Task 2: Design Documents including Drawings, Specifications, and Schedule

This task includes the design and documentation of the following services: Architectural, Structural, Mechanical, Electrical, Civil, Environmental, and Sustainability. More details can be found in the Design Technical Requirements.

Upon agreement of the previous submittal where all comments have been addressed, prepare Design Development Documents consisting of scaled drawings. The Design Development Documents will further define the project including drawings and outline specifications describing the project size and character as to site utilization, and other appropriate elements incorporating the structural, architectural, mechanical, and electrical systems. Any changes in the work contained in the Design Development Documents approved by FWS will result in a Change Order.

GENERAL DESIGN REQUIREMENTS

• Lookingglass FH is an efficient hatchery with a gravity fed water distribution system and a comparatively high production rate. The current construction of the hatchery means there is little head pressure to spare in the water distribution system. This project must not decrease hatchery production, both during and after construction. It must increase current egg incubation numbers by 10-15% and maintain the current high efficiency the hatchery performs at.

• Layout – The new egg incubation room will be in the SE corner of the main hatchery building (See Attachment 2 – Hatchery Pictures and Layout). The new addition will:

o Be at least 20 ft x 50 ft, and 10 ft minimum interior height, o Be able to fit at least forty-two (42), sixteen (16) tray vertical incubators

(henceforth double stacks) The ideal configuration is three (3) double rows of seven (7) back-to-back

(See Attachment 2 – Hatchery Pictures and Layout). This is not the final configuration and can change with stakeholder concurrence.

o Allow for hatchery staff to safely operate the incubation equipment, o Allow enough space for formalin barrels, carts, and other miscellaneous equipment, o Provide two-hundred fifty-six (256) cu. ft. of storage space to store equipment and material, Ideal location is underneath walkway between freezer manned door and hatch house manned door, o Connect to adjacent cold storage and tank rooms with one (1) maned door for each room, o Allow for trucks (typically a 5500 with a fish tank or trailer) to pass on the paved road behind the proposed new addition location, o Allow for future expansions of additional stacks, o Not impede other hatchery functions.

Lookingglass FH – Egg Incubation Room Page 3 of 9

• Interior – The new addition will perform as the hatcheries only egg incubation room. All current equipment will either be reused (and moved into the new addition) or be decommissioned. The new addition will contain all of the following in a configuration the contractor and stakeholders determine to be the most effective:

o Head tanks, Each bank will have one (1) head tank, Size: Must be able to provide 38 gallons per stack. (See Attachment 2 –

Hatchery Pictures and Layout) Each tank will have three inputs: well water, UV treated creek water, and chilled water which flow through existing pipes in the main hatchery building,

• All (3) three water sources will be plumbed and valved into one input port into each head tank,

• New pipe material must be food grade. Acceptable materials include but are not limited to, PVC,

• New pipes must maintain current head pressure and sizing each providing approximately three hundred fifty (350) gpm, o This may be done by lowering the new room, if necessary, o Forty-two (42) double stacks (as mentioned in the previous requirement), Each stack will have a pipe from the head tank, Each stack will have well water and chilled water piped separately from the head tank, Each stack will have a formalin injection valve and tubing, All pipes into the stacks must be valved, New pipe material must be food grade. Acceptable materials include but are not limited to, PVC, Three (3) end stacks in each row will be split with separate water sources for the top half stack (upper six (6) to eight (8) trays), the bottom half stack (lower six (6) to eight (8) trays), and the drain pan to divert wastewater away from lower stack,

• It is expected that these end stacks will have less total trays in them due to the double plumbing, unless all stacks are raised to accommodate plumbing space, Drain pan for each stack must be removeable, Each single row of stacks (henceforth a bank) must have a dry erase board installed above it, Future Addition – The hatchery would like to have the ability to expand their egg incubation operations by an additional double row of stacks in the future.

• Contractor must install plumbing for an additional double stack row and cap plumbing leads off.

o Floor Drains, Install floor trench drains under each double row of stacks,

• Each trench drain must handle at least one hundred fifty (150) gpm tying into a central trench drain which will transit out of the egg incubation room, HARGROVE Christian L * ODFW This is based upon our ideal configuration. However this is only to provide base criteria of reference and we are open to other configuration styles.

HARGROVE Christian L * ODFW Unless all stacks are raised to accommodate plumbing space.

Lookingglass FH – Egg Incubation Room Page 4 of 9

• Drains must be piped to existing settling pond discharge pipe between raceway 1 and adult holding ponds or to the settling pond vault,

• Outside of the structure the drain line will be piped underground tying into the abatement pond line. (See Attachment 1 – As-builts)

• Each trench drain must have removeable, walkable fiberglass (or rust and chemical resistant) grating above it,

• Future Addition – Contractor must install an additional floor drain for a future double stack.

o Domestic Water, One (1) hose spigot installed per each incubation bay (the walkway between stacks), o Formalin system – The new system in the proposed egg incubation room will be modeled after the existing system in the current egg incubation area. (See Attachment 2 – Hatchery Pictures and Layout) Consists of main distribution system

• Barrel spill containment system

• Pump spill containment system

• Timer

• Pressure reducer, etc.

• Two (2) emergency shut off switches, one (1) located by hatch house manned door and one (1) by the exterior manned door,

• Potable water eyewash station, must follow OSHA code, System must be secured to structure for vibrations and movement, Must have its own fume containment system (e.g. walled off from the rest of the room), Prefer to have the ability to access and load the formalin barrels from the outside/exterior via forklift, Must have distribution lines from the main line, along each bank with each stack receiving its own flow including the half stacks,

• Each distribution line and stack flow will have its own shutoff, Must have a cleanout drain at the end of the system and be piped into the new trench drains for final flush of lines, o Egg Picker and Trough - Both items will be located within very close proximity to each other. These items must:

Have UV treated creek water, well water, and chilled water plumbed and valved into one input port/mixing chamber,

• The input port/mixing chamber will have three (3) inputs (UV treated creek water, well water, and chilled water) and two (2) outputs (egg picking trough and egg picker), Egg picker must be served off the valved output of the egg picking trough with a booster pump in the middle sustaining forty-five (45) to sixty (60) psi with auto start and stop from water flow, Walkway around both items with a minimum of thirty-six (36) inches of space.

o Exhaust fans, HARGROVE Christian L * ODFW Walkable fiberglass grating or rust and chemical resistant grating.
