About this file
This document is a comprehensive technical specification for the remediation of a Small Arms Firing Range (SAFR) at Fort Niobrara National Wildlife Refuge near Valentine, Nebraska. The project involves site characterization, excavation, and environmental testing of approximately 0.6 acres, focusing on removing bullet fragments and testing for metal contamination. The contractor will be responsible for collecting 20 discrete soil samples, excavating and sieving approximately 165 cubic yards of soil from the berm's face, and conducting confirmation sampling for metals.
Key requirements include obtaining a "No Further Action" letter from the Nebraska Environmental Protection Agency, adhering to the Voluntary Cleanup Program, and submitting a Corrective Action Completion Report. The project scope encompasses removing lead, arsenic, tin, and other potentially harmful substances, with an estimated completion timeline of one year from contract award. The contractor must engage a licensed environmental consultant, use a NELAC-certified laboratory, and ensure all environmental and safety regulations are followed throughout the remediation process.

Most of the earthen berm remains but native grasses and vegetation have overgrown the berm and range. A minor amount of lead, arsenic, tin, and other substances/materials harmful or potentially harmful to soil, water, and living organisms may be present in the berm, the ground in front of the berm, and the surrounding area. Cleanup is expected to be completed and contaminants removed within a year of the contract award date.
