STATEMENT OF WORK (SOW)
Water Tank Rehab Improvement Project Balsam Mountain Campground/Heintooga Picnic
Area Swain County, NC Great Smoky Mountains National Park
3/3/23
1. General Information The Great Smoky Mountains National Park (GRSM) is located in Tennessee and North Carolina and consists of nearly 521,000 acres. The park was established by Congress on June 15, 1934.
The Park’s mission is to protect, preserve, and interpret the natural, cultural, and historical resources for the benefit and inspiration of present and future generations. There are over 9 million visitors annually.
2. Facility Background Balsam Mountain Campground and the Heintooga Picnic Area are located in a relatively remote part of GRSM in North Carolina. Balsam Mountain Campground is located close to the end of Heintooga Ridge Road on Balsam Mountain at 5,310 feet elevation. Heintooga Picnic Area is located at the end of Heintooga Ridge Road. Heintooga Ridge Road intersects the Blue Ridge Parkway just northwest of the intersection of the Blue Ridge Parkway and Highway 19. Due to the high elevation, both sites are closed in the winter months.
Balsam Mountain Campground offers approximately 43 small campsites with wood-framed, gravel pads for pitching tents, fire rings, and picnic tables. The campground includes a dish washing station and restrooms with flush toilets and drinking water. There are no hookups or showers at the campground and no electricity is available in the restrooms or campsites. There is also a Ranger Station structure at the entrance to the campground. Heintooga Picnic Area has 41 picnic sites, each with a table and charcoal grill. The picnic area also has restrooms with running water, but no electricity or pavilions.
EXISTING WATER SYSTEM
The existing water system consists of a well, a pump house, a 30,000-gallon water storage tank and a water system consisting of approximately 2,740 linear feet of 4-inch PVC, and 7,900 lf of 2-inch waterline. These lines have reached the end of their service life and need to be replaced.
The water storage tank is the original in-ground concrete water storage tank built back in 1960.
The Park has had success refurbishing these tanks and lining them with a polyurethane liner.
The well is located adjacent to the roadway in a concrete vault. To meet current state codes, the well must be raised above grade. A small structure will need to be constructed around the well.
EXISTING WASTEWATER SYSTEM
There are two comfort stations at the Balsam Mountain Campground and two comfort stations at the Heintooga Picnic Area. The campground has a sewer collection system that drains several hundred feet through the woods to a 5,000-gallon septic tank. The septic tank in turn, drains to a dosing tank which alternately discharge to two separate sand filters. The effluent disperses underground with no discharge. The Heintooga Picnic area has a sewer collection system from each comfort station that drains to a single 3,000-gallon septic tank located between the two comfort stations, deep in the woods. The system has a drain field that works fine, but since the septic tank is so far in the woods, it is very difficult to pump it out on a regular basis.
3. Scope of Proposed Work The scope of work for each system is as follows:
WATER SYSTEM IMPROVEMENTS
1. Water Tank – Refurbish and Install a Liner It is proposed to refurbish the existing water tank, followed by adding a liner to the tank to preserve the tank for future use. All of the internal piping, controls, access hatch and ladder are to be replaced; and a french drain is to be installed around the perimeter of the tank. The tank shall be pressure washed, cracks shall be sealed, and an elastomeric polyurethane spray on liner installed on the inside and the outside top of the tank. New piping shall extend outside of the tank and have new valves installed per the plans.
2. Water Tank Access Drive The existing water tank is located across from the campground area, high up on a hill. The original access to the tank was via a long road from the location of the existing well, up the creek, to a reservoir constructed in the creek. The road then followed the waterline from the reservoir to the water tank – a distance of several thousand feet, high up the hill. The road going up the creek bank has been washed out, and it would be too invasive to the creek to try and re-establish the road. It is proposed to construct a new road from Heintooga Ridge Road, near the campground, up to the tank. The proposed road will require clearing the trees, grading the road-bed, installing drainage culverts where shown on the plans and placing stone on the prepared subgrade. The road will not be paved.
3. Waterlines The existing 2-inch pump line and the existing 4-inch distribution line both run up the hill through the woods to the existing water tank. Once the new road is graded out, a new 2-inch HDPE pump line and a new 4-inch HDPE distribution line shall be installed, prior to placing the stone base course. The new lines shall connect to the existing lines running along the side of Heintooga Ridge Road.
4. Well The well needs some improvements to stay current with state codes. The well-head is to be raised, and a new concrete pad poured around it. A new enclosure is to be installed over the well. A draw-down test shall be performed to verify the condition and capacity of the well.
A new pump shall also be provided and installed – the existing pump is a 2-horsepower pump, but the model of the existing pump is not known. The replacement pump shall match the existing or be equivalent. The well is 120 feet in depth.
WASTEWATER SYSTEM IMPROVEMENTS
1. Septic Tanks It is proposed to abandon the existing septic tank and drain field at the Heintooga Picnic Area. It is proposed to install a new septic tank and drain field adjacent to each of the two comfort stations. The proposed drain fields will include approximately 800 linear feet of infiltration chambers for each comfort station.
