About this file
This is a Draft Statement of Work (SOW) issued by the Bureau of Land Management's Oklahoma Field Office (OKFO) Minerals division seeking a commercial data subscription and software solution for oil and gas drainage analysis. The OKFO requires Oklahoma Corporation Commission order information delivered digitally through a data subscription that includes a graphical user interface for data querying. The primary objective is transitioning from manual document review processes to an automated system for drainage analysis, with the government believing current data subscriptions are insufficient and require too much manual integration.
The SOW specifies two main service offerings: a Data Stream service and an Enterprise License for "Atla" software, both delivered via Web Services Application Programming Interface (API) or download with U.S.-based pricing. The contract should be awarded as a firm-fixed-price agreement with a one-year base term plus two option years, requiring renewal or termination notice 7 days prior to expiration. Key requirements include providing usernames and passwords for additional users, data integration support, limited remote support for license installation, and software updates. The contractor will retain data ownership with distribution limited to authorized Department of Interior personnel only, while derivative works created during normal government duties become federal property. The Contracting Officer's Representative is Walker Powe at the Norman, Oklahoma office, and no security clearances or NDAs are required.

Data subscription
The OKFO needs a data subscription that provides Oklahoma Corporation Commission order information digitally. The data subscription should also include a graphical user interface for users to be able to query data.
1. Introduction
The Oklahoma Field Office is pursuing the acquisition of oil and gas data from a commercial provider of information services and software. The primary goal of this acquisition is to provide the solution and services necessary for Oklahoma Field Office (OKFO) Minerals to transition to an automated system for drainage. The government believes that current data subscriptions are insufficient and require manual document review and integration.
The data sets shall meet or exceed industry standards, offer the necessary features to meet OKFO
Minerals needs, and provide state-of-the-art technology enhancements to improve user experience.
This Statement of Work (SOW) issued by OKFO Minerals describes the goals expected to be achieved with regard to executing the requirements for drainage analysis (43 CFR 3162.2, 43 CFR 3100.2-1, MS-
3160, PMDS). Additional potential will be highlighted, but derived value is difficult to ascertain or measure.
2. Background
Drainage is the production of hydrocarbons from inside of the earth. Production occurs outside of the wellbore in what is called a drainage pattern. These patterns are defined by the operators process drilling and completing wells, rock deposition, pore distribution and size, rock permeability, faulting and other geologic and manmade processes. These drainage areas can overlay minerals owned by the Federal government that are not leased. This means that the hydrocarbons can be produced without the Federal government being paid for said production. While operators, state regulators, and federal regulations attempt to prevent drainage, each situation requires in depth analysis.
Produced by the Bureau of Land Management in 2015, the MS-3160 – Drainage Protection Manual outlines the purpose of a drainage program: “…to prevent the loss of oil and gas resources and any resulting loss of royalty revenues from drainage…” This manual identifies several methodologies to prevent drainage. One of the methodologies identifies screening of candidates through the well review portion of the analysis.
The OKFO Minerals recognizes the importance of harnessing fundamental shifts in the technological space to increase efficiencies.
3. Current Environment
The existing drainage program at the OKFO are not adequate to meet the ever-increasing demand on our staff. It currently has multiple facets which could be automated which are not. Other BLM offices have already taken the steps to automate these processes because state data is readily available in the format needed. Oklahoma does not have that luxury, but commercial options are available.
The main drivers of this effort for the OKFO to utilize this digitized data set are increasing efficiency within the drainage program.
The OKFO currently uses Oil and Gas Law, a part a subscription, with a limited set of users and the
Oklahoma Corporation Commission (OCC) website.

4. Objectives
The objective of this SOW is to acquire the data set and software solution (Atla). In line with the requirements in regulations, OKFO has outlined objectives that the proposed solution will achieve, including business, technical, security, management/administrative, migration, and integration objectives.
4.1. Business Objectives
OKFO is seeking a digitized data set that improves business performance, increases employee productivity, achieves cost savings, and fosters greater collaboration by providing
OKFO with expanded and new capabilities that reflect industry best practices.
4.2. Technical Objectives
The solution shall achieve the technical objectives to achieve a high degree of confidentiality, integrity, reliability, and availability in accordance with regulations.
4.3. Service Objectives
The solution shall offer the necessary redundancy, resiliency, and contingency capabilities to ensure service availability that meets OKFO current and future needs.
4.4. Management & Administrative Objectives
The solution shall deliver cost effective, responsive, and efficient management and customer support by email or phone.
4.5. Migration Objectives
The solution shall enable the OKFO to conduct a seamless and expedited data migration while ensuring data integrity.
4.6. Integration Objectives
The solution shall provide necessary integration services to extend the solution to related applications as they are discovered through a GIS or database interface.
4.7. Solution-specific Objectives
The following objectives apply to the solution identified by OKFO as ideally fitting the requirements of the organization:
• Providing “Atla” as a more easily accessible and efficient way to gain data than our current providers.
• Provide better production data gaining approximately 3-4 months more current than our current sources. This will allow the OKFO to be more nimble and punctual making decisions and addressing enforcement needs.
• Provide options to further automate our drainage and diligence programs.
• Render “Oil and Gas Law” unneeded and save money by removing that subscription.
5. Scope
The scope of this SOW is to provide the applicable services, deployment model(s), and agency-specific needs in support of this requirement.
Table 1 outlines the scope of services across the service offerings, delivery models, and pricing options for the solution.
