile art storage rack system in the HALE Museum Facility collections area.
3.0 OBJECTIVES
A new insect-proof, rust-proof mobile art storage rack system that meets professional preservation standards is delivered to the HALE Museum facility in the park’s Summit District.
4.0 TASKS/ DELIVERABLES
The Contractor shall:
1) Deliver a mobile art storage rack system to HALE:
a. The art storage shall be a mobile system, so that it can be moved around the museum easily depending on space allowances.
b. The art storage shall consist of retractable racks so that the art can be easily pulled in and out by sliding or otherwise moving the racks.
c. The art storage system shall be made from metal that is rust-resistant, such as stainless steel or aluminum.
d. The art storage system shall fit within an area measuring 85 inches deep by 55 inches wide by 84 inches high (see Figure 1).
a. The depth is the depth of the racks within the storage system. There is additional room for the racks to glide in and out of the storage system (see Figure 1).
b. The ceilings are 9 feet high (108 inches) and the max height is 84 inches, so that allows for 22 inches of clearance (see Figure 1).
e. The art storage system must be able to house at least 11 paintings (see Figure 2 for current art racks housing these paintings), the dimensions of which are listed below (all dimensions are width by height measured in inches):
· (1) Acrylic on wood: 72 by 48
· (1) Oil on wood: 20 by 11
· (1) Oil on wood: 66.6 by 36.6
· (1) Oil on wood: 34.5 by 51
· (6) Watercolors on paper: 24 by 18, 16 by 16, 14 by 14, 17 by 15, 32 by 38, 38 by 32
· (1) Watercolor and acrylic collage on paper: 14 by 10.5
2) Installation:
a. The contractor shall provide for assembly and placement of the art rack within the HALE Museum Facility collections area.
b. The contractor shall not affix or permanently install the art rack anywhere in the building.
c. After assembly, the assembled art rack shall remain movable within the building.
5.0 DELIVERY
The contractor shall deliver an NPS approved mobile art rack storage to Haleakalā National Park, no later than 180 days after contract award.
The contractor shall deliver the mobile art rack storage system to the HALE Museum Facility located in the Summit District of Haleakalā National Park at the Puʻunianiau Area Park Baseyard at Mile Marker 11 Crater Road, Kula, HI 96790. The contractor shall install the mobile art storage rack system in the HALE Museum Facility collections area.
The park will inspect the product upon delivery (and installation) to ensure the product meets the contract requirements and is not damaged, prior to accepting the delivery. The shipment must be inspected for invasive species outside the park before it is delivered to the park. The park will provide the inspection. The park needs a 2-week notice for the inspection date.
6.0 GOVERNMENT-FURNISHED PROPERTY/SERVICE
The Government will provide the invasive species inspection prior to delivery and final inspection of the product upon delivery detailed in the preceding section. The government will install the product upon delivery if CLIN 2) is not exercised.
7.0 SECURITY& ACCESS REQUIREMENTS:
The contractor shall arrange the inspection outside the park and delivery within the park in advance to ensure that appropriate park personnel are available for inspection. The park shall receive at least 2-week notice in advance of the required invasive species inspection and final delivery inspection.

9.0 COMPLETION DATE/ PERIOD OF PERFORMANCE
Completion date: 180 days from date of award
