About this file
This Statement of Work (SOW) details a solar-powered well installation project for the Sand Lake National Wildlife Refuge in Columbia, South Dakota. The project involves constructing a water well and solar-powered pump system to provide drinking water for livestock grazing in the DeWald Waterfowl Production Area (WPA), specifically serving 50 cow/calf pairs with approximately 1,000 gallons of water per day. The contractor will be responsible for site selection, well drilling, solar panel and pump installation, pipeline laying, and comprehensive system testing, with performance scheduled between September 16 and November 30, 2025. Key requirements include selecting an appropriate site, ensuring compliance with local regulations, installing a solar-powered pump and inverter, laying pipeline to a livestock watering tank, and implementing automatic water level controls. The project aims to improve grazing management and provide a reliable water source that is superior to the area's natural wetlands.

STATEMENT OF WORK
Type of Service or Construction – Solar Powered Well Installation
DeWald Waterfowl Production Area Solar Well Installation
1. General:
1.1 Describes the project in general terms: The Sand Lake National Wildlife Refuge at 39650 Sand Lake Drive, Columbia, SD 57433, is requesting the digging of a livestock watering well for use with a solar panel to operate the well pump. The project is titled Solar Well Assembly Construction at the DeWald Waterfowl Production Area (WPA), located 5 miles east and 1.5 miles south of Bowdle, South Dakota.
1.2 Purpose/End Application: The purpose of the project is to provide quality drinking water for livestock when grazing the WPA. The project is needed to ensure the health of the cattle when grazing in Grazing Cell 1 of the WPA and to allow for more flexibility in the timing of grazing in Cell 1 and Cell 2. By placing the well between Grazing Cell 1 and Grazing Cell 2, habitat managers can adjust the grazing dates to better control invasive grasses and promote native grasses and forbs. Having a well will also provide higher quantity and quality of water for cattle than the wetlands in the WPA. The natural wetland within the WPA can go dry at times during the grazing period or experience blue-green algae, which is fatal to cattle.
1.3 Contractor Qualifications: The contractor should be qualified to dig the well deep enough to provide water for the purpose of watering a minimum of 50 pairs of cattle and install the solar panel and pump to pump the water to a livestock tank. The operator should be a licensed well digger in South Dakota and file all the appropriate paperwork with the State of South Dakota DNR when the well is complete. State in terms to maximize competition and include relevant experience and/or required (by law) certifications.
1.4 Other: See the attached map for the approximate location of the well. The well may be moved to a different location in Cell 1 or Cell 2 if it is necessary for the proper installation of the well.
2. Place of Performance and Period of Performance
2.1 The water well and solar panel are to be installed approximately one mile east and one and a half miles south of 33015 SD HWY 12, Bowdle, SD 57428.
2.2 The performance start and end date will be between September 16th and November 30, 2025.
2.3 Normal duty hours Monday thru Friday 7:00 a.m. - 5:30 p.m. In the event of emergencies, Contractor shall provide contact information.
2.4 Non-duty hours include week nights, weekends, and Government holidays (Labor Day and Thanksgiving Day).
3. Scope
The contractor shall:
3.1 In cooperation with Wetland Management District (WMD) staff, select an appropriate site for the well, considering proximity to grazing areas, soil conditions, and accessibility.
3.2. Ensure the site is not in a wetland area and follow local regulations regarding well construction.
3.3. Calculate the total water requirement for 50 cow/calf pairs over 15 days.
Daily Requirement: Approx. 1,000 gallons/day (20 gallons/pair).
Total Requirement for 15 Days: 15,000 gallons.
3.4 Investigate the depth of the water table to determine the feasibility of drilling a well.
3.5. Acquire any necessary permits for well drilling and ensure compliance with state and local regulations.
3.6. Determine Well Specifications:
Choose the type of well (e.g., drilled well) based on the water table depth and soil conditions.
3.7. Identify necessary drilling equipment and well casing materials.
3.8. Construct the well and install the proper well casing to prevent contamination and maintain structural integrity.
3.9. Select a pump designed to operate efficiently with solar power, considering the required flow rate (1,000 gallons/day).
3.10. Determine pump size based on depth and necessary water delivery rate.
3.11. Select solar panels with sufficient capacity to power the pump reliably.
3.12. Install a solar inverter to convert DC from the panels to AC for pump operation.
3.13. Lay down the pipeline from the well to the livestock watering tank. Ensure it is the right size and pressure class for livestock watering.
3.14. Implement automatic controls to monitor water levels in the livestock watering tank and ensure efficient operation of the pump.
4. Deliverables and/or Delivery Schedule:
4.1. The contractor shall install one water well and casing with a solar-powered pump, one solar panel, and a pipe that will be used to provide water to a tank for livestock watering. The contractor shall have the system installed by November 30, 2025.
4.2. The contractor shall provide the District a "Notice of Completion of Works” within 30 days of completing the well.
5. Government-Furnished Equipment (GFE) / Government-Furnished Information
(GFI)
N/A
6. Evaluation and Acceptance
6.1 The contractor will be evaluated as detailed herein. Government acceptance is contingent upon: the installation of a water well, pump, and solar panel according to the scope of work to provide 1,000 gallons of water per day between grazing cells 1 and 3 in the DeWald WPA for the purpose of livestock watering.
7. Quality Control/Quality Assurance:
7.1 Component Testing:
Test each component as it is installed.
Verify performance and flow rate after pump installation.
Confirm all electrical connections and ground properly.
Conduct pressure tests on pipelines and fittings to ensure there are no leaks.
System Testing:
Conduct a comprehensive system test after installation:
Run the solar-powered pump to ensure it operates effectively, delivering the required water flow to the trough.
Check the functionality of the solar panel system, ensuring it generates adequate power throughout the day.
Final Review
Conduct a final inspection of the installation with the technical coordinator and installers.
Ensure all components are functioning as intended and meet quality standards.
Documentation of Completion
Prepare a final report documenting the installation process, testing results, and any challenges encountered.
Provide as-built drawings that reflect the final installation layout for future reference.
