GENERAL REQUIREMENTS SUMMARY OF THE WORK

PART 1 - GENERAL

1.1 Project Title: Pendills Creek NFH Ultraviolet Disinfection System

Pendills Creek NFH uses ultraviolet (UV) disinfection to control fish pathogens for the incoming fish production water supply. Recently an influx of sand and detritus plugged the mud valves and backed the water up into the filter building, flooding the existing UV system. The flooding event destroyed the two existing UV disinfection systems. The UV disinfection systems in the filtration building are imperative to maintaining fish health in the hatchery. This contract shall replace the damaged UV systems.

1.2 Work Under These Specifications

Base Bid

A. Contractor shall furnish materials, labor and equipment required to provide one open channel, gravity flow, low pressure high intensity ultraviolet lamp (UV) disinfection system complete with an in-situ automatic mechanical wiping system including a variable output electronic ballasts. The new system is required to occupy the same space as the existing UV system. Demolition of the existing system and cleanup of all mud and debris has already been completed by the hatchery staff.

The UV system when installed shall be complete and operational with all control equipment and accessories as shown and specified herein. This system will be capable of disinfecting aquaculture water.

The system shall be installed by the contractor and tested by the commissioned by the UV manufacturer/distributor only.

The contract will include equipment procurement, installation, startup, and training for hatchery personnel.

All electrical work required to be performed by a Michigan licensed electrician

Base bid is for one (1) fully functioning UV system occupying one channel including startup, training and all spare parts as described in the specifications.

This work will not be measured for payment and shall be performed on a lump sum basis.

B. Bid Additive #1 for a second fully functioning UV system occupying the second

01100-2 existing channel including startup and commissioning additional training is not required.

1.3 Location and Inspection of Site

A. The work site is located at:

U.S. Fish and Wildlife Service

21990 W. Trout Lane, Brimley, MI 49715.

The mailing address is shown on the Solicitation, Offer, and Award (Standard

Forms 1442 or, 18 block 9) as attached to this Invitation. The Station Manager

Denise Johnston may be contacted for further information at the above referenced address or by telephone at (906)437.5231.

B. All prospective bidders/quoters, contractors, subcontractors, and related persons are encouraged to visit the site(s) of the proposed Work and to assess the location(s) and extent of the Work prior to submitting bids/quotes. Persons may inspect the site by contacting the Station Manager.

1.4 Specifications and Drawings for Construction

A. The successful bidder will be provided, upon request, up to 5 sets of additional full-size prints of the contract drawings as necessary for execution of this contract. These drawings will be provided at no additional cost to the successful bidder/quoter.

B. Exact location of all affected utilities will be the responsibility of the contractor.

Drawings may not completely show all utilities. Site verification is required in addition to contacting any local authorities and utility companies to determine exact locations of utilities.

C. In case of difference between drawings and specifications, the specifications shall govern.

1.5 Work Not Included In This Contract

A. All items indicated "NIC" on drawings or in specifications are items not included in this contract.

B. Work in place is generally shown as "Existing" on the Contract Drawings.

C. Work to be performed under other contracts and not included as part of this contract is generally shown as "By Others" on the Contract Drawings.

1.6 Items Provided By The Government

A. Work to be accomplished by the Government or manufactured items to be provided by the Government are generally shown as "By Government" on the

Contract Drawings.

1. Unless specifically provided herein, no materials or equipment shall be furnished by the Government under this Contract.

1.7 Engineering Services:

A. The Government has established a baseline and a benchmark for this project. The drawings relate the project to the baseline and benchmark. From this baseline and benchmark the Contractor shall furnish and place all stakes, marks, and templates required for the performance and completion of the work. Any baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at their expense.

1.8 Temporary Facilities

A. Maintain and restore all government roads, service areas and utilities used to pre-construction condition.

B. Temporary toilet facilities must be provided.

1.9 Site Access and Right of Way

A. The construction access limits on Government property will be established by the

Government and the Contractor shall be responsible for complying with these limits and governing all work accordingly. All temporary access roads shall be removed following work completion unless directed otherwise by the Contracting

Officer.

B. All bidders are reminded that they are responsible for contacting the local entity such as township, county, or state having jurisdiction in the project vicinity to insure bidders/quoters are aware of any requirements of the local entity. These requirements are between the entity and the bidder. Load limits and other restrictions shall be obeyed. If the Contractor proposes to cross private property, permission must be obtained from the owner to use private property or roads in the conduct of the Work.

C. Work scheduled on Saturdays, Sundays, Federal Holidays or other than normal working hours shall be approved in advance by the Government.

1.10 Safety - In addition to FAR 52.236-13 Accident Prevention

A. Contractor shall fill out and submit the “Preconstruction Safety Checklist” to the

Contracting Officer (CO) prior to beginning construction.

B. The contractor shall designate a safety officer to ensure a safe work site. The safety officer shall perform daily work site inspections to assure compliance with all safety regulations and standards.

C. The Contractor’s Safety Plan shall be available on-site. The Contractor shall provide Material Safety Data Sheets (MSDS) for all hazardous materials brought on-site. MSDS shall be made available in a conspicuous location.

D. All equipment and work activities shall comply with OSHA Regulations and all accidents incidental to work performed under this contract shall be reported in accordance with OSHA reporting requirements. Additionally a copy of the accident report shall be provided to the Contracting Officer.

E. The contractor shall provide and install barricades, signs, or other warning devices to delineate the construction area and restrict public access to the construction site. Follow Manual of Uniform Traffic Control Devices (MUTCD).

F. Provide at least one non-freezing-type fire extinguisher in each workshop and shed used for storage of materials on the premises. Place in location readily accessible to workers.

G. Provide at least one non-freezing-type fire extinguisher of the appropriate class for each group of workers performing flammable procedures.

H. Provide and maintain a basic first aid kit for use of workers.

(a) Provide first aid supply commensurate with size of project with items necessary for first aid treatment of all injuries. The first aid supply shall include items identified on MSDS (see paragraph B of this section) in applicable locations.

(b) Advise all workers of the location of first aid supplies.

(c) Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers.

I. Provide necessary Personnel Protective Equipment (PPE) as identified by MSDS and OSHA regulations. Provide documentation, workers have been trained in use of PPE prior to individual use.

DIVISION 1 SECTION 01 3100

GENERAL REQUIREMENTS PROJECT COORDINATION

01 3100-1

1.1 Jobsite Administration - Superintendence, Subcontract administration and Quality

Control, is the responsibility of the Contractor.

A. Final decisions relative to items in conflict shall be made by the Contracting

Officer.

B. The Government shall have the authority to temporarily suspend the Work for such time as necessary because of the failure on the part of the Contractor to perform any of the provisions of the Contract. No extension of contract performance time will be permitted until the Government determines that the defi-ciencies in performance, which caused the temporary suspension, have been corrected.

C. The Contractor shall have responsible superintendence on site during all project operations. Contractor shall notify Government of any changes of superintendents.

D. The Contractor shall notify the COR at least ten (10) days prior to the anticipated date of completion of all Work specified herein. Upon completion of the Work, the COR shall proceed with the final inspection which shall be completed as promptly as practicable. The time required for such inspection and for performing any corrective Work shall be included in the contract performance time.

1.2 Modification/Change Order procedures

A. In the event of the need for a Change Order, the Contractor will receive a letter requesting a price quote for proposed changes to the Contract.

B. For evaluation purposes, the Contractor's quote shall be broken down to show the costs of labor and materials for each proposed category of Work included with the change, along with the total cost for Contractor's overhead, profit, and bond for the proposed changes.

C. All Contract time extensions required as a result of a proposed change must be justified and supported in detail at the time of the proposal.

DIVISION 1 SECTION 01 3100

GENERAL REQUIREMENTS PROJECT COORDINATION

1.3 Preconstruction Conference

A. Soon after award of the Contract and prior to commencing construction, the

Contractor and any subcontractors shall attend a preconstruction conference with representatives of the Government. Timely notification of the meeting will be given to the Contractor. Time, date, and place of the conference will be determined by the Contracting Officer. Requirements pertaining to Contract administration, construction operations and the project schedule will be discussed.

The project schedule shall be in accordance with Section 01330. The

Preconstruction Safety Checklist shall be submitted for review during this conference.

1.4 Progress Meetings

A. Periodic general project meetings will be conducted with a representative of the

Contractor at the project site or by telephone by the Government's representative for the purpose of coordinating, expediting, and assessing the work progress.

B. The Contractor shall provide reports of progress on the project, discuss the work schedule for the coming period and present all conflicts, discrepancies or other difficulties for resolution. A record of discussions and decisions will be prepared by the Government and distributed to those attending and others affected.

DIVISION 1 SECTION 01 3300

GENERAL REQUIREMENTS SUBMITTALS

1.1 General:

A. Refer to technical specifications for all submittals required.

B. When specifically requested by the Contracting Officer (CO), Contractor’s

Officer’s Representative (COR) or the Government’s Construction Inspector, the

Contractor shall provide copies of manufacturer's written installation instructions and/or recommendations for review and approval prior to accomplishing equipment installation.

1.2 Submittal Register:

A. Furnish digital .pdf copies of all required submittals. Submit material samples via mail.

B. The approval of submittals shall not relieve the Contractor to comply with the terms and conditions of the Contract Drawings and Specifications. The

Contractor shall be responsible to determine correct dimension, design, connection, detail and satisfactory construction of all Work.

1.3 Project Schedule: Contractor shall provide as required by Federal Acquisition Regulation

(FAR) clauses. *

1.4 Price Breakdown - Lump Sum Items: Contractor shall provide as required by FAR clauses. *

1.5 Subcontractor's List

A. The Contractor shall submit to the Government's on site representative, one legible copy of each delivery ticket for all material delivered to the construction site.

B. The delivery ticket shall show brand name, catalog number, and number of items received.

1.10 Waste Manifests

A. The Contractor shall submit copies of all waste manifests.

B. Manifests shall state type of waste (i.e., construction debris, hazardous asbestos, etc.), location of disposal, landfill designation, EPA registration of landfill, and

EPA registration for transportation of any hazardous wastes.

* The applicable FAR clauses will be provided in full text to the resultant contractor at the pre-construction conference.

DIVISION 1 SECTION 01420

GENERAL REQUIREMENTS DEFINITIONS AND STANDARDS

1.1 Regulatory Requirements

A. All work shall be accomplished in strict accordance with OSHA and all other regulations, codes, and laws in effect at the time the work is performed for the location where it is to be performed.

1.2 Means and Methods

A. Means and methods used in the performance of this Contract must be in accordance with all applicable Federal Acquisition Regulations in addition to

OSHA regulations, 29 Code of Federal Regulations, acceptable industry practices as recognized by societies, associations, building codes, manufacturers’ specifications and any applicable state safety and health requirements.

1.3 Permits

A. All permits required to support construction activities such as road permits for oversize, overweight vehicles and equipment, bridge permits, and utility hookup permits, shall be obtained, and paid for by the Contractor.

01440-1 Component Start-up and System Testing

Component Start-Up and System Testing

1. GENERAL

1.1 COMPONENT START-UP

A. Component Start-up, Calibration, and Initial Performance Testing:

1. Component Start-up Test Duration: 1.0-day minimum

2. After notification from the Contractor that the components have been installed and factory/field calibrated by the manufacturers personnel, the

Contractor shall spend a day starting up and demonstrating component operation to the CONTRACTING OFFICER’S REPRESENTATIVE

(COR) or the Hatchery Staff. The Contractor shall make adjustments where required and operate components within their normal anticipated range of operation.

3. The Component Start-up Test shall be conducted before the “Substantial

Completion” stage of the project and prior to the System Test. All operational deficiencies discovered during the Component Start-up Test shall be corrected before the System Test occurs.

B. Component Start-up and Calibration:

1. The following components shall be operated during the Component Start-up Test:

a. UV treatment system and all related components.

C. Contractor Personnel Required:

1. The Contractor shall have qualified technicians on site at all times during the UV Component Start-up who are completely familiar with the installed project components and are capable of starting/stopping equipment components and making corrective adjustments where required. For

Component Start-up of the east equipment, the COR and hatchery staff will observe component testing and calibration that the Contractor shall complete and document. During Component Start-up of the east equipment, the Contractor will develop a written list of operational deficiencies and corrective adjustments needed. The Contractor shall add to the list any deficiencies that the COR detects.

1.2 SYSTEM TESTING AND TRAINING

A. System Test Results and Approval of Systems:

1. The above System Test is intended to reveal system characteristics when operating in a series of different design conditions as well as to reveal operational deficiencies. It is not intended as a substitute for the individual requirements for items defined in the detailed sections of these

01440-2 Component Start-up and System Testing specifications and all items will be accepted in accordance with those individual requirements.

2. Deficiencies of specified items during the System Test will be remedied during the System Test and that operational phase may be repeated (with the Owner) as necessary to assure compliance with the specifications.

Deficiencies not corrected during the System Test shall be documented by the Contractor for corrective action. The Contractor shall add to the list any un-corrected deficiencies detected by the COR.

3. If during the System Test, components or subsystems are found by the

COR to be inoperable or not substantially complete (due to the

Contractor’s failure to properly install them per the Drawings, Specifications and manufacturer’s instruction or failure to complete the

Component Start-ups) such that in the opinion of the COR typical system-wide operation cannot be demonstrated, the Contractor shall pay for the

COR’s time and travel expenses for all subsequent system test(s).

2.1 BOLTS, NUTS, & WASHERS

A. All bolts and nuts shall conform to ASTM C307.

B. Bolts and nuts and washers outdoors or which will be continuously submerged in water or buried underground shall be stainless steel (except bolts in mechanical joint pipe).

C. Bolts, nuts and washers outdoors or joining flanged or mechanical joint pipe indoors (including restraint harness) which are to be painted, may be carbon steel.

D. Bolts, nuts and washers in rooms with two or more open water tanks (such as production rooms) and within six feet of floor shall be stainless steel.

E. All bolts, nuts, and washers not covered above shall be galvanized or stainless steel.

2.2 HANGERS AND SUPPORTS

A. Hangers and supports shall be galvanized, stainless steel, fiberglass reinforced polyester (FRP), aluminum, or factory epoxy coated steel with stainless steel fasteners unless specifically noted otherwise on the Drawings or in the

Specifications. Hangers and supports for copper piping shall be stainless steel, frp, copper coated or insulated.

B. Hangers and supports' model numbers listed in this section are provided for identification of type, not material or finish. Where Drawings or Specifications do not indicate what types of hangers to use, provide standard products by any of the manufacturers listed.

C. Pipe and equipment hangers and supports shall be rated to carry the weight of piping and shall be of the following types:

4. Continuous Channel Strut shall be 1-5/8" wide 12 gage minimum stainless steel, FRP, or 0.105” aluminum. Plate accessories such as post bases and gussets in these areas shall be same as strut or steel with a factory-baked finish with a 600-hour minimum failure rate in ASTM B117 salt spray testing unless specifically noted otherwise on the Drawings. Nuts, bolts, washers, accessories, and pipe clamps shall be stainless steel, aluminum, frp, galvanized or electro-deposited, phosphatized and baked epoxy coated.

2.3 GROUT

A. Approximately three (3) parts sand, one (1) part Portland cement, 6 +1 percent entrained air and water to produce a slump which allows grout to completely fill required areas and surround adjacent reinforcing.

B. Minimum 28-day compressive strength: 4000 psi.

2.4 GARDEN HOSE

A. Inside diameter at least 5/8 inch. Length shall be 6 to 10 feet.

2.5 SUBMERSIBLE CAULK

C. Suitable for joints up to ¼ inch.

D. Suitable for long term submersion in water.

3. EXECUTION

3.1 HANGERS AND SUPPORTS INSTALLATION

A. Hangers

1. Provide supports, where pipe changes direction, adjacent to valves and fittings and at equipment.

2. Vertical pipe runs shall be supported and laterally braced.

3. Piping shall be supported so that excessive loads will not be placed upon one hanger.

4. Piping shall be properly supported from hangers securely attached to the building construction.

5. All piping shall be supported in a manner to minimize undesirable stress on bodies of valves and other fittings.

6. All piping shall be supported from walls on brackets, directly from ceiling above, or be floor stands.

7. Where exposed structure is available, the pipe shall be supported from this.

8. No cutting, drilling, welding, or burning of any structural member

(including purlins of metal buildings) shall be allowed. Power driven studs and welding studs shall not be used.

9. All bolts and threaded rods shall be used with double nut and washer or single nut, washer, and lock washer wherever a single unsecured nut could work loose and allow either threaded rod or supported piping to drop.

10. Cast in place concrete anchors shall be positioned and secured to reinforcing.

B. Auxiliary Strut Support

1. Where auxiliary strut is needed for support of equipment or piping it shall be sized and joined as detailed on drawings or as listed in this specification.

2. Continuous FRP channel strut may be used for auxiliary support provided the strut is capable of supporting the total load (pipes full).

C. Maximum spacing of horizontal piping supports for individual pipes shall be listed below unless otherwise noted or shown on Drawings.

3.2 GROUT INSTALLATION

A. Placing Grout:

1. Place grout in compliance with American Concrete Institute.

2. Place in a continuous operation.

3. Place by methods which prevent aggregate segregation.

4. Do not allow grout to free fall more than 4 ft.

5. Where free fall of grout will exceed 4 ft., place by means of tremie pipe or chute.

B. Curing:

1. Begin curing grout as soon as free water has disappeared from exposed surfaces.

2. Cure grout by use of moisture retaining cover, burlap kept continuously wet or by membrane curing compound.

3. Provide protection as required to prevent damage to grout and to prevent moisture loss from grout during curing period.

4. Provide curing for minimum of seven days.

5. Form materials left in place may be considered as curing materials for surfaces in contact with the form materials.

C. Form Removal:

1. Remove forms after grout has hardened sufficiently to resist damage from removal operations or lack of support.

1.3 QUALITY ASSURANCE

A. The manufacturer shall be regularly engaged in the manufacture of UV systems with a proven track record of at least ten (10) operating installations of a similar proposed UV system of similar size and lamp configuration and control type.

B. The manufacturer shall provide documentation of previous experience with open channel UV disinfection systems in fish hatchery applications with dose pacing and UV disinfection systems in RAS applications with variable output electronic ballasts.

C. Documentation of UV manufacturer's service capabilities including location and experience shall be submitted.

D. The manufacturer shall have local representative office or partner in the USA with an available stock of basic spare parts.

1.4 SUBMITTALS

A. Submit for review, Shop Drawings showing the following:

1. Complete description in sufficient detail to permit an item comparison with the specification.

2. Dimensions of system

1.5 WARRANTY

A. Equipment:

1. The equipment furnished under this section shall be free of defects in material and workmanship, including damages that may be incurred during shipping for a period of 2 years from date of start-up.

2. PVC and polyethylene structural components shall be warranted against

UV degradation for no less than 3 years.

B. UV Lamps:

1. The UV lamps to be warranted for a minimum of 16,000 hours when operated in automatic mode, prorated after 2,000 hours. On/off cycles are limited to five (4) per day average per 24-hour period, accumulated over the total guaranteed life of the Lamp.

C. Ballasts: shall be warranted for 4 years, prorated after 1 year.

2. DESIGN CRITERIA

Provide equipment that will apply a UV dose to influent water with the following characteristics:

a. Dose rate of 74 mJ/cm2

b. Flow rate 5,000 gpm (max)

c. 32 degF water

d. 80%UVT.

Requirements:

a. The UV Dose will be adjusted using an end of lamp life factor of 0.8 to compensate for lamp output reduction over the time period corresponding to the manufacturer’s lamp warranty.

b. The UV Dose will be adjusted using a quartz sleeve fouling factor of 0.85 when sizing the UV system in order to compensate for attenuation of the minimum dose due to sleeve fouling during operation.

2.1 MANUFACTURER

A. The physical layout of the system shown on the drawings and the equipment specified herein are based upon a system manufactured by

Ultraaqua UV Systems represented by Water Management Technologies in Baton Rouge, LA with phone (225) 755-0026. This shall be used as the basis of design but other manufacturers that meet or exceed these features will be considered.

Product: MR50‐350PP Channel UV with UV intensity monitoring, Modbus scada integration, automatic wiping system. Sized for 5000 gpm, 80% UVT at a dose rate of 74mJ/cm2. The UV unit is a vertical model with qty (50) 350watt lamps. Power supply 208V/3P/4 wire.

Includes:

3. PRODUCTS

General: Design, Construction and Materials:

The low-pressure high intensity UV lamps are mounted in a module that is installed through the upper support flange of the vertical glassware rack assembly. Each bank of lamps is positioned vertically and perpendicular to the direction of water flow.

Each lamp module acts as a completely independent entity as it can be serviced i.e. the lamp can be removed from its sleeve for service without disrupting water flow or turning the complete system power off. Each sleeve module can also be removed from the lamp array without disrupting water flow or turning the complete system power off. Each lamp is powered by its own independent electronic ballast for greater system reliability.

All wiring to the lamp is done outside of the vertical glassware rack assembly; no wiring is exposed/submerged in water. The UV lamp field is completely shielded to contain the

UV energy from the lamp field and cannot be opened during operation. Cleaning of the unit’s sleeve assemblies is done without the use of any chemicals; each module can be easily removed one at a time and wiped down with a clean damp rag.

A. All lamp banks with welded metal components in contact with effluent will be UV stabilized polypropylene.

UV stabilized Polypropylene is robust and non-corrosive material thus suitable for aquaculture environment.

B. All wiring exposed to UV light will be rubber coated. 4. All wires connecting the lamps to the ballasts will be enclosed inside the frame of the UV lamp bank and not exposed to water.

3.1 Lamp Array Configuration:

A. The lamp array configuration will be the uniform array with all lamps staggered to each other and vertically aligned in the channel for the easy access to the lamps. Horizontal array shall not be accepted due to the increased complexity of the maintenance.

B. The system will be designed for complete immersion of the UV lamps including both electrodes and the full length of the lamp tube in the effluent.

3.2 UV Lamp bank:

The UV Lamp Bank vessel is a channel system manufactured of heavy wall PVC and HDPE plastic, which is used to direct the water to be treated through the UV Sterilizes lamp field array. The channels lamp field array will have an overall size of approximately 75-inches long x 34-inches wide with an operating water depth of 66 inches. This is to occur in an existing concrete flume that has 75” high walls and is 34” wide.

Contractors shall confirm flame dimensions in field.

A. Each UV lamp bank will consist of UV lamps mounted on a non-corrosive

UV stabilized polypropylene bank. Lamp bank shall be constructed in the way that it can take minimum 12-inch water level variations in order to have protection against the floods. All the UV lamps, wiping motor, 360°

UV intensity detection system shall be accessible via sealed, top compartment during the operation, without lifting the lamp bank from the water. Top compartment shall be lockable in order to ensure that no unwanted persons have access to UV lamps or electronics.

B. Each lamp will be enclosed in its individual quartz sleeve, one end of which will be dome closed and the other end sealed by a lamp end seal.

C. The closed end of the quartz sleeve will be held in place by means of a retaining O-ring.

3.3 LPHO UV Lamps:

A. Low Pressure High Output (LPHO) UV Lamps shall be minimum 200 W low pressure amalgam design. The lamp shall be preheated to promote

15179 - 6 Open Channel Vertical UV Disinfection longevity. Lamps that are not amalgam or that are based on driving a low-pressure lamp at amperages greater than 500 milliamps will not be allowed.

B. Lamps should be able to remove without lifting the bank from the channel.

Lamps should be able to remove from the Quartz sleeves without using any tools.

C. Electrical connections will be at one end of the lamp and have four pins, dielectrically tested for 2,000 Vrms. Lamps that do not have 4 pins will be considered instant start. To be considered as an alternate, instant start lamp systems will supply replacement spare lamps equal to 50% of the total number of lamps in the system.

D. Lamps will be operated by electronic ballasts with variable output settings.

3.4 UV Lamp Quartz Sleeves:

A. Clear fused quartz circular tubing

B. Lamp sleeves will be domed at one end.

C. The nominal wall thickness will be 1.5 mm.

3.5 Electrical

A. Power supply 208V/3P/4 wire.

B. UV manufacturer to supply and install all cabling and conduit between lamps and ballasts.

C. UV manufacturer to perform all terminations between lamps and ballasts.

D. Power factor will not be less than 98% leading or lagging.

3.6 Control Cabinet details (CC):

A. Power distribution will be through environmentally sealed receptacles on the CC(s) to allow for local connection of UV modules.

B. Data concentration will be through integrated circuit boards located inside the Control Cabinet.

C. CC enclosure material shall be high corrosion resistant.

D. All internal components will be sealed from the environment.

E. All Power Distribution Centers to be UL approved or equivalent with a rating of Type IP 65

3.7 Control and Instrumentation:

A. Control Cabinet Interface (CCI):

a) The operator interface shall be minimum 7-inch multi-color high resolution touch display screen will be menu driven with automatic fault message windows appearing upon alarm conditions.

b) Alarms will be provided to indicate to plant operators that maintenance attention is required or to indicate an extreme alarm condition in which the disinfection performance may be jeopardized. The alarms will include but not be limited to:

i) Lamp Failure

ii) Multiple Lamp Failure

iii) Low UV Intensity

iv) Module Communication Alarm

c) The 50 most recent alarms will be recorded in an alarm history register and displayed when prompted.

d) Bank status will be capable of being placed either in

Manual, Off or Auto mode.

e) During manual, automatic and remote modes of system operation, the water level sensor will ensure that lamps extinguish automatically if the water level in the channel drops below an acceptable level.

f) Digital I/O modules will be provided to remotely indicate status and alarms such as:

i) Alarm conditions (major, critical)

ii) Bank Status (one for each UV bank supplied)

3.8 UV Detection System:

A. 360° UV sensor installed inside its own quartz sleeve will continuously monitor the UV intensity produced in each bank of UV lamps.

B. The sensor will measure only the germicidal portion of the light emitted by the UV lamps. The detection system will be factory calibrated.

Detection systems that can be field calibrated will not be permitted.

3.9 Dose-Pacing:

A. A dose-pacing system will be supplied to modulate the lamp UV output in relationship to either a 4-20 mA DC signal from a flow meter (by Others) or by manually entering the max flow rate.

B. The system to be dose-paced such that as the flow and effluent quality change, the design UV dose is delivered while conserving power.

C. The dose-pacing system will allow the operator to vary the design dose setting. Logic and time delays will be provided to regulate UV bank

ON/OFF cycling.

3.90 Safety Equipment:

The following safety equipment to be supplied:

A. Operators kit including face shield, gloves, and cleaning solution.

4.0 INSTALLATION

A. Lifting mechanism/ Crane:

1 Crane or lifting mechanism to be provided in order to lift the lamp bank for installation periodical maintenance including cantilevers and any other required ancillary parts. The lifting capacity of the crane and the type of crane to be approved by the

UV system manufacturer.

B. CONTROL SYSTEM OVERVIEW

The UV Sterilizer system is designed to operate automatically. The operation of the unit is managed by its microprocessor controller system, which continuously monitors and controls the system’s functions. The microprocessor controller is the brain of the system and communicates with the operator interface for complete control and monitoring of the system. The UV Sterilizer system operates using an automatic or manual dose paced control system, to maintain an adequate UV dosage for the water flow conditions while conserving power and extending lamp life. The flow pacing is accomplished by turning on groups of (7) lamp rows with a minimum of (2) rows (14) lamps being on at all times. In automatic mode the number of UV lamp rows being on (2+) is in response to manual flow input and the UVT system. Each lamp bank uses a communications control board (CCB), which monitors the lamps status. Each CCB is located inside the PSCE’s enclosure housing and communicates with the microprocessor controller via a bus network. The microprocessor controller polls each CCB in sequence to continually update the status of each lamp. The information from the CCB’s are decoded by the microprocessor controller and then checked for errors prior to being displayed on the data status screen. (See the section on controller functions for details on alarms and the types of information displayed by the data display system). This system shall also allow the Government to do manual dose pacing by manually selecting the quantity of lamps rows to be on based upon tables supplied by the UV manufacturer that indicate lamps required to achieve the minimum required UV dose at a known water flow rate and UVT displayed by the

UVT monitor.

5. EXECUTION

5.1 INSTALLATION

A. In accordance with contract Drawings, manufacturers' shop Drawings and manufacturer’s instructions.

5.2 MANUFACTURER'S SERVICES

Site visit at a minimum for one person onsite for 2 full days on site total for

Start-up, Commissioning/field testing services and Training. This portion of the contract cost shall include all travel time, flight, lodging, rental car and all other travel related expenses as required.

A. Installation assistance and certification:
