Scope of Work
Replace in-duct heating coils at the Administration Building
Valley Forge National Historical Park
(VAFO)
King of Prussia, PA
Prepared by: James Moore Date:
4/Nov/2021
1) Background
a) This Scope of Work (SOW) is for the VAFO Administration Building located at 1400 N Outer Line Drive, King of Prussia, PA 19406.
b) The administration building was constructed in the late 1960s and has been operating with the original HVAC equipment until a project was completed in 2019 to upgrade the HVAC equipment.
This project only included cleaning of the 5 heating coils. In October of 2021 one of the heating coils was faulting and problems were found with the internal wiring. This unit has been disconnected and is currently not in operation. Another heating coil, the largest of the 5, is functioning on only 2 of the 3 coils. All 5 units to be replaced are past their expected serviceable life and are in need of replacement.
c) The project includes design and replacement of five (5) in-duct heating coils and associated components to include, but not limited to, contactors, transformers, and fuse boxes. Additionally, the new HVAC system is controlled by a Building Automation System (BAS) and the awarded contractor shall be responsible for ensuring proper communication and operation between the new heating coils and the existing BAS system.
d) Attachment(s) provided at the end of this document
i) Attachment A: 2019 HVAC project heating coil schedule
2) Scope
a) Contractor is responsible to field verify all estimated quantities
i) It is STRONGLY encouraged that each bidder visits the site and fully acquaints themselves with the problems and conditions they will encounter if they become the successful bidder. Since absence from visiting the project will not be considered as an excuse for misunderstanding of the requirements of the contract, bidders are strongly encouraged to visit the park and attend the pre-bid site visit(s).
b) This contract requires the independent Contractor, functioning not as an agent of the Government, to provide all personnel, facilities, tools, labor, equipment, supervision, transportation (except as otherwise specified in the Contract), correspondence, supplies, staging and materials necessary to:
i) Replace five (5) in-duct heating coil units and associated components. The schedule of heating coils from the 2019 project is provided toward the end of this document as Attachment A.
Additionally, the new coils must be tied into the existing BAS and ensure proper operation and communication. Contractor must be knowledgeable of and adhere to all federal, state, and local regulations governing the types of work included in this document. Contractor shall plan, schedule, coordinate, and assure effective performance to provide the services required.
3) Objectives
a) The goals of this project are to A) Replace 5 heating units and associated components that are past their serviceable life with new units, sized appropriately to provide adequate heat to the zones they cover. B) Reduce energy consumption through the use of high efficiency components.
4) Tasks and Requirements
