SECTION 01100
PART 1: GENERAL
1.1 SUMMARY
A. Description of Work:
1. Furnishing labor, equipment, supplies, and materials for construction of a non-potable water supply well, as shown in the Work Datasheet, Addendum to Section 02525.
2. Install an appropriately sized solar powered pump and solar panels.
3. Legally abandon the existing non-functioning well that has an existing windmill that will be remain in place after the Contractor finishes its work.
4. Install a new, government furnished equipment, storage tank.
5. Connect new well to the storage tank.
6. Obtain all required permits in accordance with all federal, state, and local laws and regulations of which all costs shall be included in the original bid. Borehole video report available.
7. Perform all tests to ensure that the supply well and its equipment are fully functioning in accordance with the requirements documents before acceptance by the Government.
8. Put the project site into a post-construction status by removal of all temporary structures, equipment, debris, trash, etc.
before acceptance by the Government.
B. Location: Work under this Contract is in Graham County, Arizona, at the Safford Field Office’s Badger Den Allotment that is shown on the attached map drawings. The wellsite is approximately located at:

1.3 QUALITY ASSURANCE
A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as if they were given in full text. Again, use the latest standards and references whenever possible.
B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.
The latest requirements shall govern.
1.4 VARIATION IN QUANTITIES
A. The maximum well construction depth to which the Government may require the Contractor to continue operation at the unit prices bid in the schedule is one and one-half (1½) times the estimated drilling and equipping depth for the wells.
1.5 DELIVERY, STORAGE, AND HANDLING
A. Delivery: Protect products incorporated into the work from damage while in transit to the site. Products must be delivered in original, unopened containers with manufacturer's name, brand designation, and contents legibly indicated.
B. Storage: Provide appropriate temporary storage facilities for products. Storage shall comply with the manufacturer's instructions.

The storage area shall permit access for inspection and handling.
C. Handling: Load and unload products in such a manner that protects them from damage.
1.6 PROJECT AND SITE CONDITIONS
A. Access to the Work: Access to each site shall be over existing roadways only.
B. Operations shall be scheduled so that work is done between the hours of 7 a.m. and 5 p.m. Monday to Friday. Permission to work an alternate schedule or hours outside those designated may be requested from the Contracting Officer (CO) in writing.
C. Camping will be allowed at the project site for Contractor’s personnel. Use of campfires will be limited during high fire danger in accordance with authorities having jurisdiction as well as directed by the CO with the Contracting Officer’s Representative (COR). Final camp locations will be reviewed for approval upon submitting a map clearly showing location, especially if the location includes the latitude and longitude in NAD83.
D. Environmental Considerations: Fuel or oil spills occurring during the work of this project shall be excavated to a depth of 12 inches beyond contaminated material and removed from the work location. Prescribed measures to prevent water pollution to nearby water resources shall be strictly observed.
E. Historic and Cultural Resource Protection: The Government shall culturally survey the project area and identify any areas that ground disturbance is not allowed. If artifacts or human remains are uncovered during the work, the Contractor shall cease operations immediately and notify the COR immediately.
1.7 SEQUENCING AND SCHEDULING
A. Requirements: Operations necessary to complete the work, including coordination with others relative to the Contractor's requirements are the Contractor's responsibility. Work shall be scheduled in such a manner as to avoid delays in construction and permit proper installation of work.
PART 2: PRODUCTS
There are no applicable requirements.
PART 3: EXECUTION
3.1 PROJECT MEETINGS
A. Pre-Work Conference (Meeting): It will be held prior to the start of the Work. The Contractor will be notified in advance of the meeting
Water Well Construction 01100-6 time, date, and place. The purpose will be to review required work, project drawings, specifications, construction schedules, payroll, and payments, and administrative provisions of the Contract.
1. Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.
B. Progress Meetings: They may be requested by either the CO, COR or the Contractor. The request shall state who should attend and include an agenda.
C. Final Inspection: The COR will perform the inspection on site. Notify the CO and COR in writing at least five working days before the completion date at worksite, so that the Government can schedule final inspection.
3.2 PREPARATION
A. Work Layout: Submit to the Government the work layout that includes the new well and the tank to which the new well is connected in accordance with the requirements no later than the Pre-Work Meeting for approval by the COR.
B. Work Limits: A project area is generally identified and shown on the attached map drawings.
3.3 DISPOSAL OF DEBRIS
A. Requirements: Items or debris that is not designated as salvage by the Government shall become the property of the Contractor. Disposal of all such materials off site in accordance with all federal, state, and local laws and regulations. Include all costs in the original bid.

PART 1: GENERAL
1.1 SUMMARY
SECTION 01330
SUBMITTAL PROCEDURES
A. Section Includes: Requirements for submittals of the construction schedule, plans, samples, test reports, manufacturers’ data, and logs.
B. Requirements: Refer to the specifications for the required submittals;
however, the Government reserves the right to request more submittals only as necessary without added costs to the original bid. Allow ten
(10) federal government working days for review. If the submittal is a hardcopy, review time commences upon receipt by the COR or alternate COR in person. If by email, receipt will commence when the COR opens his email; thus, the Contractor shall arrange with the COR when it will submit its submittals or show it on the up-to-date schedule.
Submittals by email shall not exceed 25 Mb; otherwise, delivery may not happen, possibly causing the Contractor to delay itself.
1.2 QUALITY ASSURANCE
A. Approval: Written approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Installation of material based on written approval of submittals shall not relieve the Contractor of the responsibility for incorporating material that conforms to the requirements of the drawings and specifications. Written approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the CO’s attention in writing. After written approval of an item, the Contractor may submit a substitution for approval, if the approved item cannot be purchased or delivered in time to avoid delay in completion of the project. The cost of submittals regardless of the number of resubmissions shall be included in the original bid. Thus, it is imperative that the Contractor strive to submit complete and correct submittals.
PART 2: PRODUCTS
There are no applicable requirements.
PART 3: EXECUTION
3.1 WORKPLAN, CONSTRUCTION SCHEDULE & HEALTH AND SAFETY PLAN:
A. Requirements: Submit the Workplan, Construction Schedule, and Health and Safety Plan (the three items) at the pre-work conference. When requested, the Contractor shall submit any updates within three federal calendar days. As a minimum for the Construction Schedule, include the start and end dates, and milestones; however, the Contractor shall include sufficient detail to make it useable by the Government’s purposes. The Health and Safety Plan shall have but not limited to emergency numbers and the location of the closest hospital. In general, if the CO or COR believes that any of the three items are deficient or incorrect, the Contractor shall resubmit any of the three items with any additions or corrections.

3.2 OTHER SUBMITTALS
A. Requirements:
1. The Contractor shall deliver all submittals to the COR. When approvals are required, no subsequent work shall proceed until such approval is obtained.
TESTING LABORATORY SERVICES

A. Section Includes: Requirements for the Contractor to engage a qualified, independent testing laboratory to conduct water quality testing.
1.2 SUBMITTALS
A. Test Reports: The Contractor shall provide an electronic copy in Adobe Portable Document Format (PDF) of test reports to the COR.
Reports shall include testing facility name, address, telephone number, and names of full-time responsible officers.
1.3 QUALITY ASSURANCE
A. Approval of Laboratory: The qualified, independent testing laboratory must be certified by the State of Arizona to perform water quality testing for potable water. Certifications for both bacteriological testing and chemical testing are required, and separate laboratories may be used for the two types of analyses. Upon review of the submittal, the testing laboratory or laboratories will be approved by the COR prior to the Contractor beginning any work.
B. Responsibilities of Laboratory:
1. Test samples submitted by the Contractor.
2. Ascertain whether water samples meet quality standards for potable water in the State of Arizona.
3. Promptly notify the CO, COR, and Contractor of results.
1.4 SEQUENCING AND SCHEDULING
A. Establishing Testing Schedule:
1. By advance discussion and coordination with the testing laboratory, determine the time required for the laboratory to perform its analyses and to issue its findings.
2. Provide and indicate this required time within the construction schedule as required to be submitted in Section 01330.
A. Reports: Include:
1. Date issued.
2. Project title and number.
3. Name of laboratory and persons performing analyses for each parameter analyzed.
4. Type of analysis.
5. Date of analysis.
6. Results of analysis.

PART 3: EXECUTION
3.1 FIELD QUALITY CONTROL
A. Contractor Requirements: Refer to Section 02525. Samples shall be taken and handled to preserve integrity and prevent contamination.
Containers shall be always kept sterile and uncontaminated.
Perform all work in accordance with domestic industry standards.
TEMPORARY FACILITIES AND CONTROLS

SECTION 01500
A. Section Includes: Requirements for temporary utilities for construction, temporary field office, first aid, sanitary facilities, vehicular access, temporary barriers, and controls.
1.2 DEFINITIONS
A. Landscape Preservation: The term "injury" includes, without limitation, bruising, scarring, tearing, and breaking of roots, trunks, or branches.
B. Security:
1. Security is protecting of the project site on BLM land.
A. Regulations: Comply with applicable local regulations for haul routes over public highways, roads, or bridges. Comply with industry standards and applicable laws and regulations of authorities having jurisdiction including, but not limited to the following:
1. Building code requirements.
2. Health and safety regulations.
3. Utility company regulations.
4. Police, fire department, and rescue squad rules.
5. Environmental protection regulations.
6. Prevention and control of air pollution.
7. Prevention and control of water pollution.
1.4 EXPLOSIVES
A. Use no explosives.
1.5 PROJECT CONDITIONS
A. Access Routes: Rights-of-way for access to work from existing roads will be established by the CO. Use only established roadways, areas, and haul routes, or temporary roadways, areas, or haul routes when and as authorized by the CO.
B. Traffic: Minimize interference with adjoining roads, trails and other linear travel ways, including other adjacent occupied or used facilities during site-clearing operations.
1. Do not close or obstruct linear travel ways, especially to other adjacent occupied or used facilities without permission from Owner and authorities having jurisdiction.
2. Provide alternate routes around closed or obstructed traffic ways if required by Owner or authorities having jurisdiction.
C. Improvements on Adjoining Property:

1. Although the work is on BLM land, access to BLM land can be through non-BLM land.
2. Contractor shall make all arrangements with non-BLM landowner, as necessary.
D. Utilities: The Government knows of no utilities that pass through the project site. Refer to “Utility Location Service” in this Section.
E. Utility Locator Service:
1. As a precaution, the Contractor however may want to use a local utility locator service “and/or” contact other entities having jurisdiction nearby the project area on adjacent land including any access ways before beginning work.
F. Temporary Erosion- and Sedimentation-Controls:
1. Do not commence site clearing operations until temporary erosion-and sedimentation-control and plant-protection measures are in place in accordance with all applicable laws and regulations.
2. Submit proof of compliance.
G. The following practices are prohibited within identified protection zones:
1. Storage of construction materials, debris, or excavated material.
2. Parking vehicles or equipment.
3. Foot traffic.
4. Erection of sheds or structures.
5. Impoundment of water.
6. Excavation in any form unless otherwise indicated.
PART 2: PRODUCTS
2.1 MATERIALS
A. Water: Provide potable water approved by local health authorities in a convenient location for workers’ use.
2.2 TOILET UNITS
A. Temporary Toilet Units: Provide self-contained, single-occupant toilet units of the chemical, aerated recirculation type. Provide units properly vented and fully enclosed with a glass-fiber-reinforced polyester shell or similar nonabsorbent material.
PART 3: EXECUTION
3.1 INSTALLATION
A. Toilets: Install self-contained toilet units specified in Part 2 of this specification section. Provide units at each site where work is being performed. Shield toilets to ensure privacy. Prohibit use of pit-type privies.
1. Provide separate facilities for male and female personnel.
2. Provide toilet tissue, paper towels, paper cups, and similar disposable materials for each facility. Provide covered waste containers for used material.

B. First-Aid Facilities: Make first-aid facilities and services obvious and easily available for providing emergency aid to personnel on the site.
3.2 HAUL ROUTES, ROADWAYS, AND STORAGE/STAGING AREAS
A. Examination: Investigate the condition of available public roads for clearances, restrictions, bridge-load limits, bond requirements, and other limitations that affect or may affect access and transportation operations to and from the jobsite.
B. Storage/Staging Areas: The Contractor may construct a temporary area for trailers, equipment, and materials at the site, located as approved by the COR.
1. Fencing of materials or equipment will not be required at this site; however, the Contractor shall be responsible for cleanliness and orderliness of the area used and for the security of the site, and any material or equipment stored in this area.
2. The project site is on open BLM Land nearby major roadways, so it may be easily accessible by the public.
3.3 LANDSCAPE PRESERVATION
A. Preservation: Preserve the natural landscape and preserve and protect existing vegetation not required or otherwise authorized to be removed. Conduct operations, to prevent unnecessary destruction, scarring, or defacing of the natural surroundings in the vicinity of the work. Move crews and equipment within the rights-of-way and over routes provided for access to the work in a manner to prevent damage.
B. Protection: Protect vegetation from damage or injury caused by construction operations, personnel, or equipment, using protective barriers or other methods approved by the COR. Minimize to the greatest extent practicable clearings and cuts through vegetation.
Shape irregularly authorized clearings and cuts to soften undesirable aesthetic impacts.
C. Anchorage: Do not use trees for anchorages.
D. Damaged Vegetation: The repair or treatment of injured vegetation and the replacement of trees or shrubs shall be at the expense of the Contractor.
1. The Contractor is responsible for injuries to vegetation caused by
Contractor operations, personnel, or equipment.
2. Repair or treat damaged vegetation, as approved by the COR.
E. Replacement: Remove any tree or shrub not required or otherwise authorized to be removed that, in the opinion of the COR, is damaged or injured beyond saving by Contractor operations, personnel, or equipment. Replace removed tree or shrub with a new one of the same species, or other approved species, of the maximum size practicable to plant and sustain in their pertinent environment.
1. Guy as required, water, and maintain for a period of 1 year the replacement trees and shrubs.
2. Remove and replace any replacement tree or shrub that dies within one year of planting.
3.4 MAINTENANCE AND REMOVAL
A. Maintenance: Maintain temporary structures, facilities, and controls
01500-6 for the duration of the contract for safe and proper completion of the work and as directed by the CO with the COR.
B. Removal: Remove temporary structures, facilities, and controls as rapidly as progress of the work will permit and as approved by the
COR.
3.5 WASTE
A. Collection and Disposal of Waste: Collect waste from construction area daily. Handle hazardous, dangerous, or unsanitary waste materials separately from other waste by containerizing properly.
Dispose of all materials lawfully.
3.6 CLEANUP
A. Requirements: Construction debris, waste materials, packaging material and the like shall be removed from the work site daily.
SITE WATER DISTRIBUTION

SECTION 02514
A. Section Includes: Furnishing and installing water distribution components, including piping, valves, and related items.
A. General: Submittals shall be according to Section 01330.
B. Drilling Program: Within 10 calendar days of receipt of the notice to proceed, submit a complete and practicable drilling program. The program shall provide for orderly performance of the work and be in such form and detail as to show the following for the work to be performed:
1. Sequence of drilling operations.
2. Drilling method, including make and model of the drill rig.
3. The days of the week and month that work is to be performed.
4. The number and length of each shift per day. The length of shift may be extended in the field as required to avoid interrupting a drilling and testing operation.
5. Plan for mud pit and disposal of waste.
6. Development method to be used, including the size “and/or” rating of the proposed equipment.
7. Test pumping and monitoring equipment proposed.
1.3 QUALITY ASSURANCE
A. Failure Criteria: Not limited to the following:
1. Evidence of leakage.
2. Evidence of breakage of pipe.
3. Malfunctioning valves.
4. Blockage of piping.
5. Contamination of water, rendering it not potable.
6. Pressure drop.
B. Labeling Requirements: Polyvinyl Chloride (PVC) and Polyethylene (PE) plastic pipe and fittings shall carry the National Sanitation Foundation (NSF) seal of approval.
C. Regulatory Requirements
1. Comply with standards of ADWA and local authorities having jurisdiction for potable water piping systems. Include materials, installation, testing and disinfection.
1.4 DELIVERY, STORAGE AND HANDLING
A. Delivery: Deliver pipes and tubes with factory-applied end-caps.
Maintain end-caps through shipping, storage and handling to prevent pipe-end damage and to prevent entrance of dirt, debris and moisture.

B. Storage: Store materials and equipment according to the manufacturer's instructions. Protect stored pipes and tubes from moisture and dirt.
Elevate above grade. Do not exceed structural capacity of floor when storing inside.
C. Rubber gaskets that are not to be installed immediately shall be stored in a cool and dark place.
D. Handling: Pipe and accessories shall be handled to ensure delivery to the trench in sound, undamaged condition Pipe shall be carried into position and not dragged. The interior of pipe and accessories shall be thoroughly cleaned of foreign matter before being lowered into the trench and shall be kept clean during laying operations by plugging or other approved method. Before installation, the pipe shall be inspected for defects. Material found to be defective, before or after laying, shall be replaced with sound material without additional expense to the Government.
1. Plastic Pipe and Fittings: Polyvinyl Chloride (PVC) pipe and fittings shall be handled and stored in accordance with the manufacturer's recommendations.
E. Manufacturer's Information: Have a copy of the manufacturer's recommendations for each material or procedure to be always used for this project available at the construction site.
PART 2: PRODUCTS
2.1 MATERIALS IN GENERAL
A. Refer to Section 02525 (Water Supply Wells), Subsection 2.3.
2.2 PIPES AND TUBING
A. Provide Schedule 80 Certa-Lok pipe, or a pipe with an equivalent type of connection and of sufficient casing strength for the maximum depth.
B. Disinfectant: Granular calcium hypochlorite compound with 65 percent available chlorine HTH or approved equal. Compound shall be NSF approved for use with potable water.
C. Sample Bags: Furnished by the Contractor. Durable, waterproof, sealable containers, suitable for 16-ounce samples, with means for clearly labeling the contents as specified.
D. Well Screen:
1. Screen slot openings shall be completely clean and free of burrs, frayed edges, and cuttings.
E. Refer to Data Worksheet on the Addendum to Section 02525.
2.2 TRENCH AND BACKFILL MATERIALS
A. General: Material excavated shall be considered unclassified.
B. Fill Material: It shall be approved before use. Material from excavations shall be used, unless it contains ice or frozen earth, debris, high moisture content or is specified otherwise to
Water Well Construction 02514 - 9 be replaced. Materials removed in clearing and grubbing shall not be used for backfill. Backfill shall not contain rock larger than 3 inches in diameter.
C. Bedding: It shall be material from the excavation that passes a three-quarter (¾)-inch sieve.
D. Buried Warning and Identification Tape for Use in Trenches Containing Electrical Cable: It shall be 4-mil polyethylene plastic tape conforming to ASTM D 882. Warning and identification shall be "CAUTION ELECTRIC CABLE BELOW" or similar wording. Color code shall be red, and color and letter coding shall be permanent, unaffected by moisture and other substances contained in trench backfill material.
E. Buried Warning, Identification and Locator Tape for Use in Trenches
Containing Non-Metallic Water Lines (ASTM D 2103): It shall be 5.5-mil composition film containing one layer of metalized foil laminated between two layers of inert plastic film. The tape shall be detectable by cable locating equipment used to locate underground utility lines.
Warning and identification shall be "CAUTION WATER LINE BELOW" or similar wording. The color code shall be blue, and the color and letter coding shall be permanent, unaffected by moisture and other substances contained in trench backfill material.
3.1 PREPARATION
A. Clearing and Grubbing: Clear and grub only as approved for trenching and backfill operations. Do not remove any large vegetation without specific approval by the COR.
B. Trenching: It shall be as shown on the drawings.
1. When over-excavation occurs, repair the area by backfilling with approved bedding material and compacting to 95 percent maximum dry density according to AASHTO T 99, Method C.
2. When frost action occurs, remove frozen soil, and replace with approved soil compacted to 95 percent maximum dry density as determined by AASHTO T 99, Method C. When soil becomes saturated above the optimum moisture content, compact after it has dried, or remove soil down to firm material and place backfill before construction proceeds.
C. Removal of Materials by Explosives: Refer to Section 01500, Subsection 1.4.A.
D. Bedding: It shall be placed in 6-inch maximum loose lifts. Bedding shall extend from 6 inches below to 6 inches above utility lines, to the width of the required trench section. Compact to 95 percent maximum dry density as determined by AASHTO T 99, Method C.
1. Provide uniform and continuous support for each section of pipe and conduit, except at bell holes or depressions necessary for making proper joints.
E. Trench Backfill: After testing and approval of piping and bedding, the trench backfilling shall be placed. Place backfill in 6-inch maximum loose lifts to a depth of 1 foot over the top of the pipe. Compact to

95 percent maximum dry density as determined by AASHTO T 99, Method C.
Prevent lateral displacement during compaction. No puddling or flooding of trench for consolidation of backfill; no use of wheel rolling by construction equipment.
3.2 PIPE INSTALLATION
A. General: No pipe shall be installed in water. Keep the interior of the pipe clean. The pipe shall not be covered until the pressure test has been approved. Ends of lines shall be capped leaving sufficient space for later removal.
1. Install piping at indicated slope.
2. Install components having pressure rating equal to or greater than system operating pressure.
3. Install piping free of sags and bends.
4. Locate groups of pipes parallel to each other, spaced to permit valve servicing.
5. Install fittings for changes in direction and branch connections.
B. Cutting of Pipe: Cutting of pipe shall be done in a neat manner without damage to the pipe. Unless otherwise instructed by the manufacturer and authorized by the COR, cutting shall be done with an approved type of mechanical cutter. Use a wheel cutter when practical.
C. Polyvinyl Chloride (PVC) Pipe
1. Install polyvinyl chloride (PVC) plastic pipe according to AWWA M
23.
2. Make solvent welded joints according to ASTM D 2855.
D. Depth: Bury piping at minimum depth of 36 inches below finished grade.
E. Anchorages: Install anchorages for tees, plugs, and caps, bends, crosses, valves, and hydrant branches. Include anchorages for the following piping systems:
1. Gasketed-Joint, Polyvinyl Chloride (PVC) Piping: According to
AWWA M 23.

SECTION 02525
PART 1: GENERAL
1.1 SUMMARY
A. Section Includes: Requirements for construction of water wells, including filing of appropriate forms with ADWR, record keeping;
construction of the well platform; installing casing, well screen, gravel pack, submersible well pump, drop pipe, pitless unit, and associated plumbing, controls, and accessories; water quality testing and disinfection.
1.2 DEFINITIONS
A. Listed and Labeled: The terms "listed" and "labeled" as defined in the National Electrical Code, Article 100.
1.3 SUBMITTALS
B. Notice of Intent: Contractor shall prepare and submit ADWR Form 55-40, Notice of Intent to Drill, Deepen, Replace or Modify a Well, for each of the wells, in accordance with ADWR regulations and guidelines. On each form it shall be indicated that the intent is to replace an existing well. The Contractor shall submit the forms to ADWR after approval by the COR.
C. Drilling Program: Within 10 calendar days after the date of receipt of notice to proceed, submit a complete and practicable drilling program. The program shall provide for orderly performance of the work and be in such form and detail as to show the following for each of the wells to be drilled:
1. Sequence of drilling operations.
2. Drilling method, including make and model of drill rig, and number and type of rigs to be operated simultaneously.
3. The days of the week and month that work is to be performed.
4. The number and length of each shift per day. The length of a shift may be extended in the field as required to avoid interrupting a drilling and testing operation.
5. Plan for mud pits and disposal of waste.
6. Development method to be used, including the size and/or rating of the proposed equipment.
7. Test pumping and monitoring equipment proposed.
C. Drawings: Submit electronic copies in Adobe’s Portable Document
Format (pdf) of drawings or catalog cuts showing water well components. Detail drawings or catalog cuts shall include a cross section showing the relative size, location and spacing of the well components such as the hole size, casing, well screen, gravel filter pack, grout, pump, pump intake level, drop pipe, check valves and pitless unit.

D. Daily Record: A copy of the daily record, as specified under “Quality Assurance” below, shall be submitted to the COR upon completion of work each day. The form of the daily report shall be approved by the COR prior to the start of work. Information recorded by the daily report shall include, but is not limited to:
1. Time of startup and shut down.
2. Time of any standby periods with explanation of reasons, therefore.
3. Type of work (drilling, development, test pumping, standby etc.).
4. Number of personnel and equipment on job.
5. Depths - referenced from “drilling datum” of:
a. Top and bottom of each stratum penetrated.
b. Depths from which samples are taken.
c. Static water level - measured beginning of each shift and at observed changes in water level.
d. Well screens and accessories installed in the well.
6. Type of material encountered.
7. Well casing - length, size and grade of each piece assembled and cumulative total length of casing assembly.
8. Any drilling difficulties, and adjustments or corrections to the work.
9. Weather conditions.
10. Amount of water disposed of on site and any difficulties related to disposal.
11. Any problems that might result in a change of conditions or contract negotiations.
E. Driller’s Logs: At the completion of the work, within 10 days the Contractor shall prepare and submit ADWR Form 55-55, Well Driller report and Well Log, and BLM Forms 7230-1, Water Well Drilling Record, and 7230-2 and 7230-2a, Well Log and Well Log Continuation, for each hole drilled. The logs shall summarize the following information, as required by or in addition to other information required on these forms:
1. Size of drill hole and method of drilling.
2. Depths: referenced from “drilling datum” of:
a. Top and bottom of each strata formation encountered.
b. Water bearing formations.
c. Static water level - measured beginning of each shift and at observed changes in water level.
d. Finished well.
e. Well screens and accessories installed in the well.
3. Identify the material in each stratum. Use the USGS Classification.
4. Well casing - material, length, diameter, thickness, weight per foot of length and grade of each piece assembled and cumulative total length of casing assembly. Include the depth below grade that casing was installed and any changes in size of casing.
5. Screen: Material, construction, length, diameter and opening size.
6. Well completion date.
7. Upon completion of the well, the log shall be prepared and signed by the Contractor and submitted to the COR for approval.
F. Samples: Take samples, approximately 16 ounces, of substrata formation at 5-foot intervals and at all pronounced changes in formation throughout entire depth of the well. Carefully preserve
Water Well Construction 02525-13 samples on-site in suitable containers properly labeled for identification (plainly marked to show the well description and the depth below the ground surface at which the sample was taken).
G. Well Test Reports: Submit the test reports required for test well, and submit three field test reports for the following:
1. Pump test.
2. Water quality analysis.
3. Plumbness and alignment test.
H. Pump Installation Completion Reports: Within 10 days after the pump and controls are installed and approved for each well, the Contractor shall complete and submit ADWR Form 55-56, Pump Installation Completion Report.
1.4 QUALITY ASSURANCE
A. Regulatory Requirements: Each system, including equipment, materials, installation, and workmanship shall be in accordance with the Standards and Regulations of the State of Arizona, as administered by ADWR, and the following:
1. ASME B31.9 "Building Services Piping" for piping materials and installation.
2. "Hydraulic Institute Standards for Centrifugal, Rotary and
Reciprocating Pumps" for pump design, manufacture, and installation.
3. UL 778 "Standard for Motor Operated Water Pumps" for construction requirements. Include UL listing and labeling.
4. NEMA MG 1 "Standard for Motors and Generators" for electric motors. Include NEMA listing and labeling.
5. NFPA 70 "National Electrical Code" for electrical components and installation.
B. Reference Standard: Well construction shall comply with all applicable provisions of AWWA A 100.
C. Records and Logs: The Contractor shall keep an accurate daily record of all work. Daily records shall be kept current during the progress of the day’s work in a neat and legible report form. They shall be always available for examination by the COR during the work.
D. Well Driller Qualifications:
1. The well driller shall be licensed as required by the State of
Arizona and shall comply with all the laws of the State and ADWR requirements pertaining to water well drilling.
E. The Contractor shall be responsible for submitting all well construction records required by the State as specified herein, with a copy to the COR.
F. Pump Listing and Labeling: Provide pumps and components specified in this Section that are listed and labeled.
1. Listing and Labeling Agency Qualifications: A “Nationally
Recognized Testing Laboratory” (NRTL) as defined in OSHA Regulation 1910.7.

1.5 DELIVERY, STORAGE AND HANDLING
A. Delivery: Deliver materials in an undamaged condition.
B. Storage: Store materials off the ground to provide protection against oxidation caused by ground contact. Replace defective or damaged materials with new materials at the Contractor's expense.
1. Store pump in a clean, dry location.
2. Retain shipping flange protective covers and protective coatings during storage.
1.6 SEQUENCING AND SCHEDULING
A. Work Sequence: Well construction shall progress, after the notice to proceed is issued, according to the drilling schedule, and after coordination with the CO and COR.
B. Drilling Program: Follow the schedule in the approved drilling program. Significant deviations must be resubmitted and approved prior to implementation.
1.7 WARRANTY
A. Requirements: Furnish a written warranty from the manufacturer covering the well pumps as specified below and in Section 13201.
PART 2: PRODUCTS
2.1 MATERIALS IN GENERAL
A. Refer to Section 02525 (Water Supply Wells), Subsection 2.3.
2.2 MATERIALS
A. Steel Casing:
1. Materials specified shall be new and free from defects. Used or old materials are unaccepted.
2. Steel casing shall be either seamless or electric-welded black steel pipe, with either welded or threaded and coupled joints conforming to ASTM A 53 Grade B, or line pipe conforming to API 5L, either Grade A or B.
3. Each section of steel casing shall be marked to show the diameter, standard number, weight, wall thickness and USA (domestic) manufacturer.
4. Refer to Work Datasheet, Addendum to Section 02525 for the size of the steel casing.
5. Steel casing shall be at least 20 feet long from the surface or in accordance with the requirements from ADWR, whichever is more stringent.
B. Certa-Lok PVC for Casing & Drop Pipe:
1. Provide Schedule 80 Certa-Lok pipe or a pipe with an equivalent type of connection and of sufficient casing strength for the maximum depth.
2. Schedule 80 Certa-Lok casing shall continue below the steel
Water Well Construction 02525-15 casing unless new steel casing is instead used.
3. Schedule 80 Certa-Lok drop pipe from the surface or in accordance with the requirements from ADWR, whichever is more stringent.
4. Schedule 80 Certa-Lok drop pipe shall continue below the steel casing.
5. The Government can entertain alternative Contractor proposed materials but is not obligated to follow through.
C. Disinfectant: Granular calcium hypochlorite compound with 65 percent available chlorine HTH or approved equal. Compound shall be NSF approved for use with potable water.
D. Sample Bags: Furnished by the Contractor. Durable, waterproof, sealable containers, suitable for 16-ounce samples, with means for clearly labeling the contents as specified.
E. Well Screen: Screen fabricated of ASTM A 666, Type 304 stainless steel by welding, with continuous slot, V-shaped openings that widen inwardly. Screen slot openings shall be completely clean and free of burrs, frayed edges, and cuttings. Recommend the size of the screen openings to the COR in writing. Size shall be approved prior to installation of screen.
F. Formation Pack: Gravel passing a 3/8-inch sieve and containing no more than 10 percent fines passing a No. 200 sieve shall be used for formation packers. Material shall be washed and disinfected with a
0.1 percent chlorine solution before being placed in the well.
G. Filter Pack: After reaching the water-bearing zone and test pumping indicates that filter packing will be required, obtain samples of the sand formation, and recommend the size and quantity of filter packing required to the COR for approval. Submit material samples and analyses along with the recommendation.
H. Submersible Pump and Motor: It shall be an approved submersible solar pump with a capacity sufficient to deliver water to the wellhead with a residual pressure of 50 psi, at a rate of 8 gallons per minute.
The bearings shall be oil lubricated, and the shaft shall be stainless steel. The motor shall be of sufficient size to operate the pump under the specified and maximum anticipated operating conditions without exceeding its rating. Pump shall operate automatically in response to a float valve located in the storage tank. Pump shall not exceed 4 inches in diameter.
1. Impeller: Stainless steel.
2. The following pump end components shall be constructed of stainless steel: Shaft, intake/adaptor bracket, intake screen, coupling, nuts, and washers.
3. The pump bearings and check valve seat shall be NBR (natural buna rubber). Vegetable based oil or potable water shall be used in the bearings. Petroleum based oil is not allowed.
4. All data plates shall be attached to the pump and contain the manufacturer’s name, pump size and type, serial number, speed, impeller diameter, capacity and head rating and other pertinent data. An extra data plate shall be attached at the wellhead.
5. The motor shall be manufactured by SunWize Power & Battery, LLC; Sun Pump, Inc.; possibly Franklin Electric; or other

Size shall be selected for optimal operating efficiency at the flow rate and pressure specified herein and shall be suitable for operation powered solar panels producing a recommended 120 VDC or as recommended by the manufacturer but must result in a system that satisfactorily functions overall.
6. The brushless motor shall be of the potted winding/water lubricated type, with NEMA standard mounting face and shall have a minimum service factor of 1.15. The motor shall be fitted with a Kingsbury style thrust bearing capable of operating to a maximum of 1,500 pounds and shall also be equipped with a bearing to handle momentary up-thrusts.
7. The brushless motor shall be fitted with a lead assembly which shall have the leads potted in epoxy. The lead plug assembly shall be keyed where it enters the motor to prevent cross connections. The motor leads shall be color coordinated for specific winding connections and shall be of sufficient length to extend past the end of the pump end.
I. Temporary Submersible Pump:
1. Install a temporary submersible potable water pump with a capacity sufficient to deliver water to the wellhead with a residual pressure of 50 psi, at maximum steadystate flow and to perform well development and pumping tests. Select a pump suitable for this well.
J. Auxiliary Piping: Provide discharge piping to dispose of pumped water during developing and testing of well. Locate the discharge flow at a sufficient distance from the well to prevent flooding, erosion, and flow back into well.
K. Check Valves: Precision-cast red brass, with an abrasion resistant “O” ring and spring, machine fitted to the valve seat, tapered for positive sealing and self-cleaning. Check valve and drop pipe shall be compatible.
L. Torque Arrestor: Precision-molded from natural rubber and filed-adjusted to hold pump centered in well and provide a snug fit with well casing. Torque arrestor shall be compatible with drop pipe.
M. Well Cap: Manufactured well seal providing a compression seal with penetration for piping and cables, which fits into the top of the casing and is removable, waterproof and vermin-proof.
N. Pitless Unit: 8-inch nominal size, or as required to accommodate final casing. Adaptor shall provide an unbroken extension of the casing with positive connections to the delivery and drop pipes, spool sealing and support; ASTM A 53 case; NSF approved such as Monitor PS Domestic Threaded Style Pitless Units Series, manufactured by Baker Manufacturing Company, Monitor Division, Evansville, WI 53536, at 800-356-5130, https://www.bakermonitor.com/, or approved equal in performance and in conformance with the overall system, and satisfactory functioning.
O. Depth Test Apparatus: Provide a depth test apparatus consisting of a pressure gauge, air pump connection and drawdown tubing.

2.3 MIXES
A. Grout: It shall be Type II Portland cement, water, and sand.
Portland cement shall meet the requirements of ASTM C 150. Mixed grout shall be 1 part Portland cement and 3 parts sand mixed with no more than 6 gallons of water per 94-pound sack of cement to form a workable mix. Use potable water.
B. Concrete:
1. Cementitious Material Content: Cementitious material may be a blend of portland cement and fly ash. Minimum cementitious material content, 564 pounds per cubic yard.
2. Portland Cement: ASTM C150-94b, Type II.
3. Fly Ash (ASTM C618-95, Class F): Fly ash not to exceed 15 percent of total cementitious material content by weight.
C. Quality of Concrete: Furnish concrete under Option C, ASTM C94-94, whereby the manufacturer assumes full responsibility for the selection of the proportions for the concrete mixture with the minimum allowable cement content specified.
1. Maximum Water and Cementitious Material Ratio: 0.45.
2. Strength: 28-day compressive strength shall be 4,000 psi.
3. Reinforcing Bars: ASTM A615-94, Grade 60, unless otherwise shown.
2.4 MATERIALS IN GENERAL
A. Materials shall be compatible with one another such that galvanic action or any other deterioration does not occur.
B. Materials shall be used for their intended purposes in accordance with the manufacturers’ recommendations.
PART 3: EXECUTION
3.1 PREPARATION
A. Clearing: Limit work site clearing to the project area identified in the attached map, or as designated by the COR.
B. Site Preparation: Minimize surface disturbance at site. Level construction site only as necessary for drilling operations. Cut or fill slopes shall not be steeper than 4:1, unless approved otherwise.
3.2 WELL LOGS AND SAMPLES
A. Well Log: Keep a complete well log as required by State law, as specified in Part 1. The log must be kept up to date with the progress of the well drilling and shall be available for inspection by the COR during the drilling operations. Furnish one copy of the complete log to the COR after completion of drilling.
B. Samples: As specified in Part 1.
C. Additional Requirements: The COR will furnish the Contractor BLM Form 7230-1 (Water Well Drilling Record) and Forms 7230-2 and 7230-2a, Water Well Construction 02525-18
Well Log and Well Log Continuation for recording information. In addition, the Contractor shall obtain and complete ADWR Form 55-40, Notice of Intent to Drill, Deepen, Replace, or Modify a Well, for the well, in accordance with ADWR regulations and guidelines. Complete the forms and submit them to the COR.
3.3 WELL CONSTRUCTION
A. Drilling: Drill the hole to a depth and with sufficient diameter to accommodate the minimum the diameter casing as shown in the Work Datasheet, Addendum to Section 02525, and to produce the specified flow capacity. Methods of construction shall be as approved by the COR. Drill straight, plumb, and circular from top to bottom, from the ground surface to the uppermost level of the water-bearing strata and fully penetrate the water-bearing stratum a sufficient depth to produce the required amount of water without causing excessive velocities through the aquifer.
