About this file
This is a Statement of Need for the United States Fish and Wildlife Service Abernathy Fish Technology Center (AFTC) for the procurement of an automated liquid handling system (LHS).
AFTC requires a Tecan Freedom EVO 150 (or approved equal) automated liquid handling system to support its mission of providing genetic information for scientific management of hatchery resources and restoration efforts. The system must perform high-volume microliter pipetting for hundreds of thousands of reactions annually while minimizing human handling errors. Key technical requirements include: a 96-channel arm for DNA plate replication and reaction mixing for high-throughput genotyping; a single-channel arm for independent z-axis movement for reaction master mix setup and cherry picking; capability to dispense volumes as small as 1μL with accuracy; programmability to current laboratory protocols with multi-dispense functionality; a pipetting deck accommodating at least twelve microtiter plates simultaneously; x-axis and y-axis accuracy within ±0.25mm for 384-well plate pipetting; installation and setup of current consumables; and service technician availability within 24 hours. The system must have a reliable track record working with USFWS.
Delivery is required to Abernathy Fish Technology Center, 1440 Abernathy Creek Road, Longview, WA 98632, with contractors required to contact the technical point of contact (Jennifer Von Bargen, Jennifer_vonbargen@fws.gov, 360-442-7983) at least three days prior to delivery. All quoted prices must include complete installation and setup, with the contractor responsible for all labor and parts. The delivery carrier is solely responsible for unloading; the government will provide no assistance or equipment.

Statement of Need
Abernathy Fish Technology Center Automated Liquid Handling System (LHS)
Background:
The United States Fish and Wildlife Service Abernathy Fish Technology Center (AFTC) requires an automated liquid handling system (LHS) in order to perform its mission. AFTC is responsible for providing genetic information required for scientific management of hatchery resources and restoration and recovery efforts. Providing genetic data to meet these needs requires pipetting microliter volumes of liquids into hundreds of thousands of reactions per year.
An automated LHS is required to perform this pipetting in a timely manor and to minimize errors due to human handling.
1. Product Features
Name of Item: Tecan Freedom EVO Manufacturer: Tecan Group Ltd Model Number: Freedom EVO 150 or approved equal Salient Characteristics:
• The LHS must be able to use 96 channels at a time to replicate plates of DNA and mix reactions for high-throughput genotyping.
• In addition to the 96-channel arm, the LHS must include an arm that uses a single channel at a time for setting up reaction master mixes and for cherry picking.
Specifically, it must be able to move a single channel independently along the z-axis and aspirate and dispense from that channel.
• Channels must be able to accurately dispense volumes down to 1μL.
• Programable to current laboratory protocols
• Multi-dispense programable function
• The pipetting deck must allow placement of at least twelve microtiter plates at one time to facilitate complex mixing protocols between several mother and daughter plates.
• All channels must be accurate along the x-axis and y-axis to within +0.25mm to allow for pipetting into 384 well plates.
• Installation and setup of current consumables used with LHS
• Service technician able to service within 24 hours
• Reliable track record working with USFWS
2. Delivery Location:
Product shall be delivered to the following location:
Abernathy Fish Technology Center 1440 Abernathy Creek Road Longview, WA 98632
No later than three days prior to delivery, please contact the Point of Contact listed above, to arrange a specific time for delivery. Unloading the product is the sole responsibility of the delivery carrier. No labor or equipment will be provided by the government to unload the supplies.
